2. One More Time about the Age of Teachers in Russian Universities: Old Problems and New Trends

The paper presents results of analyzing age structure of Russian state universities teaching staff and its dynamics in the post-Soviet period. It is shown that due to the rapid decline after 2010 in the proportion of young people under 30 years of age and increasing share of population over 65 years of age, the imbalance is growing in favor of older people. Comparing average age of university professors and that of the employed population in dynamics shows some exceedance of the former. At the same time, for more than two decades their ratio stayed constant – the average age of teachers was 20 percent or about 8 years more than that of the employed population, which is caused, among other things, by a longer-term professional training. Analyzing age structure for various positions reveals its overall balance, with professors being the oldest in terms of average age, and assistants being the youngest.The study found significant changes of a position structure, affecting primarily professors, whose share has increased several times, as well as assistants and teachers, who occupy two lower positions in the teaching staff. Their share has decreased even more. Insight into teaching staff age structure and osition structure in Russian universities shows that changes in age characteristic, especially shrinking young people population, are associated with job positions, especially with almost complete disappearance of the teaching staff on assistant and lecturer positions. A teaching staff distribution by position also shows that more than three-quarters of the total staff have positions no higher than associate professor. It means this position is actually a “glass ceiling” for teachers in Russian higher education. This fact and almost complete lack of assistants and lecturers result in a two-stage career ladder (senior lecturer – associate professor) for the vast majority of teaching staff in Russian universities, which will inevitably have a negative impact on the level of his qualifications.

The fast growing number of researchers in China makes the human resources management become a noteworthy issue in scientific research management. However, since the strictly limit to the number and structure of positions in Chinese scientific research management, the Chinese researchers are going to face a brutal promotion stress. This paper puts forward a quantitative method of estimating the research position demand gap as decision support based on the thought of dynamic programming. The personnel data from 2006 to 2014, which is abstracted from the Academia Resource Planning (ARP) system of the Chinese Academy of Sciences (CAS), are applied to the empirical analysis to estimate the human resource demand gap in the 13th Five Year Plan. 5. To a problem of synthesis of the minimal schemes of hydropneumounits

Рассматривается синтез сложных схем систем гидропневмоагрегатов, работающих в режимах параллелилизма и последовательностных, что позволяет решать произвольные задачи на всех этапах синтеза минимальных схем. Для чего предлагается принципиально новая универсальная структурная организация, основанная на апробированных авторами схемных решениях. Дается оценка сложности схем при полной минимизации графа операций, являющего математической моделью их описания. Представлен один из перспективных способов аппаратной реализации схем при сохранении положительных особенностей стандартной позиционной структуры. The synthesis of complex schemes of systems of hydropneumounits operating in parallelism and sequential modes, that can solve arbitrary problems at all stages of the synthesis of minimal schemes. What is proposed is fundamentally new universal structural organization, based on tested the authors solutions. Result ‒ the estimation of the complexity to minimize of schemes, and a mathematical model to describe them. It presents one of the most promising ways to hardware implementation schemes while retaining the positive features of standard positional structure.

Предлагается метод проектирования гидропневмоагрегатов с параллельными алгоритмами работы, основанный на методах М. В. Черкашенко полной минимизации стандартной позиционной структуры, получения минимального графа операций и синтеза на основании матрицы соответствий минимальной системы уравнений, построения схемы с использованием методов безраздельной декомпозиции уравнений. В качестве математического описания системы управления используется язык графов операций С. А. Юдицкого. Полученный минимальный граф операций позволяет полностью минимизировать стандартную структуру и синтезировать минимальные уравнения для построения минимальной схемы системы управления гидропневмоагрегатов с параллельными алгоритмами работы. The method of designing of hydropneumounits with parallel algorithms of work is offered, it is founded on methods of M. Cherkashenko of full minimization of standard structure organization, of synthesis minimal the graph operations and of synthesis on the basis of a matrix of conformity of the minimal system of the equations, of synthesis of the scheme with use of methods of undivided decomposition of the equations. As the mathematical description of a control system use language graph operations S. Yudicki. Received minimal graph operations allows to minimize completely standard structure and to synthesize the minimal equations for synthesis of the minimal scheme of a control system of hydropneumounits with parallel algorithms of work.
