A Thesis for applying for the degree of Doctor of Philosophy in Landscape Architecture In Ida-Viru County, the oil shale industrial activity and its decrease in recent decades have caused damaged landscapes, deteriorating settlements and infrastructures, environmental problems, high unemployment, emigration and ageing population. So far, the national government has not started to address the problems, so there is no special development programme that considers the industrial heritage, although some steps have been taken to alleviate the socio-economic situation. Experience in other countries has shown that valuing and giving new uses to industrial heritage is an effective measure to alleviate the difficulties of regions with decreasing industrial activity. In order to achieve the best results, the opinions of residents and stakeholders must be taken into account in development processes. Industrial tourism is gaining popularity worldwide, including in Estonia. Research into public understanding of industrial landscapes as well as into attitudes towards the protection and tourism value of industrial heritage has been scarce in Estonia. Awareness of the nature and importance of industrial heritage is low. Knowledge of rehabilitation methods as well as how to engage local people and organise cooperation between stakeholders is inadequate. There is no holistic view toward the regional development of areas with decreasing industrial activity, although in Ida-Viru County the need has been recognized for over 20 years. The purpose of this research is to fill this gap. The dissertation discusses the importance of the valuation and use of the heritage in the regional development of the county, based on fieldwork conducted to explore oil shale landscapes, and analyses of focus groups’ interviews, a public questionnaire survey and one-on-one interviews with stakeholders. It investigates how the public and the stakeholders perceive the oil shale industrial landscapes and their potential for improving the quality of life and the attractiveness of the region, as well as for diversifying tourism and recreational activities. It discusses opportunities and shortcomings in the development of the region, together with solutions and suggestions, and explores relevant international experience, using it to suggest comprehensive and open approaches that could be successful in the Ida-Viru context. Põlevkivitööstus ja selle vähenemine viimastel kümnenditel on Ida-Virumaal kaasa toonud rikutud maastikud, lagunevad asulad ja taristud, keskkonnaprobleemid, suure tööpuuduse, väljarände ja rahvastiku vananemise. Riigivalitsus ei ole seni hakanud Ida-Virumaa probleemide lahendamisega tegelema, seega puudub ka tööstuspärandit arvestav spetsiaalne arenguprogramm, kuigi viimasel ajal on astutud samme sotsiaalmajandusliku olukorra leevendamiseks. Teiste riikide kogemused on näidanud, et tööstuspärandi väärtustamine ja sellele uute kasutusviiside andmine on tõhus meede väheneva tööstusega piirkondade raskuste leevendamiseks. Parimate tulemuste saavutamiseks tuleb arenguprotsessides arvesse võtta kohalike elanike ja sidusrühmade arvamust. Tööstusturism muutub kogu maailmas, sh Eestis üha populaarsemaks. Eestis on üldsuse arusaamist tööstusmaastikest vähe uuritud, nagu ka hoiakuid tööstuspärandi kaitse ja turismiväärtuse suhtes. Teadlikkus tööstuspärandi olemusest ja tähtsusest on väike. Ebapiisavad on nii teadmised taastamismeetoditest kui ka oskused ja teadlikkus, kuidas kaasata kohalikke elanikke ning korraldada koostööd sidusrühmade vahel. Puudub ka terviklik vaade kahaneva tööstusega piirkondade regionaalsele arengule, ehkki Ida-Virumaal on selle vajadust tunnistatud juba üle 20 aasta. Käesoleva uurimistöö eesmärk on aidata seda lünka täita. Väitekiri käsitleb põlevkivitööstuspärandi väärtustamise ja kasutuselevõtu tähtsust ning võimalusi Ida-Virumaa regionaalses arengus, tuginedes põlevkivimaastike uurimise välitöödele ning fookusrühmade arutelude, avalikkuse ankeetküsitluse ja asjaosalistega läbi viidud üks ühele intervjuude analüüsile. Uuritakse, kuidas avalikkus ja asjaosalised tajuvad maastikulist põlevkivitööstuspärandit ja kuidas hindavad selle potentsiaali elukvaliteedi ja piirkonna atraktiivsuse suurendamisel ning turismi- ja vabaajategevuste mitmekesistamisel. Arutatakse piirkonna arendamise võimalusi ja puudujääke, koos lahenduste ning arenguabinõudega. Uuritakse asjakohast rahvusvahelist kogemust, mille põhjal tehakse ettepanekuid laiahaardeliste ja avatud lähenemisviiside kohta, mis võiksid olla Ida-Viru kontekstis edukad.

Väitekirja elektrooniline versioon ei sisalda publikatsioone, Geopolümeerid on anorgaaniliste polümeeride hulka kuuluvad kolmedimensionaalse struktuuriga tsementeeruvad materjalid, mis moodustuvad alumosilikaatide leelisaktivisatsioonil. Geopolümeersed sideained ja nendest valmistatud betoon on oma omadustelt võrreldavad või sageli isegi paremate omadustega, kui tavalise portlandtsemendi baasil valmistatud analoogid. Geopolümeeride valmistamiseks on toormena võimalik kasutada erinevaid looduslikke- või tehislikke alumosilikaatseid toormeid. Seejuures võimaldab tööstusjäätmete taaskasutamine geopolümeersete materjalide toormena neid jäätmeid väärindada ning vähendada ladestatavate jäätmete keskkonnamõju. Eesti põlevkivitööstuses tekib põlevkivi termilisel töötlemisel igal aastal 8–9 Mt põlevkivituhka ja u 1 Mt õlitööstuse jäätmeid. Põlevkivituhale on siiani leitud vaid minimaalset taaskasutust (, Geopolymers, also referred as inorganic polymers, are three-dimensionally structured aluminosilicate binders that posess cemetitious properties. These polymers can be used to produce mortar and concrete with mechanical properties similar to or better than ordinary Portland cement based analogues. Geopolymeric binders can be produced from a variety of naturally occurring or industrially produced aluminosilicate raw materials. Notably, the valorisation of different industrial by-products and solid wastes through the production of geopolymeric cementitious binders is recognized as one of the most viable options for their reuse. Estonian oil shale industry produces 8 – 9 Mt of environmentally hazardous solid wastes per year. Only a fraction (< 5%) of annual oil shale combustion residue has secondary use, while residues from shale-oil production hve no beneficial use at all and are landfilled 100%. It is therefore important to find sustainable uses for oil shale solid residues, and synthesising geopolymeric materials potentially used in building-construction industry could be one of the viable options. The current thesis studies the characteristics and geopolymerization potential of unaltered (fresh) combustion and shale-oil production ash from Estonian oil shale industry, and in addition the altered waste material already landfilled on a ash waste “plateaus” next to the power plants. To produce geopolymeric binders, the waste materials were activated with different alkaline solutions that induce the formation of cementitious polymer phase. The experiments show that the ash plateau deposits, that represent the largest volume of readily available waste, are not suitable for geopolymer production. However, the tests with ash from the combustion and shale-oil production processes showedformation of a polymeric cementitious phase. The suitability for geopolymer production is connected to the structure of the forming polymer, whereby the formation of longer and more interconnected polymeric chains corresponds to a geopolymer with better charecteristics. Under this assumption, it was concluded that ashes formed at different shale oil production processes were most suitable as geopolymer precursors, however, there are several key factors limiting the geopolymerisation processes that must be addressed before commercial applications can be pursued.

The explosion of US shale has brought expectations of great change for US LNG trade, increasing the volume of flexible cargoes available to markets traditionally dominated by long-term contracts between buyers and sellers. However, new supplies from the United States, combined with new production from Australia and elsewhere, have set the LNG market up for a glut that threatens to depress prices. In a new report by the Center on Global Energy Policy, the authors assess the factors influencing the competitiveness of US LNG around the globe, whether capacity will be curtailed in the near to medium term for economic reasons and how competitiveness of US LNG may evolve in the medium term.

Väitekirja elektrooniline versioon ei sisalda publikatsioone., Antud doktoritöö eesmärgiks on põlevkivi termilise töötlemise jäätmete ja põlevkivi töötlemise jäätmetest valmistatud ehitusmaterjalide keskkonnaohtlikkuse hindamine. Põlevkivi suure mineraalaine sisalduse tõttu tekitatakse töötlemise käigus suurtes kogustes tahkeid jäätmeid: termilise töötlemise käigus tekib põlevkivi poolkoks ja põletamisel tekib põlevkivi tuhk, millest taaskasutatakse ainult väike osa. Põlevkivi termilise töötlemise jäätmed sisaldavad ohtlikke raskmetalle ja polütsüklilisi aromaatseid süsivesinikke (PAH-e). Jäätmete keskkonnamõju sõltub pigem saasteainete mobiilsusest, mitte nende sisaldusest lähtematerjalis. Seetõttu saab mõju keskkonnale hinnata vaid läbi aine ülekande tahkest faasist vesifaasi, ehk leostumise abil. Käesolev töö tutvustab leostuvusuuringud väli- ja laboritingimustel. Uuring näitas võimalust hinnata tahkete jäätmete hoidlate keskkonnamõju tõhusa ning odava meetodiga välitingimustes kasutamiseks. Selgus, et poolkoksimäed on ohtlikke PAH-ide ja metallide allikaks pika aja jooksul. PAH-ide leostuvus vanast poolkoksi jäätmehoidlast oli suurem võrreldes hiljuti võetud kasutusele hoidlaga. Töös näidati, et metallide transpordiga keskkonnas võivad olla seotud kolloidid. Uuriti fluoro-PAH-ide (F-PAH-id) kasutust sisestandarditena GC-MS analüüsil. Käesolevas töös uuriti uudse SPME (Solid Phase Microextraction, ehk Tahke Faasi Mikroekstraktsioon) meetodi rakendamist leovee analüüsil. SPME metoodikat kasutati bioloogiliselt kättesaadava (Cfree) PAH-ide fraktsiooni määramiseks. Selgus, et Cfree on väike osa kogu PAH-idest (ainult 0,01-2,7%) leostusvee proovides, mis näitab PAH-ide tugevat seost orgaaniliste ja mineraalainetega. Hinnati PAH-ide ja metallide leostuskäitumist tolmpõletuse ja keevkihtkatla lendtuhast ning tuhast valmistatud mörtidest ja betoonkehadest. Selleks kasutati granuleeritud materjali leostustesti EN 12457-2(2002) ja monoliitse materjali leostustesti EN CEN/TC 15862(2012). PAH-ide sisaldus leovees oli madalam põhjavee keskkonnakvaliteedinäitajatest. Väikese molekulmassiga PAH-ide leostumine leidis aset kõikidest mörtidest ja betoonkehadest, sõltumata tardumisajast. Töö tulemusena saadi väärtusliku infot põlevkivitööstuse tahkete jäätmete ning neist valmistatud produktide käitumise keskkonnas., The largest industrially used oil shale basin in the world is based in Estonia. Due to the high content of mineral matter in oil shale a significant amount of oil shale processing waste is formed. Spent shale – the waste from oil shale retorting, oil shale ash – the waste from oil shale combustion and oil shale processing waste-based products were in¬vestigated in terms of organic and inorganic pollutant leaching (PAHs and metals). The deposit and/or reuse of oil shale processing wastes may be detrimental for both the environment and human health because of entrained organic (polycyclic aromatic hydrocarbons – PAHs) and inorganic (heavy metals) pollutants. In general, the environmental impact of the pollutants is related to their availability for transport and bio-uptake, rather than their total concentrations in waste material. The long-term fate of PAHs and heavy metals in the environment from oil shale processing waste disposal at field conditions was investigated. A simple and effective low-cost field sampling method was used. Results from the present study indicate an increased leachibility of PAHs with time from spent shale deposits, however important to note that their concentrations were low. Although the concentration of PAHs and heavy metals in field leachates were below permissible limits, the spent shale deposit may represent a constant source of low concentrations of potentially hazardous PAHs and metals. The application of fluorinated PAHs as internal standards in GC-MS analysis for PAHs in oil shale wastes was per¬formed. New Solid Phase Microextraction (SPME) method coupled with GC-MS was developed and opti¬mised for determination of the bioavailable fraction of PAHs. Bioavailable fraction (Cfree) of PAH is small, indicating strong association of PAHs with organic and mineral (colloid, clay) matter. Only 0.01–2.7% of total concentration of studied PAHs in the leachate samples comprised for Cfree. A com¬pa¬rative study of the ash and ash-based materials originating from the new cir¬culating fluidized bed combustion (CFB) com-bustion technology and the old pulverized-fired (PF) was conducted. The leaching characteristics from both granular and monolithic waste-based materials were assessed. New method of monolith leaching (CEN/TC 15862, 2012) was applied and performed. The leaching properties of oil shale ash – based material depended on the specific characteristics of ash and hardening time. The obtained results enlarge our knowledge about the environmental pro¬perties of oil shale processing wastes and waste-based materials.

Väitekirja elektrooniline versioon ei sisalda publikatsioone., Ida-Virumaa tasast pinnamoodi ilmestavad Kohtla-Järve ja Kiviõli külje all kõrguvad tehismäed, kuhu ladestatakse põlevkiviõlitööstuse jäätmeid. Need koosnevad õli tootmisel põlevkivist järele jäävast mineraalainest, kuid sisaldavad ka pisut orgaanikat, mis annab neile iseloomuliku musta värvuse. Sõltuvalt tootmistehnoloogiast tekib kahte tüüpi jäätmeid – jämedateralist poolkoksi ning peeneteralisemat musta tuhka. Mõlemad on keskkonnale ohtlikud, seetõttu on eriti olu¬line, et nad oleksid ladestatud viisil, mis tagab prügilate stabiilsuse ja keskkonnaohutuse. Seda kontrollivad peamiselt tugevus ja veejuhtivus, mis sõltuvad muuhulgas jäätmete mineraalsest koostisest ning selle muutumisest pärast ladestamist. Käesolevas doktoritöös uuriti õlitööstuse jäätmete mehaaniliste omaduste seoseid tsementeerumisega ja seda kontrollivate mineraalsete muutustega. Õli toomisel kuumutatakse põlevkivi kõrge temperatuurini, mille tõttu tekivad mitmed uusmineraalid. Nende hilisemal reageerimisel toimub tsementeerumine, mis seob algselt pudeda materjali tugevamaks massiiviks. Uuringute tulemused näitavad, et poolkoksiprügilaid moodustava materjali tugevus sõltub olulisel määral tsementeeriva mineraali ettringiidi moodustumisest. Ettringiit ei ole aga pikaajaliselt püsiv ning vanades poolkoksilasundites on kohati lisatugevust andev tsementatsioon hävinud. Seetõttu ei saa poolkoksi puhul pikaajalise lisatugevusega arvestada. Alternatiiviks võib olla poolkoksi ja põlevkivituha segamine ja koosladestamine. Katsete käigus selgus, et kui tuha hulk segus on suurem kui poolkoksi poorid mahutavad, praguneb segu intensiivse tsementeerumise tulemusena oluliselt. Pragude kaudu liiguks aga läbi ohtlike ja leonduvate jäätmete vesi, mis kannaks reostuse pinnasesse ja põhjavette. Seevastu kui tuhka on vähe, suurendab see poolkoksi tugevust ja lasundi stabiilsust. Uuemat õlitööstuse jääki musta tuhka pole seni eraldi ladestatud, kuid kasvavad mahud on tekitanud vajaduse sobiva ladestusmetoodika järele. Selle leidmiseks imiteeriti laborikatses mitmeid ladestamistehnoloogiaid. Selgus, et must tuhk tsementeerub veega kokku puutudes mitmeid kordi tugevamaks kui poolkoks ja seda põhjustavad mineraalid on võrreldes poolkoksiga keemiliselt stabiilsemad., Otherwise plain relief of Ida-Virumaa is contrasted by high artificial heaps near Kohtla-Järve and Kiviõli. These heaps accommodate huge amounts of shale-oil retorting wastes that are mainly composed of mineral matter remaining after processing of oil shale, but also contain leftover organic material that give the waste its dark color. Two types of waste are formed, which depend on the retorting technology – coarse-grained semi-coke and fine black ash. Both types are environmentally hazardous, thus they should be landfilled in a way that guarantees mechanical stability and environmental safety of landfills. These properties depend on strength and permeability that are controlled by mineral composition and alteration of the waste after disposal. The current thesis focuses on the relationship between mechanical properties, cementation and mineral alteration of oil shale retorting wastes. During retorting some minerals in found in oil shale decompose into unstable compounds. These compounds start to react and form new cementing phases that bind granular material together, thus contributing to its strength. The study shows that the strength properties of semi-coke highly depend on the formation of cementive mineral ettringite. Ettringite, however, is not stable in the long term and the cementation has occasionally disappeared in old semi-coke dumps. This suggests that semi-coke should be considered as granular material and the additional strength cannot be relied on. The alternative solution could be mixing and co-disposal of semi-coke and oil shale ash. If the ash content in the mixture exceeds the capacity of semi-coke pores, intensive formation of cementing minerals causes cracking. These cracks increase permeability and leached water can easily infiltrate into the surroundings. If the ash content stays low, the strength and stability of semi-coke is improved. Black ash, the new type of retorting waste, is not landfilled separately so far; however, the increasing volumes of this type of waste have raised the need for well-planned disposal method. Different methods were imitated in a laboratory experiment. It was found that black ash has good self-cementing properties and its strength exceeds that of semi-coke manyfold. Also the cementing phases in black ash are chemically more stable compared to semi-coke.
