El presente artículo es fruto de una investigación que, partiendo de una evaluación a modo de diagnóstico sobre las políticas públicas de servicios sociales y comunitarios, permitió el desarrollo colaborativo del Plan Estratégico de Servicios Sociales y Acción Comunitaria en el municipio de Torremolinos (Málaga, España). Las estrategias metodológicas siguen un enfoque mixto y pedagógico, y tanto proceso como resultados suponen un ejercicio de transferencia social y aprendizaje colectivo. This paper is the result of a research based on an evaluation as a diagnosis of public policies for social and community services. It allowed the collaborative development of a Strategic Plan for Social Services and Community Action in Torremolinos, (Málaga, Spain). Methodological strategies follow a mixed and pedagogical approach, and both process and results involve an exercise of social transfer and collective learning. La gestión de lo público se desarrolla en un entorno de racionalidad limitada en los términos de Simon, aquella caracterizada por el hecho irrefutable de que el tiempo, los recursos, la información y los conocimientos disponibles son siempre limitados cuando se toman decisiones sobre política pública. En ese contexto, la evaluación ejecutiva o “rápida” se presenta como una forma eficiente de apoyar dicho proceso de toma-de-decisiones-en-lamarcha de manera ilustrada; particularmente cuando el propósito es dar cuenta de los resultados alcanzados y proveer información útil para mejorar el desempeño del programa o política en “tiempo real”. En ese sentido, la evaluación ejecutiva propuesta en el presente artículo se presenta como una metodología que apela al conocimiento con que gozan actores relevantes en el terreno, y al uso de instrumentos simples, adaptativos y relevantes en funciónde las necesidades de información con la que los tomadores de decisión pueden hacerse una idea certera sobre el desempeño de la política o el programa en cuestión. Simon (1976) argues that public management takes place in a bounded-rationality context, in which time, resources, information and knowledge are always limited resources available for policy decision making. In such context, Executive Evaluation or ‘quick evaluation’ is an efficient mechanism to support decision-making-in-ongoing-processes in an enlightened way; particularly when the goal is to account for the accomplished results (if any), and provide information for ‘real-time’ program improvement. This article describes an approach to Executive Evaluation. Methodologically it appeals to knowledge held by relevant local actors, as well as the use of simple, adaptive and relevant instruments. It considers the specificity of information needed by decision makers, so that they can have a precise assessment of policy or program performance.

Resumo O objetivo deste artigo é analisar ações em saúde mental a partir da rede de atenção psicossocial pela perspectiva dos usuários. Usou-se metodologia participativa de quarta geração. De acordo com os resultados, os dados evidenciam desafios na implementação de ações de saúde mental na atenção básica e em diferentes pontos da rede psicossocial, visto que os usuários reconhecem a existência de uma rede de saúde, mas indicam acesso limitado a ela, pois entendem que as ações poderiam ser realizadas em espaços facilitadores de sua aproximação e inserção na comunidade. Há fragilidade na articulação e na efetivação de cuidados integrados nos serviços e, consequentemente, as demandas de saúde mental se mantêm centralizadas nos serviços especializados, demonstrando forte inibição do trabalho em rede. Conclui-se que os limites do trabalho em rede apresentam desafios no cotidiano dos usuários dos serviços e apontam outros desafios para a construção de novas possibilidades e avanços em direção à inserção social. Abstract This study was designed to analyze actions in mental health from the psychosocial care network through the perspective of users. Fourth-generation participatory methodology was used. The findings highlight the challenges of implementing mental health services in primary care and in different points of the psychosocial network, as users recognize the existence of a health network but indicate limited access to it, because, as they see it, actions could be undertaken in spaces that would facilitate their inclusion and integration with the community. There is weakness in the articulation and in the implementation of integrated care plans in services and, consequently, mental health needs to remain centralized in specialized services, showing strong inhibition of the work in the psychosocial care network. We concluded that the limits of working in networks present challenges in the daily life of service users and in the construction of new possibilities and progress towards social inclusion.

Choosing a Proper continuous evaluation method has often referred to a problem. Teachers still do not know which continuous evaluation method can have a more effective influence on students' learning. It is needless to say that utilizing different continuous evaluation methods, has different effect on students' learning. In this paper, four methods, including weekly achievement tests, portfolio, participative evaluation and contribution to self and odder evaluation were implemented in a quasit-experimental type of research to study the second-grade high school students' knowledge in Robat Karim and Shahriar. 188 boy and girl students were randomly selected and assigned to for groups. Group 1, 2, 3 and four were given weekly achievement tests, portfolio, participative evaluation and contribution to self and odder evaluation, respectively. The results of ANOVA and Scheffe showed that using different methods of continuous evaluation have different effects on students' learning. Moreover the results of T-test signified that utilizing participative evaluation has more effective influence on students' learning.

The modern teaching tendencies are essential for the production of significant learning. Given the need for a greater understanding of the meaning making, this study investigated the teaching practice of teachers in training and the moments of participative evaluation, when theoretical knowledge is associated with practical knowledge. We observed that there was high interaction between intern teachers and students, leaving room for student participation, even though the teachers had difficulty in implementing a dialogical discourse. During the participative evaluation, we perceived the evolution of the conceptions of teachers’ and students’ roles in classroom dynamics., As tendências contemporâneas de ensino vêm sendo consideradas essenciais para a produção de aprendizagens significativas. Considerando a importância do uso dessas tendências na construção de significados, o presente trabalho envolveu a inserção de professores em formação na docência e a avaliação compartilhada da prática docente, aproximando os saberes teóricos e práticos. Percebemos que esses professores desenvolveram aulas nas quais houve grande interação com os estudantes, abrindo espaço para a participação, mas tiveram dificuldades com o estabelecimento de um discurso dialógico. Na reflexão sobre a ação, percebemos evolução das concepções sobre o papel do professor e dos estudantes na dinâmica da sala de aula.

La valutazione nel servizio sociale sta diventando sempre più rilevante a causa della contrazione delle risorse e dei profondi cambiamenti in atto nei sistemi di Welfare. Allo stesso tempo si riconosce la complessità della valutazione nel servizio sociale, dovuta sia ai diversi significati che vengono attribuiti al concetto di qualità da parte dei diversi soggetti che hanno interesse agli interventi sia al fatto che la valutazione della qualità è strettamente legata al concetto di identità del servizio sociale, concetto mobile e connesso ai diversi contesti sociali. A fronte di una sempre più ampia diffusione di sistemi di valutazione, la comunità professionale degli assistenti sociali sembra incerta nell’assumere la sfida di indicare i criteri utilizzabili per definire la qualità della pratica del servizio sociale. Per contribuire a questa colmare questa carenza, si presenta un progetto di ricerca intervento sviluppatosi negli anni 2006–2011, volto a sostenere gruppi di assistenti sociali nella costruzione e utilizzo di uno strumento di valutazione. L’articolo presenta sia il metodo usato sia la struttura del questionario. Facendo riferimento all’esperienza di uno di questi gruppi, viene discusso sia l’uso di uno strumento strutturato sia l’individuazione dei criteri individuati per descrivere la qualità del servizio sociale. Evaluating the quality of social work practice is becoming increasingly important for various reasons, among which are changes in the welfare system and the reduction of resources. Meanwhile, it is acknowledged that evaluating the quality of social work is a highly complex task. Different meanings are attributed to the concept of quality and the concept of quality in itself is linked to the notion of social work identity, nature and aims, which is an object in transition. Although performance appraisal systems are spreading, a common understanding about what is ‘good social work practice’ is lacking, also within the professional community. In Italy, social workers seem missing in the arena of investigating and indicating which criteria can be used to evaluate social work practice. To counteract this weakness, a participative research-intervention project was developed from 2006 to 2011, aimed at supporting social workers in evaluating their work. During workshops with practitioners a self-evaluation tool was designed by means of asking social workers for the possible criteria to be used to define ‘good social work practice’. This paper presents the structure and methods adopted throughout such project, focusing on both the self-assessment questionnaire and the emerging notions of quality of social work.

Esta investigación se centra en la aplicación y validación de un programa de prevención de violencia de género en mujeres adultas. Los objetivos del estudio fueron: a) elaborar y evaluar un recurso para prevenir la violencia en mujeres adultas b) comprobar las posibilidades de una metodología colaborativa en la institucionalización de procesos formativos y evaluativos alrededor de esta temática y c) posibilitar la adquisición en las mujeres de elementos de análisis, identificación y estrategias para visibilizar y poder combatir aquellos factores que originan, reproducen y mantienen la violencia. Se ha utilizado un enfoque de investigación participativa con un diseño emergente. La aplicación del programa se realizó en tres puntos de información y atención a las mujeres del ayuntamiento de Barcelona. Se ha adoptado un enfoque de empoderamiento en el análisis temático de los escritos de las mujeres participantes, esto ha sido posible gracias al establecimiento de categorías a partir del análisis de las autoras que han trabajado este concepto. Este análisis nos permite además poder ofrecer indicadores que puedan ser utilizados en otras investigaciones. Los resultados indican que el programa de prevención en violencia de género ha conseguido desarrollar en las mujeres una conciencia crítica respecto a las dinámicas generizadas, una valoración de sí mismas y un deseo de promover procesos de cambio y logros personales. The research focuses on the application and validation of a program of prevention of domestic violence in adult women. The objectives of this study were: a) develop and evaluate an action to prevent violence in adult women b) verify the possibilities of a collaborative approach in institutionalizing training and evaluative processes around this issue and c) permit the acquisition in women element analysis, identification and strategies to make visible and to combat those factors that cause, reproduce and maintain violence. It has adopted an approach empowerment in analyzing the writings of women; this has been possible through the establishment of categories from the analysis of the authors who have worked this concept. This analysis also allows us to provide indicators that can be used inother investigations. We used a participatory research approach with an emergent design. The implementation of the program was conducted at three points of information and attention to women of the City of Barcelona. The results indicate that the prevention program has achieved gender violence on women develop a critical consciousness about dynamics of gender relations, an assessment of themselves and a desire to promote processes of change and achievement.

Este trabajo aborda los agentes territoriales como actores determinantes sobre el terreno y figura dinamizadora en el proceso de la política de inserción sociolaboral, a partir de la evaluación externa del Proyecto “Granada-Empleo”. Este estudio pone la atención en la labor desarrollada por los dinamizadores, y su impacto sobre la organización y la implementación del Proyecto, los descubre como una figura a tener en cuenta en aquellos programas que requieran una coordinación entre los actores políticos y técnico locales, y una comunicación directa con los distintos territorios de ejecución. El “Modelo de Evaluación Participativo Contextualizado” aplicado es diseñado ad hoc, y parte de las premisas teóricas de la evaluación participativa y pluralista, permitiendo la participación de los actores de la política en el diseño de los indicadores y en la interpretación de los resultados de la evaluación. En el marco del proceso de inserción laboral, los principales hallazgos muestran que los agentes territoriales han sido elementos determinantes en el análisis de necesidades y en el establecimiento de la metodología de trabajo, han cumplido una función intermediaria en la estructura organizativa del programa, y desempeñado una labor imprescindible en la ejecución y desarrollo del mismo. This article presents territorial agents as determinant actors in fieldwork and the dynamizing feature in the socio-labour insertion policy process, based on external evaluation of the “Granada-Employment” Project. This study focuses on the work developed by the dynamizing agents and their impact on project organization and implementation; it shows them to be an essential element in those programmes that require coordination between political actors and local technicians and direct communication with the different implementation areas. The applied “Participative Contextualized Evaluation Model” is designed ad hoc and is based on the theoretical premises of participative, pluralist assessment, permitting the participation of political actors in designing the indicators and interpreting the assessment results. Within the labour insertion process framework, the main findings show that territorial agents have been determinant elements in analyzing needs and establishing work methodology. They have also fulfilled an intermediary function in the programme’s organizational structure and played an invaluable role in its execution and development.

An evaluation Research on the Day Centers of mental health of Rome was carried out using a multi stakeholder approach. The thesis presents three distinct studies. In the first study the structural aspects of the day centers were investigated. Re-sults point towards a lack of personnel power, an increase of time in care taking, the lack of activities supporting self-help and – in many cases – the lack of users’ participation in the planning and supervision of their own therapeutic project. Further, the day centers’ lack of integration in the territory was a problem of almost all day centers under study; only the network with the other psychiatric services was well developed, In the second study users’, operators’ and family members’ representations of the day centre were analyzed; additionally a set of goals of the ideal and actual day centre was surveyed. Main goal and purpose of the participative evaluation study must lie in the establishment of stake holders’ different criteria for the eval-uation of the day centre. The free association data we collected to the primer “day centre” clearly showed the centrality of “socialization” as a closely associated concept to the day centre. “Socialization” is further reflected for each stakeholder group more specifically as “friendship” for users, “welcoming [it.: accoglienza]” for operators and “help” as well as “obligation” for family members. Further dif-ferent, and well distinct conceptions of the day centre emerged: The day centre as an (.) educative (.) entertaining (.) therapeutic (.) or rather assisting facility. Enter-taining, pedagogism as well as terapism were the most developed conceptualiza-tions of the day centers. In the third study, based on the analysis of focus groups the critical issues with respect to the day centers were investigated. Especially, problems related to the stigma of chronic illness and issues emerging from pharmacological treatments were often discussed. The conclusions of this thesis point towards the need for a reorientation of the day centers: they emerged as segregating rather than socially integrating struc-tures. This is mainly due to the fact that most activities are carried out insider the services, characterized by a rigid and horizontal management. [ES] La materia “Habilidad es para Comunicary Educar en Salud” incluye la comprensión de la enfermería como una relación humanacliente ‐ enfermero/a para identificar y responder a la necesidad de ayuda,desarrollando la comunicación como principal instrumento para la prestación de cuidados. Para alcanzar las competencias en esta asignatura, durante el curso 2009‐ 10, se desarrolló una metodología activa basada en un aprendizaje significativo. La evaluación se realizó a través de la demostración práctica de la adquisición de habilidades en comunicación verbal y no verbal, mediante técnicas de dramatización evaluadas por el profesorado y complementada por una evaluación entre iguales. Este sistema supuso un desafío tanto para estudiantes como para profesores. Con objeto de conocer: grado de acuerdo del alumnado con esta metodología de aprendizaje y evaluación, con cordancia de resultados en evaluaciones de profesorado ‐alumnado y nivel de consecución de los objetivos de aprendizaje respecto al bloque temático de Comunicación y Relación de Ayuda, se diseñó un estudio descriptivo transversal con 95 alumnos/as. Los resultados mostraron la satisfacción de los alumnos/as, la falta de concordancia en las evaluaciones de profesorado y alumnado (coincidiendo con otros estudios) y evidenciaron la eficacia de esta metodología para adquirir habilidades específicas en comunicación., [EN] Communication and Education Skills for Health "includes an understanding of nursing as a humanrelation client ‐ nurse to identify and respond to the need of help, developing communication as the main instrument for the provision of care. To achieve competence in this subject during the academic course 2009-10, we developed an active methodology based in meaning fullearning. The evaluation was made through practical demonstration of the acquisition of in verbal and non verbal communication through dramat echniques(rol‐playing) evaluated by teachers and supplemented by apeer review. This system was a challenge for both students and teachers. In order to know: the agreement of students with this method of learning and assessment, the agreement of results between teacher and students assessments and the level of achievement of learning objectives in the unit “Helping Relationship and Communication”, we designed a descriptive study with 95 students. The results showed the satisfaction of the students, the lack of consistency in the evaluation sof teachers and students (coinciding with other studies)and demonstrated the effectiveness of this methodology to acquire specific skills in communication., [FR] La matière "Compétences pour la communication et l’éducation pour la santé ”comprende une compréhension des soins infirmiers comme une relation client–in firmièr/e pour identifier et répondre aux besoins d'aider à développer la communication comme instrument principal de la prestation de soins. Pour atteindre les compétences dans cette matière au cours de l'année académique 2009‐10, nous avons développé une méthodologie active baseé sur un apprentissage significatif. L'évaluation a été réalisée par des démonstrations pratiques de l'acquisition d'aptitudes en communication verbale et non verbale grâceà des techniques théâtrales évalués par les professeurs et complétées par les pairs. Cesystème a representé un défi pour les étudiants et les enseignants.Nos objetifs ont été: connaître le degré d’acceptation de cette méthode d'apprentissage et d'évaluation para les étudiants,connaître la concordance de l'évaluation des enseignants et de celle des élèves, en plus du niveau d’atteinte des objectifs d'apprentissage de l'unité thématique “Communication et Relations d 'aide”. Nous avons réalisé une étude descriptive avec 95 étudiants. Les résultats ont montré la satisfaction des étudiants, ont révélé un décalage entre les évaluations des enseignants et celles des étudiants (confirmées par d'autres études) et ont démontré l'efficacité de cette méthode pour acquérir des compétences spécifiques en matière de communication.

This article outlines a model of Self-managed Participative Evaluation (SPE) considered as a strategy for learning and change in organisations. The article also assesses the viability of the model using an evaluative research procedure based on a cluster evaluation methodology. The SPE model outlined is described along with the theoretical and methodological foundations which underpin it. The evaluative research which was carried out in order to test the model is then adescribed. A detailed description is also offered of the measurement and evaluation plan implemented as part of the initial evaluation (which constitutes the source for the validation of the model and forms an essential part of the research on which the article is based), of the way the plan was operationalised and of the results obtained. Finalyy, details are given of the results obtained in the various evaluative analyses, results which offer support for the validity of the model. En este artículo se presenta la elaboración de un modelo de Evaluación Participativa Autogestionada (EPA), como estrategia para el cambio y el aprendizaje en las organizaciones, y su validación mediante una investigación evaluativa utilizando la aproximación metodológica de la cluster evaluación. Se expone de manera muy sucinta una descripción del modelo EPA y los fundamentos teóricos y metodológicos que guiaron su elaboración. Posteriormente se describe la investigación evaluativa realizada para su validación empírica. La descripción pormenorizada que se realiza del plan de evaluación y de medición que se llevó a término para la evaluación inicial, de implementación y de resultados, que comprende la validación del modelo, constituye un importante aporte del trabajo que presenta. Por último, se expone una síntesis de los resultados obtenidos en los distintos análisis evaluativos, los cuales avalan la validez del modelo.

This article starts of the theoretical and methodological basis fundamental to the elaboration, application and evaluation of a training program for active and intercultural participation specifically designed for women. The programme is based in the participatory evaluation methodology, which allows the participation of the research subjetcs in the entire process of the evaluation.We present the participative evaluation model: diagnostic evaluation that includes an examination of the project origins and a depth diagnosis of female migrants in the context of their exercise of participation and an analyze of apllication context; evaluation of its application that contains an account of the research work as developed during the programme application; and final evaluation that analyzes the effects of the programme related to ist objectives and the needs identified in the diagnostic evaluation. Este artículo parte de las bases teóricas y metodológicas fundamentales para la elaboración, aplicaciónes y evaluación de un programa de formación para una participación activa e intercultural específicamente diseñado para mujeres. El programa sigue una metodología de evaluación participativa, que incluye la participación de los sujetos en todo el proceso de la evaluación.Presentamos un modelo de evaluación participativa: la evaluación diagnóstica que incluye el origen del proyecto, un análisis en profundidad de mujeres inmigrantes sobre su ejercicio de la participación y un análisis del contexto de aplicación; la evaluación de la aplicación que contiene una síntesis el trabajo desarrollado durante las sesiones; y la evaluación final que analiza los efectos del programa con respecto a los objetivos y necesidades identificadas en el diagnóstico.

O texto apresenta a revisão de literatura, metodologia e resultados parciais de uma investigação que entende Avaliação Participativa (AP) em seu acoplamento com Tecnologias da Informação e da Comunicação (TICs), um tema sobre o qual as pedagogias ainda não produzem respostas suficientes e adequadas. Mostra como foram captadas (observação e mini-estudos etnográficos), registradas (protocolos e estudos de caso) e analisadas (referenciais) as formas de avaliação que foram praticadas em cenários universitários, educação presencial e não presencial, educação a distância (EAD) e em cenários de ações sociais e educação não formal, praticadas em periferias urbanas (ONG).

El trabajo tuvo como objetivo evaluar materiales promisorios de vainita, a fin de contar con una selección de líneas promisorias resistentes a la Antracnosis, con características agronómicas y de mercado aceptables por los agricultores de las zonas altas (1300 msnm) del estado Lara. Para ello se contó con 45 líneas de vainita de hábito arbustivo, provenientes del Centro Internacional de Agricultura Tropical CIAT, Cali, Colombia. Se utilizó un diseño de bloques al azar con 2 repeticiones, la parcela experimental constó de 2 hileras de 3 metros de largo cada una, separadas entre sí 60 cm y una distancia entre plantas de 10 cm. El manejo del ensayo estuvo de acuerdo al realizado tradicionalmente por los agricultores en la zona, con la salvedad que en este ensayo se hicieron solo dos aplicaciones de fungicidas durante todo el ciclo, siendo común en la zona realizar de 6 a 8 aplicaciones durante el ciclo. Durante la fase de llenado de las vainas se realizó una evaluación con agricultores de la zona a fin de conocer sus criterios de selección y descarte. Se cuenta con un total de once líneas promisorias para la zona, siendo los criterios determinantes la resistencia a la Antracnosis, la calidad de mercado y el rendimiento. The objective of this research was to evaluate promissory bean species in order to select lines resistant to Anthracnose with acceptable agronomic and market characteristic for farmers of highland areas (1300 m) in Lara state. Forty five lines of beans from CIAT, Cali, Colombia were tested. The experimental design was completely randomized blocks with two repetitions. The trial was managed under traditional cultivation methods, except that only two fungicide application were made, when normally in this area 6 to 8 applications occur during the cycle. An evaluation during pod fill-out phase was done with farmers taking part in the analysis in order to understand their selection and discard procedures. A total of eleven promissory lines were selected for the area, and the decisive criteria for selection were resistance to Anthracnose, market quality and yield.

The European project DOIT follows the maker pedagogy approach to develop an early entrepreneurial education program for children between the age of six and sixteen. In this program, children work collaboratively on solutions for challenges that they know from their personal environments with the aim to aspire to the entrepreneurial spirit and social innovation at the same time. The DOIT program will involve 1,000 children in two pilot phases at 11 pilot sites in ten different European countries. An evaluation design has been set up that comprises not only conventional evaluation tools such as questionnaires and tests but also participative instruments. Being aware that conventional evaluation tools are somewhat in contrast with the innovative setting of a maker project where children are the agents for change, we tried to incorporate participative evaluation instruments where possible. The latter ones have an empowering function as children are not only the 'object' of research but they themselves take over the role of co-researchers. The instruments are children interviewing children – focused on “how” they developed ideas and prototypes; an assessment of self-defined learning goals – focused on “what” they wanted and actually achieved to learn; and Shooting a video commercial – focused on “why” they developed a prototype and for whom. The paper describes these instruments and shares first-hand experiences and preliminary results.

The European project DOIT follows the maker pedagogy approach to develop an early entrepreneurial education program for children between the age of six and sixteen. In this program, children work collaboratively on solutions for challenges that they know from their personal environments with the aim to aspire to the entrepreneurial spirit and social innovation at the same time. The DOIT program will involve 1,000 children in two pilot phases at 11 pilot sites in ten different European countries. An evaluation design has been set up that comprises not only conventional evaluation tools such as questionnaires and tests but also participative instruments. Being aware that conventional evaluation tools are somewhat in contrast with the innovative setting of a maker project where children are the agents for change, we tried to incorporate participative evaluation instruments where possible. The latter ones have an empowering function as children are not only the 'object' of research but they themselves take over the role of co-researchers. The instruments are children interviewing children – focused on “how” they developed ideas and prototypes; an assessment of self-defined learning goals – focused on “what” they wanted and actually achieved to learn; and Shooting a video commercial – focused on “why” they developed a prototype and for whom. Cet article présente une démarche d’évaluation du processus de mise en oeuvre et de la gouvernance d’un projet pilote en sécurité alimentaire par le Laboratoire d’agriculture urbaine et de proximité (Labor-AT), qui oeuvre à l’échelle de la MRC Abitibi au Québec, au Canada. Des outils d’évaluation tels que Faire le point sur les conditions de succès du projet proposé par l’Institut national de santé publique du Québec et une analyse des forces, faiblesses, opportunités et menaces (FFOM) ont été utilisés. Les principaux constats démontrent le temps non négligeable et nécessaire pour développer un vocabulaire commun ainsi que pour définir un but et des objectifs communs qui permettent aux organisations de s’impliquer activement vers des intérêts collectifs. Les forces complémentaires du comité de coordination du projet, les partenariats et la collaboration avec une diversité d’organisations pour rejoindre les citoyens ainsi que le soutien des professionnels locaux en santé publique permettent une gouvernance efficace du projet. L’identification de canaux de communication clairs est indispensable dans le contexte d’un projet multiacteurs. En somme, cette démarche participative d’évaluation a permis de dégager des apprentissages et des conditions de succès, dans une optique de développement des communautés., This paper is a participative evaluation of the implementation and governance process of a pilot project in food security by the Laboratoire d’agriculture urbaine et de proximité (Labor-AT) (an urban agriculture laboratory), that is active in the Abitibi MRC (regional county municipality), in Quebec, Canada. Evaluation tools were tested, such as “Faire le point sur les conditions de succès du projet” by the Institut national de santé publique du Québec and an analysis of the strengths, weaknesses, opportunities, and threats (SWOT). The main findings reveal the time required to develop a common vocabulary and to define a goal and common objectives that allow organizations to actively get involved in collective interests. The complementary strengths of the project coordination committee, the partnerships and the collaboration with various organizations to reach citizens, as well as the support of the local public health professionals, allow to efficiently govern the project. To achieve this, it is essential to identify clear communication channels in a multiple actors context. In conclusion, this participative evaluation process allowed to identify apprenticeships and conditions for success, in a community development perspective.

Avec la récession budgétaire qui marque l’ensemble des pays occidentaux, l’évaluation a connu un engouement sans précédent et a fait son entrée dans tous les champs professionnels, y compris celui du social. La problématique qui se pose est de savoir comment évaluer les prestations dans un domaine tel que l’animation socioculturelle, qui s’enracine dans les valeurs démocratiques telles que la citoyenneté, la participation, l’empowerment. Pour répondre à cette interrogation, les auteures ont opté pour une méthodologie et un positionnement épistémologique basés sur deux principes : l’exigence de faire place à la pluralité des points de vue des acteurs engagés dans un processus d’évaluation participative et une recherche-intervention basée sur la co-construction d’un outil de cueillette de données. Elles partagent, dans cet article, certaines réflexions théoriques, hypothèses et observations de terrain suscitées en cours de recherche., With the budgetary recession which characterizes all western countries, evaluation process knew an unprecedented craze and entered all professional fields, including the social one. The problem that arises is how to evaluate the performance in a field such as sociocultural community development, rooted in democratic values such as citizenship, participation, empowerment. To answer this question, the authors opted for a methodologal and epistemological approach based on two principles: the need to make place for the plurality of perspectives of the actors involved in a participatory evaluation process and research-based intervention on the co-construction of a data collection tool. La problemática quién se pone es saber cómo evaluar las prestaciones en un dominio tal como la animación sociocultural, que echa raíces en los valores democráticos tales como la ciudadanía, la participación, el fortalecimiento. Para responder a esta interrogación, las autoras optaron por una metodología y un posicionamiento epistemológico basados en dos principios: la exigencia de hacer sitio a la pluralidad de los puntos de vista de los actores comprometidos en un proceso de evaluación participativa y una investigación-intervención basada en la coconstrucción de una instrumento de recopilación de datos. Comparten, en este artículo, ciertas reflexiones teóricas, hipótesis y observaciones de terreno suscitadas en curso de investigación.
