This manuscript analyses African studies in Brazil in the context of the implementation of Law 10.639/03, enacted in January 2003, which constituted an important step for teaching about Africa and the African diaspora in schools. Although the law did not apply specifically to universities, its implementation has impacted on the structure of history courses, providing a growing need to teach the history of Africa and to improve students' training. The context of Brazilian society, the public policies that have been initiated in the 21st century, and the social claims that resulted from the 1988 constitution, have had a substantial impact. The stimulus of public policy in the 2000s helps us to understand changes inside the universities – policies such as the Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais (Reuni), the Programa Universidade para Todos (Prouni), Law 11.645/08 (including teaching Brazilian Indigenous history), the Quota Law 12.711/2012 as well as other strategies. These actions were necessary so that more students could access universities, diversifying the academy, and provoking new debates. Analysing Law 10.639/03 requires dialogue with aspects of Brazil's universities, its social movements, the establishment of affirmative action, and other public policies that support the development of African Studies in order to improve the understanding of this topic. The aim of this paper is to analyze the work of psychology professionals in the Unified Social Assistance System, emphasizing their insertion in the field of this public policy, as well as to demystify the psychologist's attributions in the day-to-day work with families and individuals in situations of vulnerability. The Unified Social Assistance System organizes the services of the Social Assistance Policy, and psychologists must be included in all levels of protection and services, obligatorily making up reference teams and having their work based on ethics and articulation with other public policies. In summary, the reflection in this paper contributes to improving the technical insertion of psychological practices in social assistance policy, as advocated by Resolution 17 of June 20, 2011, making psychologists an essential part of the actions in the Unified Social Assistance System. In turn, the methodology will be qualitative, searching literary sources for other studies that have already been demarcated and analyzed as similares cases in the theoretical-conceptual productions already developed in psychological science in the field of SUAS. This study explores the changes and stability of urban governance through the lens of smart city policy in Barcelona. It argues that the concept of smart cities is flexible and can be applied to both the neoliberal and participatory models of urban governance. Smart city policies undergo gradual rather than radical changes, with public–private relationships remaining stable despite fluctuations in the prominence of different actors. Comparing the smart city policy approaches of two ideologically opposite local governments, this study reveals similarities in the use of the scale, which is limited to local and global dimensions, and dismissal of metropolitan scale. This editorial introduction to the Special Issue 'The rules, institutions and politics of housing informality in Europe' argues for a more holistic interpretation to housing informality in Europe as a critical heuristic for re-thinking the dynamics of informality in the global North. In so doing, it offers three modest theses. First, housing informality is an endogenous phenomenon in the development of European cities, closely connected to the logics of capitalist modernity and currently located at the intersection of new patterns of forced migration and an ever-intensifying housing crisis. Second, housing informality is (also) a by-product of direct forms of public support, toleration and legitimation, as well as the consequence of deliberate (in)action by the State. This results in a clear public politics of informal space, in the framework of which informal housing is an instrument of governmentality in the hands of ruling elites. Third, housing informality is normatively ambiguous. In fact, informal dwelling practices create an archipelago of institutional micro-geographies at the city scale, that generate, in turn, heterogeneous spheres of urban citizenship rights. This selective spatial autonomy can be inhabited as much by processes of rights expansion, emancipation and solidarity as well as by practices of right-restriction, exploitation and precarization. 11. A Thermodynamic Comparison of the Exergy Production from Sugarcane and Photovoltaic Modules in Brazilian Energy Transition Context.

This article applies the exergy analysis to the production and use of sugarcane, considering a model published in the literature. In this way, we compute incident solar irradiation, carbohydrate production, water consumption, and the production of stalks and straws. Following the production estimate, we analyze a biorefinery production cycle, from solar irradiation to the biorefinery products on an exergy basis, from birth to production of sugar, electrical energy, and ethanol. The calculated sugarcane production values are 80.7 tons per hectare for a 52-week cycle. As a result, the average exergy efficiency of sugarcane is 4.99%, reaching peaks of 8.3%. When considering only the useful exergy generated in the production of stalks and straw, an annual yield of 17.86 kWh/m2 represents an overall exergy efficiency of 1.31%. Considering the energy conversion processes in the biorefinery, the exergy efficiency from the radiation to the products from the biorefinery was 0.38%. The photovoltaic modules already have a well-established application in the country, though they need to increase their insertion over time, whereby the panels exhibit an average exergy efficiency of 31.6%, resulting in an annual electrical energy production of 255.84 kWh/m2. The results show that photovoltaic modules are a more efficient alternative than sugarcane regarding exergy land use. In conclusion, this study briefly discusses the use of sugarcane and photovoltaic modules in the context of Brazil's energy transition towards a reduced dependence on fossil fuels, based on the fact that sugarcane already has a low carbon footprint for transportation using ethanol, with supply from more than 40,000 stations, and a similar or lower carbon footprint than electrical vehicles used across the country. Economic inequality has surged to the forefront of U.S. policy debates, driven by rising income and wealth gaps. This paper examines strategies to foster economic growth and reduce income inequality, drawing insights from experiences in Scandinavia, Europe, and Singapore. It assesses the effectiveness of education, tax, and welfare policies in promoting growth, evaluating their costs, benefits, and ease of implementation. The paper also delves into proposed wealth tax plans and their potential to address inequality. Universal Basic Income (UBI) is also examined as a response to workforce challenges, discussing its benefits, costs, and effects on labor supply. Assessing the evidence for each, the paper recommends education reforms, such as doubling the Pell Grants program and implementing conditional tax transfers to low-income families to support education for underprivileged children. Universal basic income shows high potential for reducing inequality, but its implementation is not feasible due to the substantial costs involved. The COVID-19 pandemic abruptly interrupted operations for many industries, but in particular the live entertainment sector that was effectively forced into a global shutdown. In response, governments swooped in to keep these organisations afloat by introducing policies aimed at compensating for lost revenues and supporting other forms of activity such as creation. While these reactive measures undoubtedly provided timely and vital relief for some, this study suggests that they also induced important distortions over time. Based on interviews with circus arts managers, the results show that these policies unintendedly introduced or contributed to four main 'asymmetries' – outlets, customer base, structure, and talent – that now hamper creative organisations as they transition out of the pandemic. This study contributes to the emerging body of work on the unforeseen consequences of COVID-related support measures, challenges the dominant contextual approach to managing ambidexterity, and provides valuable insights for government and policy actors. The Pantanal is considered the largest continuous freshwater wetland in the world, and its sustainable use requires a unified conceptual framework. The lengthy process to establish public policies has contributed to the increasing vulnerability of the Pantanal. Given the need for a conceptual basis to help this process, we elaborate a list of eight basic principles based on the accumulated scientific evidence: (i) Consider the Paraguay River Basin a management unity; (ii) Establish rules that follow the concept of restricted use approach; (iii) Ensure the ecologically sustainable use of the Pantanal; (iv) Maintain the environmental heterogeneity and functionality in the Pantanal landscapes; (v) Maintain the hydrological integrity and connectivity; (vi) Ensure the environmental representativeness of the protected areas network; (vii) Provide economic incentives for conservationist use of the land; and (viii) Recognize and protect traditional people, their values, resources, and way of living. Researchers have been calling for further analysis of the relationships between academia and policy making. Since several studies are conducted with resources from public funding agencies, it is essential to assess whether governments have been supporting research that can contribute to future environmental policies and whether research has been supporting the elaboration of public policies. To fill these gaps, the objective of this study was to evaluate the similarities and gaps between research and environmental policies. A bibliometric analysis of studies funded by Chilean agencies and text analytics techniques were employed to analyze research and environmental policies. We used BERTopic, a topic modeling technique that generates coherent topic representations. Then, topics obtained from the two sets of documents (research and policies) were compared. This study found that sustainability, life‐cycle assessment, climate change, and ecosystem services are central research themes in the country. The topic modeling analysis showed that research has been concentrated on the areas of “Sustainable Fisheries and Aquaculture Management” and “Sustainable Bioenergy Production and Chemical Processes.” The topics most frequently present in the environmental policies were “Environmental Education for Children: Awareness and Care,” “Bird Conservation and Habitat Importance in Chile,” and “National Biodiversity Conservation and Sustainable Use Strategy.” The greatest gaps are observed in the clusters of “Sustainable Bioenergy Production and Chemical Processes” and “Copper Mining and Mineral Processing Techniques” (prevalent in research) and in “Anatomy and Physiology of Aquatic and Terrestrial Organisms” and “Biogeography and Taxonomy of Southern Hemisphere Insects” (prevalent in policy). 29. Associations between retirement, social security policies and the health of older people: a systematic review.

Background: As people age, they are more likely to experience several health conditions which are circumstances that arise throughout life that can interfere with an individual’s ability to work, leading them to demand the social security system. This research aims to systematically review and synthesize studies related to health conditions in the aging process with social security policy reforms. Methods: A systematic review was performed across Embase, Web of Science, Scopus, Pubmed, CINAHL, ASSIA (Proquest) and APA PsycNet from 1979 to 2022. Methods are outlined in a published protocol registered a priori on PROSPERO (CRD42021225820). Eligible studies include original empirical articles published in English, Spanish, French and Portuguese, using the search terms “aging” and “social security”. Identified outcomes were organized into categories and a meta-ethnography was completed following the phases proposed by Noblit and Hare and the eMERGe meta-ethnography reporting guidance. Results: There were 17 eligible studies from 4 continents with 10 cross-sectional, 1 both cross-sectional and longitudinal and 5 longitudinal data analysis. These assessed the relationship of health conditions that occur in the aging process related to social security policies, in particular, to retirement. The categories included (i) health as a way to promote an active working life for the elderly; (ii) health as an indicator for reforms in social security policies; (iii) retirement planning as a strategic element for coping with post-retirement life; and (iv) the relationship between social security policies and psychological health. Conclusions: This review showed that health and retirement defined in social security policies are related and have an impact on people’s lives, especially in the decision to leave the labor market. The relationship between young people and public institutions has traditionally attracted a lot of attention. In particular, there has been much discussion about the idea of youth political disaffection. In recent years, the literature seems to agree that this disaffection of the new generations is fundamentally oriented towards the institutional political system. Studies on institutional disaffection have tended to look at the characteristics, transformations and situations experienced by young people themselves. However, the role that public institutions play in producing this distancing has hardly been examined. In this article, we aim to determine whether the theoretical tool of adultcentrism, as a hegemony that places young people in a peripheral position, helps us understand these processes. We use data from focus groups and participatory workshops in the city of Barcelona to analyse to what extent the distancing of young people from institutions is shaped by perceptions and discourses that assume or react to the marginal position that youth have in the institutional system. By basing this analysis on adultcentric forms of governance, we aim to understand both how such perspectives are constructed by young people through their interaction with institutions, and also how these perceptions become generalised discourses among youth. Despite the expansion of higher education and the growing number of students from disadvantaged socioeconomic background and/or from ethnic minorities who now access university places, inequalities in access to higher education based on social class and origin remain a challenge. This article analyses the Polytechnic Universities in Mexico, examining them as a public policy for democratising access to higher education. We conducted 15 semi-structured interviews with the rectors and heads of the academic administration staff of 12 Polytechnic Universities, aiming to identify the limits and potential of the various strategies that make the PU model a policy of equity. These strategies include (i) the geographical decentralisation of university campuses, (ii) the scholarships and financial aid programmes, and (iii) the recruitment campaigns to attract new students. The interviews enable us to uncover the trade-off between equity and excellence and to observe how the PU model addresses it. While some of the responses and effects have already been examined in the literature, others highlight some nuanced specificities in the context of PUs in Mexico. Our results provide evidence that suggests a need to reconsider the most effective equity PUs strategies for enhancing access to higher education for disadvantaged populations in Mexico. Purpose - The purpose of this study is to analyse changes in tourism as a local economic development sector, considering environmental degradation and new global scenarios during and after the pandemic. The objective is to propose a sustainable, collaborative, and happiness-oriented tourism management model to revive the tourism sector. Methodology/Design/Approach - The study utilizes grounded theory methodology, incorporating a systematic document review and a critical analysis of the successful Usiacurí-Atlántico municipality in tourism management. This approach aids in developing the TUGMECOL tourism model, emphasizing collaborative networks and promoting dynamic, productive, participatory, legitimate, and respectful heritage tourism management. Results - The study’s findings converge in the TUGMECOL tourism management model, notable for its emphasis on quality of life and objective happiness as innovative dimensions for sustainable tourism sector development. This model is evident as a manifestation of political trust in local development. Originality of the research - This research is unique in its approach to sustainable tourism management as a collaborative strategy for local economic development. The use of grounded theory and critical analysis in the successful case of Usiacurí-Atlántico enhances the study’s originality and significance for potential replication in similar rural areas, opening avenues for further research to enhance the model. This paper explores how investments in research and development (R&D) and government policies impact the growth of renewable energy in Brazil, Chile, and Colombia up to 2040. The study presents four scenarios to understand how different levels of R&D investment and the presence or absence of supportive policies affect the spread of renewable technologies such as solar and wind energy. The scenarios range from an optimistic one with high R&D funding and strong policy support to a worst-case scenario with low R&D efforts and weak policies. The findings emphasize the importance of solid government backing and strategic R&D investments in promoting renewable energy and increasing the number of green patents. On the other hand, scenarios with limited policy support and R&D funding show much slower growth, highlighting the challenges posed by economic constraints and tough market conditions. The study shows that strong renewable energy policies could boost renewable energy adoption by 100% to 200%. Overall, this research adds to the discussion on sustainable energy policies and provides useful insights for policymakers and stakeholders to develop strategies that maximize the potential of renewable energy in the region. In the transition to electric mobility (EM), business model innovation plays a crucial role in expanding the use of electric vehicles and increasing acceptance of this technology. The transition pathways differ between countries in the largest economies and those in Latin America. Brazil presents a unique scenario, benefiting from an early start with biofuels, the production of flex-fuel vehicles, predominantly renewable electric energy generation (>80%), and the absence of a structured national policy aligned with local governments. This study introduces a framework that surveys and categorizes businesses in EM, relating them to sustainable development aspects and regulatory maturity. It builds a solid conceptual foundation, incorporating data from technical and commercial events, as well as interviews with Brazilian specialists for validation. The proposed framework aids in understanding the Brazilian context, identifying regulatory gaps, and developing a common language to advance studies on business model innovation, contributing to electromobility studies in Latin America. 43. Goals and Pathways of Public Governance Contribution to Achieve Progress in the Quality of Life.

- Abstract
This research examines the importance of effective public governance in maximising the well-being of citizens in EU member states. Our research strategy used an integrated modelling framework involving data mapping and an autoregressive model with distributed lags (ARDL) for 2012–2022 in the EU member countries. The results demonstrated that the World Governance Indicator (WGI) has a mixed impact on Quality of Life (QL). In the short term, the impact is positive if there is an increase in the level of the public governance indicator, and in the long term, the effect of public governance on the quality of life is negative due to the challenges associated with implementing reforms. Additionally, our results highlighted that, to improve citizens' quality of life, policies should focus on increasing the Purchasing Power (PP) and Safety of Society (SS) as well as on issues related to Pollution (P) and the Cost of Living (CL). There are similarities between the long-term ARDL analysis estimate and the short-term one, with the latter pointing out that they will be able to have quick positive effects, while pollution and increased living costs have immediate adverse effects on quality of life. Over the past few decades, a large variety of urban farms and projects have developed in the Global North. Urban agriculture addresses numerous challenges such as producing sustainable fresh food, educating people, and creating new jobs and skills. Urban agriculture is diverse in terms of location (rooftop, basement, underground, parking), activities (food production and/or services), and techniques (from low-tech to high-tech). These projects are created by entrepreneurs because they live in the city, want to change their environment, and promote sustainable practices. Faced with economic and environmental crises, public authorities at different levels and with various orientations reorganize the food system towards local production and consumption; they encourage the development of urban agriculture through a diverse range of policies. These public projects must be economically viable but can be created as socially oriented services based on food production and not only as sites of food production. Our empirical research based on the case studies of two original public urban farms, the Potager du Roi de Versailles and the Cité Maraichère de Romainville, uses the concept of the triple layered business model and highlights their sustainable strategy. Our evaluation of their economic, social, and environmental impacts tends to demonstrate not only their dependence on multiple interlinked public policies but also the justification of significant and recurring public funds for the general interest. A reflection on public policies to combat Tuberculosis. A global panorama Tuberculosis is an infectious bacterial disease caused by Mycobacterium tuberculosis, mainly affecting the lungs and transmitted from person to person through respiratory droplets. Although the infection does not always cause symptoms in healthy people, when active, it can cause coughing, chest pain, weakness, weight loss and fever. Tuberculosis is currently a global health concern, with millions of deaths and new infections each year, due to factors such as drug resistance, HIV, international travel and homelessness. With a third of the world's population infected, it is essential that healthcare professionals understand the disease and its diagnostic procedures. New research should focus on the social factors that determine TB. In this way, it is believed, Brazil will once again be able to celebrate reaching the WHO targets for the elimination of TB by 2035. We exploit a natural experiment involving a randomization of votes across parties within coalitions in all local elections in Italy for over a decade. A lottery on the position of party symbols in the ballot papers allows estimating the causal effect of increasing votes to parties for coalition policies. A non‐marginal random boost of votes shifts budgetary spending towards the treated party's platform, but only for issues that are salient in that party's political manifesto. We study the chains of mechanisms mapping votes into policies and link it to an increase in bargaining power within legislative majorities. Parties leverage their higher electoral support to gain the appointment of politically affiliated cabinet members. Empowering different parties also leads to the selection of cabinets with different socio‐demographic characteristics. 47. Subnational assessment of legal and illegal deforestation in the Colombian Amazon: consequences for zero deforestation commitments.

Deforestation has been at the heart of the transformation of the Amazon. Global concerns over deforestation and its impact on climate change have resulted in the adoption of a number of initiatives in the framework of zero deforestation. However, undifferentiated application of the concepts of zero net, gross, and illegal deforestation has revealed a lack of understanding of their scope and of challenges to their implementation. Zero legal and illegal deforestation is, in particular, a controversial subject from the point of view of regulation and sovereignty but an essential aspect from the perspective of public policy design. In Colombia, zero deforestation commitments make no mention of legal deforestation. Papers that analyze deforestation and official data sources fail to incorporate the legal dimension in their analysis. This article addresses this gap by identifying areas where deforestation is legal and where it is illegal in one deforestation hotspot of the Colombian Amazon, the administrative department of Guaviare. Our results show that deforestation has increased since 2013, mainly occurs in illegal zones, and that Guaviare department, 85% of which is covered by forest, has very little legal deforestation potential. Our findings reveal that assessing the legality and illegality of deforestation is more complex than often assumed and must become a priority, especially in forested countries where regulation on forest and land management is shared between different level of governments and institutions. For years, sustainability has been one of the major challenges of tourism policy. In this context, the 2030 Agenda can become an important tool for working towards sustainability in the tourism sector, as it is a comprehensive and cross-cutting agenda, that includes the economic, social and environmental spheres from an indivisible perspective. This article aims to analyze the integration of the 2030 Agenda into Spanish tourism policy. To do so, qualitative methodology is used, through the technique of content analysis of the guiding documents of this sectoral policy in Spain. Three dimensions of analysis are addressed: problems, values and Sustainable Development Goals (SDGs). The results show that, although Spanish tourism policy incorporates some key issues of the 2030 Agenda, it has a greater focus on the economic and environmental dimensions, while the social dimension is incorporated in a more limited way. These findings show that tourism policy has its own interests and logics from which it approaches each of the dimensions of sustainability.
