The transport industry is the most important branch of the Russian economy. A significant part of the population is employed in the industry, it creates a significant amount of national income. An analysis of the most important indicators of the industry for 2018–2020 was carried out. To identify trends in the development of the transport industry, a detailed analysis was carried out in the following areas: freight transportation, passenger transportation, the length of transport routes, the presence of freight and passenger vehicles. An increase in transportation indicators, an increase in the length of public roads, a decrease in the availability of almost all types of vehicles were revealed. All indicators were adversely affected by pandemic-related constraints. At the same time, the economy of the country needs the development of the industry under consideration. Supporting the state and removing obstacles will allow the industry to develop. The goal is to review the state of the transport industry of Russia and identify the main trends in its development. Method or methodology of work: the study used general scientific methods – statistical, comparative analysis, logical generalizations. Results: The current state of Transportation and Storage industry is assessed and some trends of its development are shown. Field of application of the results: the obtained results can be used by economic entities in the field of transport organization.

Nukus is the object of observation. Currently, 312.4 thousand inhabitants live here. The official date of its formation is considered to be 1860, although a withdrawal was revealed that Nukus is a city with an older collection. On its territory from the south, the northern rows of canals pass, which are located in irrigation functions in the northern and northeastern regions of the Republic. The Dustlik Canal (old name - Kyzketken) opens the city into two parts (the old one is to the west, the new one is to the east and southeast). On the territory of the city there is residential development with a grid of small blocks and a predominance of local type buildings. There are several blocks of modern individual buildings that have brought some order to this part of the city. The new city was built according to the master plans of 1936, 1953, 1964 and 1982, and it owes it a regular rectangular system of city blocks. This article analyzes the current state of the transport system of the city of Nukus and the main problems in its operation. Questions on elimination of analyzed problems are considered.

4. Geography of the Passenger Turnover Dynamics at Airports in Europe and Russia's Regions in the First Year of the COVID-19 Pandemic.

Due to restrictions on people's movement as a result of the COVID-19 pandemic, the air passenger traffic sharply decreased in 2020. A geographic study of this phenomenon is highly relevant. The article describes the features of the spread of the pandemic across Europe from a transport–geographical viewpoint; reveals differences in the negative passenger turnover dynamics at large and medium-sized airports in 49 European countries (including Russia) impacted by the COVID-19 pandemic during the first year. The changes were measured absolutely and relatively, which made it possible to identify the types of their dynamics: catastrophic, strong, medium, moderate, weak, and insignificant declines. Geographically, the spread of COVID-19 was extremely uneven: at first, the epidemic covered large countries of Europe (Northern Italy became the main center after Wuhan), then closely related neighboring and more distant countries were involved; last but not least, the Balkan countries and countries in post-Soviet Eastern Europe. The disease spread hierarchically. The first cases arrived by air, first from the main centers, whence coronavirus infection was then transmitted to other countries by new groups of air passengers. Then, the infection was transmitted by ground transport passengers within the zones of influence of the largest airports. The airports of European countries are characterized by a strong decline in passenger turnover (65–85%); Russian regions, by moderate (30–45%) and weak (15–30%) declines. The retrodegression time lag (return to the values of the distant past) turned out to be the largest (27–40 years) for the largest European airports with a large share of international passengers and transit, relatively medium (16–26 years)—for medium-sized or large airports with a large share of domestic transportation, relatively short (9–16 years)—for the largest airports in Russia with a high proportion of international passengers, short (4–8 years)—for almost all other airports in Russia, very short (2–3 years)—for resort and tourist airports in Russia and some airports with an increased share of domestic passengers. Since different airports had different dynamics of passenger turnover, the ranks of their hierarchy in 2020 changed somewhat: before, the largest airports gave way to others, which bypassed the first ones due to a smaller level of recession and rapid recovery in the volume of domestic air traffic. The creation and implementation of the strategies for economic and social development in the Russian regions for the period up to 2035 implies an adequate development of transport services affecting all economic sectors and segments of the population. In this regard, we propose a model connecting the characteristics of passenger and cargo flows with the parameters of economic and social development, as well as with the region’s demography. This model allows specifying the congestion of the transport system resulting from the implementation of plans for social and economic development and planned decisions in the sphere of economic activity. For developing the model, we selected parameters describing the economic situation, labour market, demography, living standards and social situation in the analysed subject. These parameters have the highest correlation coefficients with the analysed characteristics of the transport infrastructure. Further, we conducted a step-by-step regression analysis, adding to the already existing variables new ones that gave the greatest increase in the determinacy coefficient R2. The model shows that the main factor determining the amount of passengers transported by public buses is the annual average number of employed persons. The passenger turnover is mostly affected by the population size. The volume of goods transported by trucks is determined by parameters characterising the level of the production development (investments in fixed assets, fixed capital in the economy, and the volume of shipped goods of domestic production). The use of nonlinear models and networks did not significantly reduce the model’s errors. Additionally, we clustered the Russian regions by indicators of socio-economic development and the characteristics of transport infrastructure affecting traffic flows. Then we assessed the efficiency of transport infrastructure’s exploitation in various clusters. This allows the targeted benchmarking, namely the selection of regions mostly appropriate for comparison with the analysed one.

In article the complex research of a condition of the domestic market of air transportation is conducted. By results of the carried-out analysis distribution of the market of aircrafts on regions, a share of the Russian aircraft companies in the world volume of air transportation, the loudspeaker and growth rates of a passenger turnover and goods turnover and also distribution of volume of air transportation on types of aircrafts is shown. The carried-out analysis showed that growth rates of air transportation in the Russian segment of the market remain above the average world indicators.

The current state of the transport system of Ukraine in terms of passenger and freight turnover in the period of crisis is described in the article. The main focus of the article is on the analysis of the volume of passenger and freight traffic by type of cargo and mode of transport. The article reveals the issues of the transport system of Ukraine and transport, which ensure the effective functioning of the system of economic relations in the country. The growth of both freight and passenger traffic indicates the growth of the country's economy, and the decline in their volume is an indicator of the crisis in the economy. We have identified the main modes of transport that carry passenger traffic in Ukraine, analyzed the passenger turnover in the period from 2018 to 2020, ie we take into account the period before the COVID-19 pandemic and the pandemic period in 2019-2020. The analysis of cargo turnover in Ukraine by types of transport and by types of cargo in the specified period is also carried out. Through the analysis of statistical data in the article, we came to the conclusion about the importance of certain modes of transport for the national economy from the standpoint of freight and passenger traffic. It is concluded that firstly, the pandemic had a significant impact on the transport industry of Ukraine, secondly, the volume of passenger traffic by all modes of transport faced significant losses during the pandemic, and thirdly, the volume of freight traffic pandemic COVID-19 is almost non-existent. At the same time, it is worth paying attention to a number of internal problems, organizational, strategic and economic-technological nature of the transport sector of Ukraine, in particular long-term reform; problems related to strategic management, technical and technological backwardness of infrastructure and rolling stock development and low level of digital transformations in transport. Purpose. The aim of the article is to identify trends in the development of transport entrepreneurship in the pre-war period and to identify priority tasks for the restoration and further development of this type of entrepreneurship in the postwar period. Method. To achieve this goal, a wide range of general scientific and special methods were used, in particular: comparative analysis and synthesis, deduction and induction, grouping, simulation modeling depending on the stages of economic recovery, logistical assumptions. Results. The article identifies trends in the development of transport entrepreneurship based on the dynamics of empirical data of the pre-war economy of Ukraine and outlines the range of problems that arose before domestic transport in connection with the war. The principles of designing the post-war restoration and further development of the transport sector of Ukraine are proposed. Scientific novelty. The authors identified strategic objectives for the development of transport businesses depending on the ABC stages of economic recovery in Ukraine (A. Immediate response - minimization of losses; B. Rapid recovery of critical infrastructure and services; C. Laying the foundation for future growth and modernization). Practical significance. The conclusions and suggestions of the authors of the article can be useful in preparing a new version of the National Transport Strategy of Ukraine until 2030, taking into account the needs of postwar reconstruction of transport infrastructure., Мета. У статті метою є виявлення трендів розвитку транспортного підприємництва в довоєнні часи та визначення пріоритетних завдань відновлення та подальшого розвитку цього виду підприємництва в післявоєнний період. Методика. Для досягнення поставленої мети використано широкий спектр загальнонаукових та спеціальних методів, зокрема:порівняльний аналіз і синтез, дедукції та індукції, групування, імітаційного моделювання залежно від стадій відновлення економіки, логістичних припущень. Результати. У статті ідентифіковано тренди розвитку транспортного підприємництва на основі динаміки емпіричних даних довоєнної економіки України та окреслено коло проблем які виникли перед вітчизняним транспортом у зв’язку з війною. Запропоновано принципи проектування післявоєнного відновлення та подальшого розвиту транспортної галузі України. Наукова новизна. Авторами визначені стратегічні завдання розвитку суб’єктів транспортного підприємництва залежно від АВС стадій відновлення економіки України (А. Негайна відповідь - мінімізація збитків; B. Швидке відновлення критичної інфраструктури та послуг; C. Закладення фундаменту для майбутнього зростання та модернізації). Практична значимість. Висновки та пропозиції авторів статті можуть бути корисними при підготовці нової редакції Національної транспортної стратегії України до 2030 року з урахуванням потреб післявоєнного відновлення транспортної інфраструктури.

Urban transit system planning in large cities requires information about demands on passenger transfers. These demands are commonly represented as an origin-destination matrix (O-D matrix) that contains aggregated data of passenger turnover and traffic. Information, needed for these representations to be constructed, is usually collected using analytical models and natural surveys. Unfortunately, these methods do not provide necessary precision for high quality transport system management and are also quite expensive and hard to implement. Yet it shall be considered that modern public transport is equipped with special sensors, allowing to track the trajectory and journey time of every single kind of public transport, and validators are fixing the exact time of any passenger paying for his trip. Using modern information technologies in the city public transport today makes possible to easily collect all the necessary information to provide correspondences' matrices, passenger turnover and traffic with any detalization (micro and macro levels included) by proceeding data, contained within the systems of public transport management and electronic trip payment control. Using information about payment time and information about vehicle movement it is possible to determine the exact time and place of passenger's trip starting and ending. This data analysis allows to combine several trips into a correspondence - chain of related trips, one passenger did in a row. This information not only allows to combine the origin-destination matrix, passenger turnover and traffic flow, but also provide dependences between any single correspondence and all the trips, that are included within. Purpose. In this paper it is necessary to analyze the types of competition in the transport market in order to find ways to improve the competitiveness of railway transport and to determine the ensuring equal conditions for all market participants by eliminating discrimination in competition. Methodology. Analysis of recent research and publications on the subject was held by the authors. The question of the development of competition, increased competitiveness in railway transport was investigated. Attention is drawn to the fact that due to the decline in traffic volumes on all modes of transport competition may significantly change the usual sphere the effective use of different modes of transport. Every mode of transport occupies a particular segment of the transport market, taking into account its technical and economic features, weakly competing, and in some cases do not compete with each other (except the road transport). However, it is entirely possible competition inside these segments.Findings. The problems of management of competitiveness, including the transport market, which required extensive analysis and serious scientific study, were identified. Originality. As a result of this work the features of transport and production of transport in modern conditions were structured. The dependences of passenger turnover and freight turnover by mode of transport over the past decade were shown. The question of additional profits by providing the cargo owners a range of service was examined. The optimal combination of cost and quality of such services at each transportation company promotes increasing its competitive status. Practical value. Competition between enterprises of the industry put the aim of improving the competitiveness of not only railway subsystems directly involved in technology movement of cargoes and the movement of passengers, but also the organization of infrastructure in the first place – subsystems to expand services and improve service for passengers and cargo owners. Ensuring of equal conditions for all market participants is achieved through a ban of three key anti-competitive actions: the adoption of agreements restricting competition; abuse of a dominant (monopolistic) position and mergers, which result in a dominant market position to restrict competition.

For railway transportation networks that serve traffic demands for many origin--destination pairs and consist of many railway lines that provide passengers with different choices, this paper proposes a mathematical programming model for optimizing the assignment of tickets among the sections of railway lines. The purpose of the model is to maximize the total passenger turnover or the total number of transported passengers within the capacity constraints of vehicles. A typical numerical example, solved using the linear interactive and general optimizer solver, has been designed to illustrate the proposed model. Purpose – to analyse the current state of th e railway transport playing the leading and important role in the country Methodology – during the research general scientific and comparative methods were used. At a research of a problem general scientific methods of studying, methods of statistical information processing were applied. Methods of statistical information processing were applied when comparing these main indicators of work of railway transport in Kazakhstan for 2012-2016. Originality/value – in transport system of Kazakhstan railway transport possesses one of the leading roles. long distances of transportation, rather cheap tariffs for transportations of passengers, almost trouble-free operation in difficult climatic conditions do railway transport to the most demanded from users. In article the analysis of the current state of railway transport is carried out. Works of the Kazakhstan researchers Agdarbekovy B. O. Baymukhambetova M. K. have been devoted to development of transport branch., Bayakhmetova T. B., Nurseitova Zh. T., Sabetova of A. Satova R. K. and others. Despite a large number of the works devoted to problems of work of the organization of a transport complex in general and transportations of passengers, questions of the current state of railway transport haven't received sufficient consideration in the scientific developments connected with the analysis of work of railway transport. Sharpness of the questions connected with activity of railway transport of his state and further development demands the deep and detailed analysis. Findings – in general current state of zheleznorodozhny transport stable. As show analysis results, in 2012-2016 the amount of the transported freight increased, and the number of the transported passengers, a cargo turnover and a passenger turnover decreased. Also in 2012-2015 railway vehicles of a rail transport and amount of the cargoes dispatched by a railway transport decreased. The prospects of development of a rail transport in Kazakhstan assume forming of branched transport infrastructure and a construction of new speedways, and also improvement of a condition of the operating roads. Эффективное управление транспортной отраслью обеспечивается за счет анализа и прогнозирования потребностей населения в данных услугах. Повышение эффективности с одновременным увеличением рентабельности перевозчиков и доступности для населения городского пассажирского транспорта является основной целью дальнейшего развития транспортных систем в городах. Разработка программ развития общественного транспорта требует значительных организационных усилий, тщательного планирования и финансовых затрат. Общественный транспорт, функционирующий по принципу совместного использования транспортных средств высокой вместимости с фиксированными маршрутами и расписанием, является основой городских транспортных систем в городах, особенно в плотно населённых мегаполисах. В рамках исследования авторы оценивают эффективность функционирования муниципального транспорта на примере городских автобусов, используя показатель пассажирооборота. На основе данных, полученных из открытых источников, была построена модель линейной регрессии, которая оказалась статистически значима. Анализ модели показал, что гипотеза исследования подтвердилась. Согласно гипотезе, на пассажирооборот автобусов оказывают влияние следующие факторы: протяженность автомобильных дорог общего пользования, среднемесячная номинальная начисленная заработная плата, ВРП на душу населения, уровень безработицы. Полученные результаты исследования подтверждают тренд снижения эффективности использования общественного транспорта в части пассажирооборота автобусов, обусловленный тем, что население предпочитает использовать альтернативные транспортные средства такие, как личные автомобили, маршрутные такси, такси, каршеринг. Исходя из результатов модели, можно сделать вывод, что при контроле за уровнем безработицы, расширением автомобильных дорог и ростом ВРП на душу населения текущий тренд может измениться, и пассажирооборот перейдет в фазу роста, Regional and industrial economy Abstract. Effective management of the transport industry is ensured by analyzing and forecasting the population’s needs for these services. Improving efficiency while increasing the profitability of carriers and accessibility of urban passenger transport to the population is the main goal of further development of transport systems in cities. Developing public transport programs requires considerable organizational effort, careful planning, and financial outlay. Public transport, as the sharing of high-capacity vehicles with fixed routes and schedules, is the backbone of urban transport systems in cities, especially in densely populated metropolitan areas. As part of the study, the authors evaluate the effectiveness of the functioning of municipal transport on the example of city buses, using the passenger turnover indicator. After collecting data from open sources, a linear regression model was built, which turned out to be statistically significant. The analysis of the model confirmed the hypothesis of the study: the passenger turnover of buses is influenced by the following factors: the length of public roads, the average monthly nominal accrued wages, GRP per capita, and the unemployment rate. The results of the study confirm the trend of reducing the efficiency of public transport in terms of bus passenger traffic, as the population prefers to use alternative vehicles such as private cars, fixed-route taxis, taxis, carsharing. Based on the results of the model, we can conclude that with controlling for the unemployment rate, the expansion of roads and the growth of GRP per capita, passenger traffic can change the current trend and move into a growth phase., Бизнес. In the article, the position of the transport sector in the national economy development is determined, the features and current trends in the transport complex of Ukraine in recent years, as well as the impact of the coronavirus pandemic on the main indicators of the transport sector are researched. Tendencies of the volumes of transported cargoes are analyzed, the attention is focused on the dynamics and structure of cargo turnover and cargo transportation in Ukraine by types of transport. Changes in passenger turnover and the number of transported passengers, the level of employment and wages in the transport industry and their main trends for 2016-2020 are assessed. The main problems of the transport sphere in the conditions of today's challenges are outlined, measures to ensure further development of the domestic transport complex at the present stage are formulated., У статті визначена позиція транспортної галузі в розвитку національної економіки, досліджено особливості та сучасні тенденції функціонування транспортного комплексу України за останні роки, а також вплив пандемії короновірусу на основні показники діяльності транспортної сфери. Проаналізовано тенденції обсягів перевезених вантажів, акцентована увага на динаміці та структурі вантажообігу та перевезень вантажів по Україні за видами транспорту. The development road transport is closely interrelated with changes in the performance of production, trade, tourism and more. Trends in these indicators primarily affect the indicators passenger turnover and the number of passengers carried by road. As development trends for the future show, further fluctuations in passenger traffic by road should be expected, given the projected moderate growth of the trade and tourism economy. Possible crises, which are also predicted by experts, require further systematic approach and analysis of possible risks to road transport, including passenger traffic. The purpose the scientific article is to analyze, statistically process and provide recommendations for changing the performance passenger transport by road to improve the efficiency transport technologies and the quality transport services in the regions of Ukraine. The analysis changes in passenger turnover and the number of transported passengers for the conditions Sumy region based on the data of the Main Department Statistics in Sumy region confirmed the national trends of changes in passenger traffic by road transports. Processing statistical values of passenger turnover indicators and the number of passengers transported by road provides an opportunity to develop ways to improve passenger traffic, which will determine the main directions and targets for the development the transport system in the regions. These ways improvement are implemented in the development forms and methods management, as well as in the constant expansion the development of a logistical approach in the planning passenger transport and vehicle routes. Elements scientific novelty include the development recommendations for the operation and planning passenger road transport within the region, which is quite relevant for the socio-economic development of the region.

The creation and implementation of the strategies for economic and social development in the Russian regions for the period up to 2035 implies an adequate development of transport services affecting all economic sectors and segments of the population. In this regard, we propose a model connecting the characteristics of passenger and cargo flows with the parameters of economic and social development, as well as with the region’s demography. This model allows specifying the congestion of the transport system resulting from the implementation of plans for social and economic development and planned decisions in the sphere of economic activity. For developing the model, we selected parameters describing the economic situation, labour market, demography, living standards and social situation in the analysed subject. These parameters have the highest correlation coefficients with the analysed characteristics of the transport infrastructure. Further, we conducted a step-by-step regression analysis, adding to the already existing variables new ones that gave the greatest increase in the determinacy coefficient R2. The model shows that the main factor determining the amount of passengers transported by public buses is the annual average number of employed persons. The passenger turnover is mostly affected by the population size. The volume of goods transported by trucks is determined by parameters characterising the level of the production development (investments in fixed assets, fixed capital in the economy, and the volume of shipped goods of domestic production). The use of nonlinear models and networks did not significantly reduce the model’s errors. Additionally, we clustered the Russian regions by indicators of socio-economic development and the characteristics of transport infrastructure affecting traffic flows. Then we assessed the efficiency of transport infrastructure’s exploitation in various clusters. Purpose. In this paper it is necessary to analyze the types of competition in the transport market in order to find ways to improve the competitiveness of railway transport and to determine the ensuring equal conditions for all market participants by eliminating discrimination in competition. Methodology. Analysis of recent research and publications on the subject was held by the authors. The question of the development of competition, increased competitiveness in railway transport was investigated. Attention is drawn to the fact that due to the decline in traffic volumes on all modes of transport competition may significantly change the usual sphere the effective use of different modes of transport. Every mode of transport occupies a particular segment of the transport market, taking into account its technical and economic features, weakly competing, and in some cases do not compete with each other (except the road transport). However, it is entirely possible competition inside these segments. Findings. The problems of management of competitiveness, including the transport market, which required extensive analysis and serious scientific study, were identified. Originality. As a result of this work the features of transport and production of transport in modern conditions were structured. The dependences of passenger turnover and freight turnover by mode of transport over the past decade were shown. The question of additional profits by providing the cargo owners a range of service was examined. The optimal combination of cost and quality of such services at each transportation company promotes increasing its competitive status. Practical value. Competition between enterprises of the industry put the aim of improving the competitiveness of not only railway subsystems directly involved in technology movement of cargoes and the movement of passengers, but also the organization of infrastructure in the first place – subsystems to expand services and improve service for passengers and cargo owners. Ensuring of equal conditions for all market participants is achieved through a ban of three key anti-competitive actions: the adoption of agreements restricting competition; abuse of a dominant (monopolistic) position and mergers, which result in a dominant market position to restrict competition.

В работе необходимо провести анализ видов конкуренции на транспортном рынке с целью поиска путей повышения конкурентоспособности железнодорожного транспорта и определить вопросы обеспечения равных условий для всех участников рынка путем устранения дискриминации в конкуренции. Методика. Авторами проведен анализ последних исследований и публикаций по данной проблематике. Исследованы вопросы развития конкуренции, повышения уровня конкурентоспособности на железнодорожном транспорте. Обращается внимание на то, что в связи со спадом объемов перевозок на всех видах транспорта конкуренция может существенно изменить сложившиеся ранее привычные сферы эффективного применения различных видов транспорта. Каждый вид транспорта занимает определенный сегмент транспортного рынка с учетом своих технико-экономических особенностей, слабо конкурируя, а в ряде случаев – и вовсе не конкурируя друг с другом (кроме автомобильного транспорта). Однако внутри этих сегментов вполне возможна конкуренция. Результаты. В процессе исследования выявлены проблемы управления конкурентоспособностью, в том числе на транспортном рынке, которые требовали всестороннего анализа и серьезного научного обоснования. Научная новизна. В результате работы были структурированы особенности транспорта и транспортной продукции в современных условиях. Приведены зависимости пассажиро- и грузооборота по видам транспорта за последние десять лет. Рассмотрен вопрос получения дополнительной прибыли путем предоставления грузовладельцу ряда сервисных оплачиваемых услуг. Оптимальное сочетание стоимости и качества данных услуг для каждого транспортного предприятия способствует повышению его конкурентного статуса. Практическая значимость. Конкуренция между предприятиями отрасли поставила вопрос о повышении конкурентоспособности не только железнодорожных подсистем, непосредственно задействованных в технологиях движения грузов и передвижения пассажиров, но и организации инфраструктуры. Это касается, в первую очередь, – подсистем по расширению услуг и улучшению сервиса для пассажиров и грузовладельцев. Обеспечение равных условий для всех участников рынка достигается благодаря запрету трех ключевых антиконкурентных действий: принятия соглашений, ограничивающих конкуренцию; злоупотребление доминирующим (монопольным) положением и слияния, которые приводят к доминирующей позиции на рынке и ограничивают конкуренцию., Мета. У роботі необхідно провести аналіз видів конкуренції на транспортному ринку з метою пошуку шляхів підвищення конкурентоспроможності залізничного транспорту та визначити питання щодо забезпечення рівних умов для всіх учасників ринку шляхом усунення дискримінації у конкуренції. Методика. Авторами зроблений аналіз останніх досліджень і публікацій за даною проблематикою. Досліджено питання розвитку конкуренції, підвищення рівня конкурентоспроможності на залізничному транспорті. Звертається увага на те, що, у зв’язку зі спадом обсягів перевезень на всіх видах транспорту, конкуренція може істотно змінити сформовані раніше звичні сфери ефективного застосування різних видів транспорту. Кожен вид транспорту займає певний сегмент транспортного ринку з урахуванням своїх техніко-економічних особливостей, слабо конкуруючи, а в ряді випадків – і зовсім не конкуруючи, один із одним (крім автомобільного транспорту). Однак всередині цих сегментів цілком можлива конкуренція. Результати. Авторами виявлено проблеми управління конкурентоспроможністю, в тому числі на транспортному ринку, які вимагали всебічного аналізу та серйозного наукового обґрунтування. Наукова новизна. У результаті роботи були структуровані особливості транспорту та транспортної продукції в сучасних умовах. Наведені залежності пасажиро- та вантажообігів за видами транспорту за останні десять років. Розглянуто питання отримання додаткового прибутку шляхом надання вантажовласникові ряду сервісних оплачуваних послуг. Оптимальне поєднання вартості та якості даних послуг для кожного транспортного підприємства сприяє підвищенню його конкурентного статусу. Практична значимість. Конкуренція між підприємствами галузі поставила питання про підвищення конкурентоспроможності не тільки залізничних підсистем, безпосередньо задіяних у технологіях руху вантажів та пересування пасажирів, але й організації інфраструктури. Це стосується, в першу чергу, підсистем із розширення послуг та поліпшення сервісу для пасажирів і вантажовласників. Досягається забезпечення рівних умов для всіх учасників ринку завдяки забороні трьох ключових антиконкурентних дій: прийняття угод, що обмежують конкуренцію; зловживання домінуючим (монопольним) становищем та злиття, що призводять до домінуючої позиції на ринку та обмежують конкуренцію.

- Abstract
The urgency of the analyzed problem, connected with the trends description and the choice of the econometric model in unstable performance evaluation of transport, is due to the role of rail transport in the development of the Russian economy, as the bulk of goods and passengers are transported by rail. The purpose of the article is to describe the trends and the development of econometric models to assess and predict the performance of rail transport in Russia. The leading method of research is the analysis method of historical time series using adaptive models based on Chow test, which allows describing the trends in rail transport in Russia. The results of Chow test for the structural stability series of indicators of passenger and freight rail transport have shown the absence of a general trend in the historical time series. In such cases, to describe the trends the authors may not apply analytic alignment and it is advisable to use self-correcting recurrent models that take into account the importance of previous levels, and provide an opportunity to get reasonably accurate projections of future levels. Forecasting of considered indicators based on a two-parameter exponential smoothing model has showed further growth in turnover and a decrease in passenger rail transport. The data of this article may be useful for various levels of government in the development of economic development programs of Russia and its regions. © International Economic Society.
