Pemindahan Ibu Kota Negara Republik Indonesia dari Jakarta ke Nusantara sebagaimana ditegaskan dalam dalam Undang-Undang No.3 Tahun 2022 tentang Ibu Kota Negara bertujuan menjadi kota berkelanjutan di dunia yang mampu menggerakkan ekonomi Indonesia di masa depan dan menjadi simbol identitas nasional yang merepresentasikan keberagaman bangsa Indonesia berdasarkan Pancasila dan UUD NRI 1945. Untuk mewujudkannya diperlukan biaya besar yang bersumber dari APBN maupun non APBN, namun akibat terdampak oleh covid 19 dan krisis ekonomi global, kondisi perekonomian nasional sangat terbatas untuk membiayai pembangunan Ibu Kota Negara (IKN) Nusantara . Oleh karena itu, diperlukan suatu cara terobosan diantaranya melakukan optimalisasi pemanfaatan barang milik negara (BMN). Disain penelitian ini adalah penelitian deskriptif menggunakan metode kualitatif untuk menggambarkan variabel optimalisasi pemanfaatan Barang Milik Negara (BMN) dikaitkan dengan pembiayaan pembangunan IKN Nusantara. Analisis data bersifat naratif mengacu pada tujuan penelitian ini. BMN baik di Jakarta maupun di Nusantara perlu dimanfatkan secara optimal untuk pembiayaan pembangunan IKN Nusantara agar efektif dan efisien, sehingga tidak perlu hutang. Ada 5 (lima) cara yaitu :a) Pinjam Pakai untuk maksimal 5 (lima) tahun dan dapat diperpanjang paling lama sekali periode; b) Bangun Guna Serah atau Bangun Serah Guna (BOT/BTO); c) Kerjasama Pemanfaatan untuk jangka waktu 30 sampai 50 tahun; d) Kerjasama Penyediaan Infrastruktur untuk jangka waktu maksimal 50 tahun; dan e) Sewa. Penelitian ini menyimpulkan bahwa Barang Milik Negara perlu dimanfaatkan secara optimal untuk pembiayaan pembangunan IKN Nusantara agar efektif dan efisien, sehingga tidak perlu hutang.

The study discusses about the new data on larval description, morphological features, larval ecology of stage 25–40 of the Jerdon’s Narrow-mouthed Frog Uperodon montanus (Jerdon, 1853). Tadpoles were identified up to family and genus level based on the historical literature and the species level confirmation was done with molecular studies. We also present a new northern limit record of this species from the Pushpagiri hill ranges in Karnataka (12.669 N, 75.717 E) and a new highest elevation record of 1,916 m at Vaguvarai, Idukki, Kerala which are outside its currently known distribution and elevation ranges. As per the present work, the distribution range of U. montanus has extended northwards by 130 km and upwards by 216 m. Additionally, the IUCN Red List status for the species is also discussed based on the area of occupancy and extent of occurrence redone considering the new range envelope.

Hair is a defining character of mammals. In the present study, the hair samples of Chital Axis axis, Sambar Deer Rusa unicolor, and goat Capra hircus were collected from the back, neck, abdomen and tail regions of carcasses brought to the forensic laboratory for necropsy examinations. Cross-sections of hair, cuticle scale, and medullary patterns were analyzed to establish indices for species identification. Keratin levels were also analyzed by protein electrophoresis (SDS-PAGE). We determined that both microscopic and SDS-PAGE analysis of guard hair is useful for identifying species, particularly in forensic applications.

The species Pygospila tyres was described from the Coromandel region of India about 240 years ago, accommodated in the family Crambidae having immense importance. The species is morphologically cryptic and is known to have 10 extant species under the genus. Earlier mt DNA Barcodes for the species were available from Pakistan, Korea, and Australia, here we report the first barcode of the species from the country of its type locality. Morphological details for the collections with the male and female genitalia are provided for the taxonomic identification. Identities of the mt COI DNA sequences for the genus in the GenBank are discussed.

Penelitian ini bertujuan untuk mengetahui keterampilan pemecahan masalah matematika siswa yang dibelajarkan dengan pendekatan visual thinking dengan siswa yang dibelajarkan dengan model pembelajaran konvensional. Jenis penelitian yang digunakan adalah eksperimen semu dengan desain penelitian post-test only control group. Populasi dalam penelitian ini adalah siswa kelas XI SMA Negeri 1 Tejakula tahun ajaran 2019/2020. Nilai ulangan akhir semester 2018/2019 digunakan untuk uji kesetaraan kelas. Pengambilan sampel dilakukan dengan teknik cluster random sampling untuk memperoleh dua kelas sebagai sampel penelitian. Tes uraian digunakan untuk mengumpulkan data. Dari data post-test diperoleh rata-rata skor keterampilan pemecahan masalah matematika siswa yang dibelajarkan dengan pendekatan visual thinking adalah 67.361 dan rata-rata skor keterampilan pemecahan masalah matematika siswa yang dibelajarkan dengan pendekatan pembelajaran konvensional adalah 60.571. Dari hasil analisis data menggunakan uji-t satu ekor dengan taraf signifikansi 5% menunjukan bahwa . Hal ini berarti keterampilan pemecahan masalah matematika siswa yang dibelajarkan dengan pendekatan visual thinking lebih tinggi daripada keterampilan pemecahan masalah matematika siswa yang dibelajarkan dengan model pembelajaran konvensional. Dapat disimpulkan bahwa penerapan pendekatan visual thinking memberikan pengaruh positif terhadap keterampilan pemecahan masalah matematika siswa.

In this paper, an organization with single grade subjected to exodus of personnel due to policy decisions taken by it, is considered. In order to avoid the crisis of the organization reaching a breakdown point, a suitable univariate policy recruitment based on shock model approach and cumulative damage process is suggested. A mathematical model is constructed and a performance measure namely the mean time to recruitment is obtained. The analytical results are numerically illustrated and the influences of nodal parameters onthe performance measures are studied and relevant conclusions are presented.

A physics based hydrologic model (either lumped or distributed) is generally characterized by a multitude of parameters. The calibration of such models is always a complex task. Though, manual calibration is by far the most widely used approach for parameter estimation of such models, it is highly time consuming, and uncertainty of obtaining the best fit exists. Attempts to develop automatic calibration procedures that use optimization algorithms for distributed watershed models have resulted in long computational time and effort. This was mainly because the model has to perform simulations a number of times before it can evaluate the objective function of the algorithm during the parameter search. This study presents a novel framework for calibration of watershed models under simulation-optimization environment. The framework identifies the parameters of the model through an optimization algorithm that uses the objective function from a pseudo simulator, which reduces the computational time significantly. The pseudo simulator will map the objective function in terms of the parameters thus avoiding complex simulation every time. The methodology is demonstrated by calibrating SWAT model for Illinois watershed in Arkansas, USA. The calibrated model is found to simulate the flows reasonably good. The model performance indices when computed on a daily basis, the R2 value between the simulated and measured flows ranged from 0.36 to 0.60 during calibration period and are 0.77 for the validation period. The model resulted in an efficiency of 0.75 during the validation period. Overall, the study reports an auto-calibration procedure for watershed models that can be used for calibration of models irrespective of their complexity.
