1. Territorial revisions to increase cohesion policy funding from the EU: the case of the new member states

Abstract

This paper argues that some EU member states have been smart, or even dishonest. Splitting off capital cities from existing NUTS2 regions has given them an advantage in the Cohesion Policy funds allocation scheme but worsened the position of others. To explain the reasons and implications, we review the issue of delimiting the NUTS2 regions and the related allocation of financial resources. We evaluate how modifications of NUTS2 regions, carried out by Hungary, Poland, and Lithuania, impacted the allocation of financial resources for the 2021-2027 programming period. The analysis shows the shift of billions of euros towards these countries. We also argue that this experience is and could also be an inspiration for other countries., Tento článek tvrdí, že některé členské státy EU byly při vymezování hranic svých regionů vychytralé. Vyčlenění hlavních měst ze stávajících regionů NUTS2 jim přineslo výhodu v systému přidělování prostředků z politiky soudržnosti, ale zhoršilo postavení ostatních. Abychom vysvětlili důvody a důsledky, přezkoumáme problematiku vymezení regionů NUTS2 a souvisejícího přidělování finančních prostředků. Hodnotíme, jak úpravy regionů NUTS2, které provedly Maďarsko, Polsko a Litva, ovlivnily přidělování finančních prostředků na programové období 2021-2027. Analýza ukazuje přesun miliard eur směrem k těmto zemím. Tvrdíme také, že tato zkušenost je a může být inspirací i pro další země.

Abstract

The Visegrad Group celebrated its 25th anniversary in February 2016. Established as an initiative of three post-soviet countries from the Central and Eastern Europe region, this cooperation has gone over the years through a number of challenges. Not only by the accession to the European Union has proved its relevance. This diploma thesis deals with the scope and the strength of this regional cooperation. The objective of the thesis is to evaluate to what extent the Visegrad Group countries utilize this platform to promote common interests within the European Union. To achieve the objective the method of classification analysis is used, which, based on the three examined areas,energy security, cohesion policy, migration, will study specific common interests.

Abstract

The aim of my bachelor thesis is to test the hypothesis claiming that increase in the total allocation of European Structural and Investment Funds will foster economic growth and reduce unemployment in recipient countries. The econometric analysis has been based on a fixed effects method applied on annual panel data stemming from annual observations carried out in 26 EU Member States in a period 2004-2014, or in 21 EU Member States in a period 2000-2014. It has not been possible to verify the above mentioned hypothesis in the framework of a modified New Keynesian´s growth model and Fedeli´s (2014) unemployment model. The problem partly lies in the crowding out of public spending to alternative uses, which the European Commission cannot efficiently prevent.

Cílem této bakalářské práce je popis a následné určení specifik čerpání dotací z fondů Evropské unie z pohledu místních samospráv v České republice. První část práce se zabývá politikou soudržnosti Evropské unie a popisem jejích cílů a principů. Další část je věnována seznámení s významnými fondy, jež jsou nástrojem realizace cílů politiky soudržnosti. Následuje analýza možností místních samospráv při jejich snaze o získání a následné využití prostředků z Evropské unie a určení silných a slabých stránek místních samospráv při čerpání dotací. Na příkladech z praxe se pokusím poukázat i na možná úskalí, se kterými se žadatelé o dotaci musí při realizaci svých projektů potýkat. Práce ve své závěrečné části hodnotí současný stav čerpání dotací v rámci České republiky a předkládá k zamyšlení návrhy možných dílčích zlepšení stávající situace., The aim of this work is description and the subsequent determination of the specifics of drawing subsidies from European Union funds from the perspective of local governments in the Czech Republic. The first part deals with the European Union cohesion policy, its objectives and principles. Another section is devoted to familiarization with significant funds which are a tool for implementation of cohesion policy objectives. Following is the analysis of the possibilities of local governments in their efforts to obtain and subsequently use European Union funds and determine the strengths and weaknesses of local authorities in grants. Using examples from practice, I try to point out the possible pitfalls the applicants must deal with, during the implementation of their projects. This bachelor's thesis concerns with the topic of Cohesion policy of the European Union, particularly with the administrative process of gaining financial aid from the structural funds. It aims to clarify the implementation structure of programmes used within the Cohesion policy and also to compare the situation in the programming period 2007-2013 and the period 2014-2020. Using a case study it applies gained findings to particular project. To fulfil this task it uses the business plan and the application form for a subsidy worked out by the project owner.

The aim of this bachelor thesis is to provide the reader with basics of the legislative framework of the cohesion policy of the European union within the current programming period 2007-2014. The emphasis is put on the implementation of the cohesion policy on the national level. The thesis should acquaint the reader with bodies and procedures, which have been set by the Comission towards transparent execution of the policy. The second part of this thesis deals with the main differences and changes the Comission proposed in proposals of the Cohesion policy regulations. Finally, the last part deals with the revenue-generating projects and will define the main changes in the methodology. For purposes of this thesis was chosen the priority axis "The Improvement of Water Management Infrastructure and Reduction of Flood Risks".

The thesis "EU cohesion policy and its impact on the Moravian-Silesian Region" is divided into three chapters. The first chapter of the thesis describes the stages of development in the economic and social cohesion of the European integration process. This chapter is deals with the fundamental attributes of cohesion policy, which are the objectives, tools and principles. Attention is paid to the financing of the Cohesion Policy within the European Union. In the second chapter, "Cohesion Policy in the Czech Republic," the author introduces cohesion in the Czech Republic. This chapter describes the basic documents that are used for the implementation of cohesion policy in the CR and the operational programs of which the Czech Republic draws allocation. The last part of this thesis is focused on the Moravian-Silesian Region. Attention is focused on the analysis of whether the region adequately draws the funds with which it is offered through the cohesion policy and the impact of cohesion policy in this region.The aim of my work is to highlight the importance of cohesion policy. I will try to outline the role played by cohesion policy in the European Union, which takes form in the Czech Republic and how it affects the Moravian-Silesian Region. The work has illustrated the economic and social cohesion as a tool for improving the socio-economic level. I would like to assess how big a role of cohesion policy in the Region and the effect on this region.

This Diploma thesis deals with the support system for the Czech urban areas development, available in the EU Funds in the 2007-2013 programming period. First, the work briefly discusses the characteristics of the EU Cohesion Policy, and then describes the development of its urban dimension emphasizing the period after 2000. The main objective of this thesis is to analyze Czech strategic documents for the implementation of the EU Cohesion Policy and specific programmes linked to urban development, i.e. the Regional Operational Programmes and the Integrated Operational Programme. The final part includes the case study of Pilsen city, as a concrete example of the analyzed programmes implementation.

The content of this thesis is the analysis of the Integrated Urban Development Plans in the Czech Republic, which is then particulary demonstrated on the example of Ustí nad Labem. The regional capital has now initiated the creation of three Integrated Urban Development Plans, two of them have a zone character -- IUDP Center and IUDP Nestemice -- Mojzir settlement, and one with a thematic orientation on the transportation -- IUDP Mobility. In the theoretical part is the urban dimension of Cohesion Policy discussed, followed by its form and metodology in the Czech Republic. The specific IUDPs of Usti nad Labem are subsequently summarized in the practical part which is focused on the application of the documents, the evaluation of the actual interconnection of projects and find new starting points for the next programming period

Annotation: A fundamental progress of Regional Policy of the European Union is described in this dissertation. The dissertation is devided into individual chapters which deal with the historical summary, the concept of Regional Policy and the programming period which starts in 1957 and finishes with the current period 2007-2013. The aim is to elaborate the output as a methodical material which will be clearly organized as the content regards. The text can be also used as an aid while studying Regional Policy of the European Union. The programming period of Regional Policy of the European Union 2007-2013 is analysed in the depth study. The dissertation processing is based on studying of extensive sources. The information and data were used as a foundation for the topic processing. Specialized literature was the mentioned source. This literature concerns with the given topic, statistical data, specific documents which refer to the European Community and its Orders. This data are available in the electronic form. Therefore the data and information are borrowed from the Internet portal of the European Union. Heuristic methods in the Internet background were used in the dissertation. The dissertation also uses the analysis of the sources, the information, the comparative method which compares the data for the particular regions and the programming period.

Praktická část analyzuje investiční a neinvestiční projekty, které zrealizovala MAS Jemnicko, o.p.s. v minulých letech. Analýzy hodnotily její úspěšnost v získávání finančních prostředků, využitelnost a obsazenost jednotlivých projektů a byly doplněny o výsledky dotazníkového šetření.

Abstract

This work focuses on evaluation of possible impacts of structural and regional EU policy applied in the Czech Republic. Besides preliminary assessment of the use of economic, social and territorial cohesion policy in the Czech Republic, its aim is to put our national specific approach in the context of the whole European Union. It required not only a general appraisal of single priorities but also direct comparison with impacts of similar measures on the economies of the EU in the past. For this objective, an important part of the work consists in four case studies, analysing the application and impacts of the EU cohesion policy instruments in cohesion countries (Spain, Portugal, Greece, Ireland) since the first programming period 1989--1993 until the current period 2007--2013. With respect to the starting point of these economies and societies I would consider the convergence process to the EU relatively successful. Nevertheless, there are some important differences in the use and impact of the cohesion policy in these four member states. The results show that the impact of the Structural Funds in Spain has been quite sizeable in terms of its contribution to the economic growth and reduction of unemployment. Spain as a whole is approaching the EU average in most of the economic indicators. The convergence of the Portugal economy was markedly less substantial and the disparities increased on the regional level. The significant side effect of spending of Structural Funds in Greece consists mainly in the improvement of the institutional framework and strategic planning. The Irish example points to the importance of using the assistance rather for public goods than for supporting the private sector. The Czech Republic should take an example from this experience. Effects of the EU cohesion policy on the domestic economy could be very significant -- not only for a short-term but also for a long-term perspective. However, it is necessary to be aware of the fact that we are still talking about possible impacts, whose real successful fulfilment depends on individual participants -- whether on the strategic or the final beneficiaries levels.
