Este artículo indaga la intervención social del Estado entrerriano durante el gobierno del radical del pueblo Carlos R. Contín a través de una agencia estatal primordial en su gestión de gobierno, el Ministerio de Acción Social. Para el equipo de gobierno, el Estado provincial debía privilegiar su intervención social en la sociedad entrerriana para mejorar los servicios sociales y asistenciales para que una mayor proporción de la población estuviera mejor protegida de los males de la desigualdad. En definitiva, el gobernador decía perseguir como finalidad de su política de gobierno la igualación de oportunidades sociales, económicas y políticas, razón por la que se produjo una reorganización del esquema ministerial y un ajuste en la organización administrativa en función de una nueva estrategia de intervención estatal en los asuntos públicos considerados trascendentes y prioritarios. Sin duda, el Ministerio de Acción Social fue el mecanismo institucional privilegiado para tal fin.

Este artículo reflexiona sobre las acciones educativas respaldadas por las leyes de educación. Metodológicamente, se abordó desde un enfoque cualitativo dentro del paradigma interpretativo. El diseño se definió de campo; y se asumió la teoría fundamentada con el apoyo de la herramienta Atlas ti para los hallazgos. Se concluye que los desafíos de la inclusión educativa en América Latina implican que los docentes asuman un papel protagónico y motivador al diseñar estrategias adaptadas a los estudiantes, con lo cual se garantiza la equidad y libertad dentro del marco gubernamental.

El artículo recupera algunas características de la gestión de la Municipalidad de Tibás en el marco de las responsabilidades que le asigna la Ley 10235 para prevenir, atender, sancionar y erradicar la violencia contra las mujeres en la política aprobada en mayo de 2022. La erradicación de conductas y prácticas discriminatorias contra las mujeres que ejercen sus derechos políticos en cargos de elección popular, designaciones, partidos políticos y en el ejercicio de la función pública, sin duda, constituye una condición esencial para la vida en democracia, la igualdad efectiva y los derechos humanos; es por esto que con el presente análisis, se pretende dar un aporte desde el área de Trabajo Social para visibilizar desigualdades y las acciones de violencia en razón de género que se manifiestan en el ámbito de la gestión de la política social local.

European countries are gradually recognizing animal rights and implementing specific social policies. Particularly in Spain, the debate is intensifying with the approval of law 17/2021 on animal welfare. This research seeks to analyze the main arguments about animals as subjects of rights in our societies. The methodology consists of a systematic review of the specialized literature. The results reveal four argumentative axes. The first focuses on European and national policies that since the 1980s consider animals as sentient beings, linking their good treatment with the EU's common agricultural policy (CAP) aid. The second highlights the physical and psychological benefits of the human-animal relationship. A third axis addresses the social inclusion of animals by social democratic political parties. Finally, a fourth axis emerges with the extension of the concept of citizenship to animals, led by "Zoopolis" in 2011. As main conclusions, animal welfare is seen as a revisable concept, approaching the concept of citizenship, in connection and synergy with that of social welfare. [ABSTRACT FROM AUTHOR]

Este artigo propõe uma abordagem crítica às metodologias comparativas qualitativas no estudo das políticas sociais, ancorando-se na análise do estudo de caso apresentado por Mishra (1995) no livro "O Estado-Providência na sociedade capitalista". O objetivo é responder à questão de investigação deste artigo: de que forma, nas pesquisas qualitativas, as escolhas das unidades de comparação facilitam ou limitam a compreensão das políticas sociais? A metodologia adotada envolve a análise teórica, documental e de estudo de caso, examinando quadros de referência comuns em abordagens comparativas, como a causalidade, variações empíricas, limites de aplicação, teorização e unidades de comparação. O estudo evidencia que a trajetória metodológica para compreender realidades distintas está cada vez mais vinculada à formação de unidades comparativas e à definição da natureza dos casos, frequentemente classificados como experiências de sucesso, fracasso ou híbridas, categorias que podem resultar de um constructo lógico definido pelo investigador. Conclui-se que um dos aspetos mais relevantes da investigação reside na fraca ou nula apreensão dos significados e sentidos explicativos que cada unidade de análise e/ou casos comparados (regimes políticos) atribui às suas escolhas face às crises do capitalismo. Assumir conscientemente o risco de comparar políticas sociais, com elevado grau de variação territorial, é uma prática que pode ignorar as lógicas e dinâmicas específicas de cada contexto. Por conseguinte, esta recensão destaca a importância de uma compreensão crítica das escolhas metodológicas e das abordagens teóricas em estudos qualitativos comparativos. Para além de reconhecer que nem tudo é comparável e que a replicação pode reforçar a colonialidade do conhecimento, sublinha-se a necessidade de atenção à "hierarquia da credibilidade" ao analisar modelos comparativos.

El objeto de este artículo es comprender el perfil de clase, raza y género de las personas que se verían más afectadas si el Estado brasileño dejara de prestar servicios de salud y educación. Se analizan las desigualdades de clase, raza y género en el Brasil y se examina el papel del Estado en ese sentido. Asimismo, se presenta un análisis del gasto público en educación y salud a través de una discusión de los perfiles de clase, raza y género de los usuarios y una simulación de la eliminación de dicho gasto público. Los resultados indican que la eliminación de los servicios públicos sumiría a las personas más pobres, a la población negra2 y a las mujeres (categorías que a menudo se superponen) en graves dificultades financieras y perjudicaría su bienestar, lo que podría profundizar la pobreza o llevar a la extrema pobreza. Esse artigo tem como objetivo apresentar uma análise bibliográfico-documental sobre o conceito de Questão Social, sua incursão pelo Serviço Social brasileiro e as relações com o materialismo histórico-dialético. Metodologicamente, por meio de um resgate histórico, demonstrou como o conceito surgiu no espectro conservador do capital concorrencial, assumindo mais tarde uma nova abordagem por meio das contribuições da Teoria Social Crítica. Para o Serviço Social brasileiro, principalmente após a renovação de seu escopo nos anos 1980, a Questão Social compreendida pelo materialismo histórico-dialético passou a ser elemento fundamental para a análise e estrutura-conjuntura que subsidia a forma madura atualmente vigente da profissão.

Este artículo examina la evolución de la política social en el ámbito sociolaboral en Argentina durante cuarenta años de democracia, con un enfoque en programas socioproductivos para poblaciones vulnerables. El objetivo es caracterizar las continuidades y rupturas en estos programas, especialmente antes y después de la implementación del Programa Ingreso Social con Trabajo (AT-PRIST). Utilizando una metodología cualitativa basada en fuentes secundarias, se analizan programas como Plan Trabajar, Jefes y Jefas de Hogares Desocupados, y Manos a la Obra, así como sus sucesores Hacemos Futuro y Potenciar Trabajo. Los hallazgos muestran una evolución desde enfoques de empleo transitorio y asistencia focalizada hacia la promoción de la economía social y solidaria. Se concluye que estos programas, aunque adaptados a contextos cambiantes, han mantenido como objetivo central la inclusión social a través del trabajo y la transferencia de ingresos, evidenciando un proceso continuo de aprendizaje y adaptación en la política social argentina.

14. Cambios en el bienestar durante y después de la pandemia en Argentina

Se identifican los factores que explicaron los cambios en el bienestar económico de los hogares argentinos durante la pandemia de covid-19 (2019-2020) y la etapa de reactivación (2020-2021 y 2021-2022). Se utiliza un modelo de descomposición del cambio en el ingreso per cápita familiar que distingue procesos macrosociales (vinculados a formas de retribución de los mercados y las políticas sociales) y microsociales (estrategias laborales y demográficas). Se emplean datos de la Encuesta de la Deuda Social Argentina de la Universidad Católica Argentina. Los resultados muestran que la pérdida de bienestar durante la pandemia se debió a la reducción del ingreso laboral y la pérdida de perceptores, apenas amortiguada por la política social. En la reactivación, los hogares aumentaron su número de perceptores laborales, pero la insuficiente recuperación del ingreso y el retiro de los programas de asistencia social influyeron negativamente en el balance reproductivo.

Las políticas de cuidado han ganado relevancia en América Latina debido al contexto socioeconómico de la región desde la década de 1990. La evolución de los factores demográficos también ha contribuido a que los cuidadores hayan modificado tanto su número como su composición y necesidades. El objetivo de este documento es analizar las políticas sociales de cuidado en Chile. Para ello, se utilizó una metodología analítica descriptiva con el fin de comprender los mecanismos operativos. A partir de fuentes secundarias, se muestra cómo las mujeres en Chile construyen parte de sus identidades e historias por medio del cuidado de los demás. Igualmente, es conveniente identificar el contexto histórico en el que se han implementado estas políticas, principalmente en el país donde se inició la aplicación de las reformas económicas, políticas y sociales neoliberales, y cómo el Estado ha reducido su influencia y alcance en el diseño e implementación de estas medidas destinadas a disminuir la desigualdad y mejorar las condiciones de vida de la mayoría de la población.

El artículo parte de considerar la importancia que tienen las Rentas Mínimas de Inserción (RMI), como último eslabón dentro del sistema de protección social en la lucha frente a la pobreza. Se presenta un análisis de las RMI a partir de 22 entrevistas realizadas a personas beneficiarias de dicha prestación en tres Centros de Servicios Sociales de Andalucía. Frente a los trabajos existentes, la utilización para los análisis del software Iramuteq permite profundizar en la estructura semántica del discurso y en las temáticas más relevantes y elaborar una tipología mediante el recuento de palabras, a la vez que se complementa con los verbatims de las personas entrevistadas. Los resultados obtenidos reflejan una justificación permanente de la ayuda económica recibida, el “merecimiento” de la prestación de quiénes son los/las perceptoras que realmente la merecen y cuáles no, la familia como red de apoyo principal y las dificultades que tienen de acceso al mundo laboral en una sociedad digitalizada que les genera un nuevo factor de exclusión social. Desde un enfoque de género, se evidencia un marco cognitivo arraigado en donde las mujeres asumen el rol de cuidadora del hogar y la familia y los hombres el de la búsqueda de empleo. En situaciones de vulnerabilidad como las aquí analizadas, las mujeres son las que se implican activamente en la búsqueda de soluciones y en la elaboración de estrategias para la “supervivencia”.

En este artículo se retoma el concepto de excedente de la fuerza de trabajo tal como se entiende desde el pensamiento económico latinoamericano, por su importancia al señalar las dificultades del capitalismo para incorporar a las personas en empleos de calidad y explicar la reproducción de las desigualdades. A fin de contribuir al estudio de la exclusión laboral de las mujeres dentro de la región, se persiguen dos objetivos. El primero: construir una propuesta teórico-metodológica para estudiar el excedente de la fuerza de trabajo mediante la relectura del abordaje estructuralista desde la economía feminista. Con el segundo se propone analizar, a partir de este marco adaptado, la evolución del excedente de la fuerza de trabajo, así como la política asistencial argentina que pretende regularlo y su vínculo con la reproducción de las desigualdades de género en el ámbito nacional entre 2003 y 2019. Para ello se realiza un análisis documental y estadístico de distintas fuentes. Los resultados permiten constatar la persistencia estructural de la exclusión y la desigualdad de género producto de la articulación entre los rasgos laborales del estilo de desarrollo argentino y el patrón de política asistencial consolidado. Dicho patrón se apoya en las transferencias monetarias condicionadas y resulta funcional a la feminización del excedente de la fuerza de trabajo durante las dos primeras décadas del siglo XXI.

19. Austerity and financialization: the construction of the reformist discourse in the Brazilian social security field.

This article seeks to outline a panorama in the construction of reformist discourses in the Brazilian social security field after the 1988 Federal Constitution, unveiling the ideologies present in such discourses. The study conducted an analysis of the explanatory statements that justify constitutional amendment proposals submitted to the Brazilian parliament. The theoretical and methodological method was critical discourse analysis (CDA), seeking to answer to what extent the conceptions of austerity and financialization permeate the process of construction of the discourses that justify the proposition of the Brazilian social security reforms. The results indicate that capitalist ideologies guided by the logic of financialization and austerity appear in the construction of the reformist discourses, which demonstrates their influence on the authors and suggests the affiliation of the reforms to these hegemonic conceptions. It is concluded that CDA is an important tool to understand the processes that involve public policies, from its formulation to its evaluation. [ABSTRACT FROM AUTHOR]

This article, which is published in two parts, aims to describe the main characteristics of the design and implementation process of the Great Housing Mission Venezuela (GMHV) as one of the most relevant social programs in recent years in terms of housing and habitat in the country. In almost a century since the beginning of state intervention in the sector, this program has set the most ambitious construction goals and has had the largest volume of financial resources allocated to government action of this naturetags. Through an approach to the retrospective analysis systematized by authors such as Richard Elmore (1996), this second part provides an approach to the complex and uncertain process of housing allocation, describes the six vertices or axes of action that make up the program and succinctly presents the main quantitative results. according to the official information available. In a transversal way, some of the main risks faced by the GMHV in its objective of contributing to guaranteeing the right to adequate housing are identified. This themed issue, guest‐edited by Jurgen De Wispelaere and Troy Henderson, is devoted to examining, first, whether the widespread use of immediate and unconditional cash transfers as a policy response to the socioeconomic impacts of the COVID‐19 crisis has provided a boost to cash transfer programmes generally and to emergency basic income (EBI) policies more specifically. The set of articles then charts the reception of EBI‐type policies as a pandemic response in specific country or regional contexts, and reflects on their relevance for the future development of universal social protection and, especially, universal basic income (UBI). While the contribution to be made by basic income to realizing resilient and agile social protection policy responses merits serious consideration, in particular in a context where existing social protection systems are patchy and fragmented, important questions remain as to how to evaluate the time‐limited EBI crisis response in light of the more durable needs which a permanent UBI purports to address. The COVID‐19 pandemic led to widespread social and economic policy experimentation as governments sought to protect household finances while locking down economies. Cash transfers emerged as one of the most popular policy measures, leading many to reflect on new possibilities for enacting universal basic income through temporary or emergency interventions. We take Australia's pandemic response, and particularly its Coronavirus Supplement, as an example of this broader experimentation. We analyse the Supplement through the lens of an emergency basic income, arguing the measure reflected existing institutional structures and norms, forms of national and international policy learning, and vulnerabilities in Australia's liberalized housing and labour markets. While temporary, we consider how its apparent success might suggest ongoing policy relevance, either as a form of capitalist "crisis management" or as an alternative pathway for implementing forms of basic income. Notably, East Asian high‐income economies have been at the forefront of these initiatives. While the innovative nature of these universal cash injections has been emphasized, there is limited documentation regarding their characteristics, prospects, and underlying motivations. This article sheds light on the domestic political and institutional processes that led to the implementation and design of universal cash transfers in Hong Kong (China), Japan, Republic of Korea, Singapore and Taiwan (China). Overall, the analysis reveals that, within the framework of universality, a nuanced, diverse and dynamic set of operational choices emerge. A range of factors shaped the adoption and evolution of these programmes, including, for example, political pressures stemming from political party competition and efforts to maintain political legitimacy. Canada responded to the COVID‐19 pandemic with a series of supports, including direct payments to workers displaced by public health measures. While not a true basic income, the experience highlighted a number of issues including challenges with implementation and intergovernmental relations that affected public opinion and must be dealt with by basic income advocates. The operation of the Canadian social‐liberal welfare state informed pandemic policy making and exhibited the path dependence of a deserving/undeserving binary that resulted in conditionality. The income supports associated with the pandemic represent a pragmatic response to an exogenous shock that highlights the inadequacies of existing policy and offers the possibility of change. During the COVID‐19 pandemic, cities in the United States of America developed more that 100 basic income pilots. This article examines the heretofore hidden impact of the pandemic on the future extension of basic income programmes at the sub‐national level. While the super‐majoritarian requirements of United States federal policy making keep the possibility of national‐level basic income remote, several features of basic income, including unconditional cash transfers and broad programme eligibility, have emerged as viable tools in state and local policy. Drawing on an inventory of basic income pilots and interviews with policy entrepreneurs, this article defines and then examines the phenomenon of "viral cash" and assesses the probability that the wave of basic income pilots will continue to grow after the pandemic. Conventional approaches to evaluating the diffusion of policies across jurisdictions focus squarely on policy. Appraising viral cash's future requires a shift to following the advocacy networks who move, adapt and combine basic income with other programmes. [ABSTRACT FROM AUTHOR]

This article explores the connection between two related but distinct models of basic income proposals in the context of a pandemic emergency. While COVID‐19 appears to have increased interest in basic income, this often ended up taking the form of a temporary emergency basic income (EBI) instead of a permanent universal basic income (UBI). In this article we argue that the "dial up/dial down" model of basic income allows us to link EBI and UBI in a way that offers both a practical response to important implementation challenges in emergency policy making and a strategic argument in favour of UBI as a pandemic policy instrument. This article conducts an analysis of the factors hindering the effective and efficient administration of state resources and proposes a new paradigm for public management. Multiple obstacles prevent achieving the well-being of the diverse citizenry, necessitating their elimination and a redefinition of public management with a shift in policy priorities to promote inclusive growth. The inclusion vector requires significant investments in human capital, including education, health, and technology, to enhance well-being and quality of life, as well as in physical infrastructure to boost productivity and absorb technological progress. Priorities include formal and productive employment, healthcare sector reform, education, and socially integrated investments. Sometimes, subsidiary policies mitigate inflationary problems and try to avoid social protests, maintain or increase confidence in the government. We compare the relationships between wages and inflation for the last three six-year terms in Mexico. For the period 2006-2012 the level of inflation does not determine a salary increase, in 2012-2018, it caused an increase of 4% and since 2018, the increase was 16.4%. Additionally, we estimate the percentage of acceptance of each government, based on inflationary and subsidiary policies, using a logit model. The results show that inflation negatively affected government acceptance by 0.113%, while the salary increase increased it by 0.108%. Regarding each ruler, the acceptance of 79% of the government in turn stands out, being the largest in recent decades. [ABSTRACT FROM AUTHOR]

This article takes up the concept of surplus labor force as understood in Latin American economic thought, due to its importance in pointing out the difficulties of capitalism in incorporating people into quality jobs and explaining the reproduction of inequalities. To contribute to the study of women's labor exclusion in the region, two objectives are pursued. The first objective is to construct a theoretical-methodological proposal to study the surplus of the labor force by re-reading the structuralist approach from a feminist economics perspective. The second objective is to analyze with this adapted framework the evolution of the surplus of the labor force, as well as the Argentine welfare policy that aims to regulate it and its link with the reproduction of gender inequalities at the national level between 2003 and 2019. For this purpose, a documentary and statistical analysis of different sources is carried out. The results show the structural persistence of exclusion and gender inequality as a result of the articulation between the labor features of the Argentine development style and the consolidated welfare policy pattern. This pattern is based on conditional cash transfers and was functional to the feminization of the surplus of the labor force during the first two decades of the 21st century. [ABSTRACT FROM AUTHOR]

The evolution of the electoral results obtained in recent years by far-right parties, in more than half of the coun- tries of the European Union, raises some fears and represents a normal concern about the possible threat that the present and future policies that these parties can implement, translate into a limiting effect on the fundamental rights of the population. It is possible to find some answers in the analy- sis of the measures carried out by the mem- ber countries in the area of social policy, particularly in relation to those that promote or inhibit the social inclusion of the most vulnerable groups (by reducing the budget items of this section), and especially of the immigrant population. It is curious to observe how, apart from Poland and Hungary, the greatest boom is occurring in social democratic countries (Sweden and Finland), Mediterranean (Italy) and continental (France) and the smallest, in liberal countries (the United Kingdom). El ensayo tiene como objetivo construir una reflexión entre los posicionamientos de Cabrero (2000), Gottweis (2007), Aguilar (1997) y Majone (2000) a partir de los conceptos de política gubernamental, logos, ethos, pathos, discurso, argumentación e interés público, así como también, exponer una interpretación crítica sobre la Política de Bienestar de la 4T y el programa y las reglas de operación de Jóvenes Construyendo el Futuro como parte de un aparato clientelar de un régimen histórico de política social en México, específicamente, durante el gobierno del presidente Andrés Manuel López Obrador. Resumo O artigo busca traçar um panorama na construção dos discursos reformistas no campo previdenciário brasileiro pós-Constituição Federal de 1988. Para tanto, estabelece uma análise das exposições de motivos anexadas às Propostas de Emendas Constitucionais (PECs) e que justificam os projetos submetidas ao Parlamento brasileiro. O estudo tem como pressupostos teórico-metodológicos a análise de discurso crítica (ADC), buscando responder em que medida as concepções de austeridade e financeirização permeiam o processo de construção dos discursos que justificam a proposição das reformas previdenciárias. É também objetivo deste trabalho desvelar as ideologias presentes nos discursos. Os resultados apontam que os ideais capitalistas pautados pela lógica da financeirização e da austeridade aparecem na construção dos discursos das reformas, o que demonstra sua influência sobre a construção discursiva de seus autores, inferindo uma filiação das reformas a essas concepções hegemônicas. Conclui-se que a ADC é um importante meio para compreender os processos que envolvem as políticas públicas, desde sua formulação até sua avaliação.

Se estudia el cálculo del índice de pobreza multidimensional (IPM) para los distritos municipales Los Alcarrizos, Pantoja y Palmarejo -Villa Linda, usando la información levantada por el Sistema Único de Beneficiarios (SIUBEN) en el año 2021. Dado que no se pudo recabar toda la data necesaria para el cálculo del IPM, se propone una alternativa al método de Alkire-Foster, donde, en lugar de usar contadores se usan proporciones para determinar el impacto de los indicadores de privación. Fue necesario usar aproximaciones de los indicadores donde el informe de SIUBEN no esclarecía la información. Utilizando simulación para la asignación de las ponderaciones, se pudo determinar que se necesita un mejor criterio que simplemente homologar los pesos de las cinco (5) dimensiones de privación. Este estudio contribuye con la aplicación del método de Análisis de Componentes Principales (PCA) para la determinación de las ponderaciones de los indicadores de privación, eliminando la necesidad de usar valores arbitrarios para las mismas.

Do large-scale and unexpected events, such as natural disasters, affect elections? This article studies the political dimension of the 19-S earthquake that hit Mexico City in 2017, a few months before the 2018 elections. Using fine-grained geospatial data, the results show that candidates from the city-level incumbent Partido de la Revolución Democrática (PRD) had a small increase in vote share in 2018 compared to the previous election in precincts more exposed to damaged caused by the earthquake (in terms of both distance-based and per capita measures), accounting for the seismic profile and socioeconomic characteristics of the neighborhood. The article shows that the implementation of disaster-recovery policy explains part of this relationship. Moreover, voters were as electorally responsive to a future risk reduction strategy as to a reconstruction credit.

En la mayoría de los casos, la gestión territorial se orienta al desarrollo de proyectos o acciones para dar respuesta a necesidades que el gobierno (nacional, regional o local) identifica desde sus propias perspectivas, pero sin considerar las interacciones complejas entre los componentes de los territorios, el efecto de disturbios episódicos o continuos, la capacidad de respuesta territorial ante estos tensores, y los imponderables. Por tal razón, y considerando la resiliencia ambiental como una herramienta que puede contribuir eficazmente a la gobernanza territorial, principalmente a nivel local, para su gestión contextualizada, el objetivo de este artículo es proponer una metodología para valorar la resiliencia ambiental territorial. Esto se lleva a cabo a través de algunas consideraciones teóricas, el análisis de la pertinencia de los estudios territoriales bajo la lente de la resiliencia y una propuesta metodológica previamente validada para el diagnóstico integral de la resiliencia de los territorios ante tensores internos o externos. Eso se hace considerando los aspectos ecosistémicos, socioculturales y político-económicos determinantes, con el propósito de contar con información suficiente y adecuada para generar estrategias de gobernanza orientadas a crear o fortalecer su grado de resiliencia. Así, se plantean finalmente los aspectos más importantes a considerar para la propuesta de dichas estrategias, garantizando una implementación coherente con las realidades territoriales locales, la participación y corresponsabilidad de los actores y actoras presentes, y la capacidad adaptativa del proceso.

El fenómeno multicausal habitantes de la calle se materializa en una realidad social que abarca, tras su inusual modo de vivir, complejas problemáticas y se incrementa cada día en la dinámica de las ciudades del mundo. En este contexto, dentro del marco legal colombiano, se persigue fijar lineamientos que garanticen mejores condiciones de vida para esta población a través de la Ley 1641/2013, y de políticas públicas que se destacan en cada Departamento, sin embargo, su comparación con la realidad vivida da cuenta de que su aplicabilidad es deficiente y existen importantes brechas que cubrir. Este estudio interpretativo, bajo enfoque cualitativo, y método hermenéutico, tuvo el objetivo de generar mecanismos de acción para el fomento de los derechos fundamentales de los habitantes de la calle en Montería, Córdoba. La propuesta surge de la recolección de datos desde fuentes primarias en el análisis de contenidos de los documentos legales para definir este fenómeno social y la interpretación del diálogo con informantes clave que los confrontan con la realidad social respectiva. Efectivamente, el resultado permitió desarrollar un proceso de construcción donde se formularon mecanismos de acción según las categorías resultantes en unidades hermenéuticas como orientaciones generadas en búsqueda de soluciones óptimas que permitan brindar el apoyo sociojurídico y económico para las personas habitantes de la calle. Como conclusión, se plantea el resultado como un aporte a los entes gubernamentales para ser tomado en cuenta en la elaboración de futuras políticas públicas sobre habitantes de la calle.

Abordamos a figura da assistente social portuguesa Mª Leonor Botelho Sampaio (1915-96), a partir do seu percurso de formação/docência, na área do serviço social (Instituto Serviço Social Lisboa), como parlamentária, ações em organismos corporativistas estatais e religiosos e outras atividades sociais. Trata-se de um estudo histórico-descritivo e hermenêutico norteado pelos seguintes objetivos: compreender a institucionalização do serviço social até 1974; analisar as intervenções parlamentárias de Mª Leonor; conhecer o seu desempenho social nas várias instituições inseridas na resposta corporativista (índole estatista, católico, conservador) do Estado com feição caritativa cristã, assistencial e de previdência social. Estruturamos em 2 pontos a nossa análise: surgimento e institucionalização do serviço social (criação de escolas e significado da profissão) no regime salazarista e marcelista; ação parlamentária de Mª Leonor relativo à política social, proteção menores, medidas de assistência social às famílias trabalhadoras e vulneráveis, papel da mulher trabalhadora, etc. Na reconstrução do percurso de vida de Mª Leonor destacaremos os seus contributos em prol da profissão serviço social, como trabalho social, embora na época dependesse do doutrinamento do regime. O serviço social realizou-se nos meandros do significado atribuído pelo salazarismo à profissão, no âmbito do catolicismo progressista, por vezes oposto, às recomendações e ações.
