This paper conducted detailed research on publication activity in the public-private partnership (PPP) field based on bibliometric analysis. The main aim was to research the different literature materials and systematize trends and priority fields of PPP research. Scopus tools were used to determine the dynamics of the number of indexed publications, research belonging to the country and journals, and the branch structure of publication activity on the research topic, highlighting academics' contributions in the PPP research field by the number of citations and published papers. The search for the most relevant publications used the key concept of "private-public partnership" in titles, abstracts, and keywords in the bibliometric database Scopus for 1952 - 2022. VOSviewer software is used to build network maps of keyword compatibility, collaborate with authors by country, and measure the research time. Based on the results of the literature review, conclusions are drawn about the growing dynamics of the number of publications in the PPP field; 3 stages of scientific interest in PPP research are identified; the multidisciplinary nature of the concept under study is confirmed; the PPP term is clarified; 7 clusters that characterize the main areas of research in the field of PPP are identified; the leading countries and the most cited authors are identified by their affiliation to a particular country; it is established that the intensive development of scientific research in PPP in the countries of the world took place in the period 2010-2014; the development of PPP in CEE and Ukraine is characterized. Purpose: International English language publication activities in orthopaedic surgery comparing the years 2008/09 to 2018/19 were analyzed. Methods: 20 international journals listed on PubMed were examined. The impact factor (IF) for each journal was determined using the InCites Journal Citation Report. Results: 9,205 publications in 2008/09 and 15,549 in 2018/19 with 21,435 cumulative IF (CIF) in 2008/09 and 50,552 in 2018/19 were registered. Most publications consisted of narrative reviews (42.0%), followed by clinical studies (22.0%), experimental investigations (16.9%), randomized controlled trials (6.0%), and meta-analyses (5.6%). The highest increase in publications was observed for narrative reviews from 33.5% in 2008/09 to 41.1% in 2018/19. The USA had the highest number of publications (2,981 and 4,796), followed by UK (806 and 879) and Germany (606 and 922) in 2008/09 and 2018/19, resp. Per 1 Mio inhabitants, Switzerland (13.6 and 28.4), Sweden (10.9 and 18.1), the Netherlands (9.6 and 15.4), and Denmark (9.0 and 21.8) were the most productive countries in 2008/09 and 2018/19, resp. Conclusions: International publishing activity in orthopaedic surgery has increased substantially over the last 10 years. The quality of the published articles has not increased in the same way, as evidenced by the disproportionate rise in narrative reviews. Over the entire period, the US were the leader with respect to number of publications and CIF. In terms of population, however, smaller countries such as Switzerland and Sweden were much more active. The present study is dedicated to the development of scientometric tools for the strategic advancement of a scientific periodical, exemplified by the journal of the Ural State University of Economics, “Digital Models and Solutions”. The research involved a compre hensive analysis of the publication activity and thematic profile of this journal, as well as a general statistical examination of Russian academic journals indexed in the Russian Science Citation Index (RSCI) that pertain to the upper echelon of the State Rubricator of Scientific and Technical Information category “Informatics”. Primary data collection was conducted using the platforms elibrary.ru, CyberLeninka and CrossRef. The data analysis and visuali zation were performed utilizing the R programming language. The construction of thematic networks was carried out using the VOSviewer software, while additional visualization of certain results was executed using Scimago Graphica. The findings of the study identify the current positioning of the journal “Digital Models and Solutions” among scientific publi cations in informatics, define target scientometric indicators for its prospective growth, and propose specific recommendations for the strategic development of the journal, aimed at enhancing its competitiveness and scholarly impact.

The purpose of the work is to identify the interdependence of the level of international scientific and technical cooperation (ISTC) of Russian regions with the level of their economic development.The research methods are correlation and regression analysis, comparative analysis, elements of the methodology of foreign member of the Russian Academy of Sciences, professor of Moscow State University V. L. Kvint.Results: For the full sample of Russian regions, there is no significant correlation between per capita GRP and the level of scientific publication activity, both in general and for publications written jointly with scientists from the USA, Germany, Great Britain and China. At the same time, the share of scientific publications in international cooperation in all of these countries, except the United States, has a slight positive relationship with the level of GRP per capita. For a sample of 76 constituent entities of the Russian Federation (which does not include a number of sparsely populated regions with a high level of contribution to the economy of the extractive industry), publication activity, as well as the relative number of joint publications with scientists from these countries, has a pronounced positive correlation with the level of the economy. The greatest contribution to this influence is made by Moscow and St. Petersburg, while a number of regions (Tomsk, Novosibirsk, Leningrad regions) also demonstrate a high level of international cooperation in science with relatively low per capita GRP levels.The results obtained indicate that a positive relationship between the level of the economy and the number of scientific publications in the regions of Russia was revealed, and the obvious benefits of growing international scientific and technical cooperation between the regions were shown. The ISTS level is secondary in relation to other indicators of scientific productivity, but it can be used to identify the dynamics of scientific development and take it into account in the strategic management of regional development. With the reduction of scientific projects jointly with the countries of the USA and Europe, China is coming to the fore, cooperation with whose scientists is promising for the development of the ISTS of Russia.

The article is devoted to analysis of the stages of development and current directions of research and practical application of artificial intelligence (AI) in the field of healthcare and medicine based on scientific publications in PubMed/MEDLINE, Scopus, Web of Science, Embase, eLibrary and CyberLeninka. The dynamics of scientific publications on AI in healthcare and medicine is shown, and an analysis of the growth of investments in software development based on AI in recent years is provided. AI can achieve comparable accuracy in the diagnosis of diseases in comparison with human decisions. However, future research should focus on comparing the clinical results of diagnosis and treatment performed by doctors who make decisions based on AI with the results of clinical work by doctors who do not use AI. The importance of training specialists able to combine knowledge in the field of medicine with the skills of using AI is emphasized.

Background: Collaborations are an essential element of scientific activity and particularly important in fields such as pediatric anesthesiology, where the evidence base in general is relatively limited. A recent scientometric analysis revealed a geographic diversification of publication activity in pediatric anesthesiology within the last two decades, accompanied by a surge in international collaborations. Objectives: Given the hypothesis of a similar growth in the activity and dynamics of publications in pediatric anesthesiology, the objective of this scientometric study was to analyze the publication activity and collaboration habits in research in pediatric anesthesiology from Germany, Austria and Switzerland (D-A-CH). Method: This secondary analysis identified all publications on pediatric anesthesiology with an affiliation from the D‑A-CH countries between 2001 and 2020 from PubMed and Web of Science. The query parameters included the timeframe 2001–2020, authors' affiliations tied to anesthesiology departments (using various forms of the term "anesthesia"), and the mention of pediatric interest in titles or abstracts. The data underwent standardization to account for linguistic variations. The publications were assigned to a state, city and institution based on the correspondence address, to a year based on the publication date and to a source based on the journal. The primary endpoint was publication activity and dynamics, represented by the number of publications and the respective growth rates (calculated as the linear regression slope). Secondary endpoints included the share of collaborations within and outside the D‑A-CH region (at the country and institutional level), the distribution of publication activity and the most prominent sources of publications. Results: Between 2001 and 2020 a total of 3406 publications on pediatric anesthesiology involving authors from the D‑A-CH countries were identified. Of these 2807 (82.4%) had a correspondence address in D‑A-CH. The average annual growth rate of publications with a correspondence address was + 2.9% for the D‑A-CH countries and + 7.7% for publications with collaborations. The number of publications in which an institution from D‑A-CH was named as a coauthor from a correspondence address outside D‑A-CH also increased by an average of 7.4% per year during the study period. The majority of collaborations occurred between institutions within the D‑A-CH region, although Swiss institutions exhibited a much higher proportion of collaborations outside the region. Of all publications with a correspondence address 90% originated from 46 cities. The most prominent source was Die Anästhesiologie for publications from Germany, and Pediatric Anesthesia for publications from Austria and Switzerland. Conclusion: The number of publications in pediatric anesthesiology from the D‑A-CH countries has increased over the past two decades, accompanied by a surge in collaborations. The most promising areas of interaction between Russian scientists and scientists from the Middle East and North Africa (MENA) can be identified by analyzing the number of joint publications between scholars in the different regions. To define the forms of scientific cooperation it is important to understand the possibility of interaction between Russian scientists and compatriot scientists who live in MENA countries. The purpose of the study is to create a data base of organizations from the MENA countries recommended for scientific cooperation with Russian researchers based on the study of their publication activity. The authors provide a description of the analysis results of the publication activity of the scientists from 21 countries and present the identified directions of joint publications of scientists from Russia, the MENA countries and Western countries. The Russian scientific diaspora is poorly represented in the MENA region and little involved in international scientific cooperation. The authors used information retrieval technique based on set theory to search for information and create a database. The results of publication activity analysis results show that joint projects are likely to contribute to an increase in the level of international scientific cooperation. Our map of the region reflects the main areas of science in which it is advisable to develop cooperation. Classic works in the geography of research and innovation activity of the 1960s–1970s on clustering and diffusion of innovations in the 21st century have received new impetus for development with the approach of open innovation and growing importance of interregional network collaboration. Digitalization has provided access to new sources of big data on the movement of key elements of the knowledge economy, including publications—the formalized result of scientific activity. The aim of the article is to identify the center–periphery research ties of one of the largest macroregions of European Russia—the South. The problem was solved to assess the territorial patterns of the formation of interregional research networks with the identification of centers of gravity of various orders and ties between them at the local and national levels. The study was based on the spatial scientometrics method. Geocoded data on publications from the Scopus abstract and citation database were used. The hypotheses about the Moscow-centricity and Petersburg-centricity of the scientific space of the macroregion were verified. The influence of the factors of geographical proximity and diversity of interregional ties was assessed. The results of the analysis revealed significant cooperation in the research field between regions of the South (and the wider South) of the European part Russia. The hypothesis on the presence of several centers of attraction for scientific activity in the macroregion, including Rostov oblast, Krasnodar krai, and Volgograd oblast, has been confirmed. The hypothesis on the interdependence of the level of publication activity and branching of the research network was confirmed. The influence of the factor of territorial proximity in the formation of cooperative ties is low and is manifested mainly in southern Russian regions with relatively low indicators of scientific productivity (primarily in the national republics). Interregional scientific cooperation of advanced regions is not limited to immediate geographical proximity, it is determined by a combination of nonterritorial factors. The Moscow-centricity of regions of the macroregion is typical of most southern federal subjects and is especially pronounced in regions with low internal scientific potential, as well as in new regions that have undergone a period of transformation of scientific systems. Исследование выстраивается на основе библиометрического анализа, который представляет собой ведущий метод для систематизации отобранного библиографического материала. Помимо прочего, сравниваются данные по лингвистическим специальностям за период с 2020 по 2023 год.

This study investigates the relationship between scientific advancement and socioeconomic progress using a scientometric methodology. The research examines publication activity and the Science Development Index (SDI) in different countries, utilizing statistical methods to evaluate the reciprocal impact of science and socioeconomic metrics, namely the Human Development Index (HDI). The results demonstrate a significant, nonlinear association between SDI and HDI, emphasizing the essential role of international cooperation and funding in fostering scientific development. The study emphasizes the importance of scientometric indicators in informing policy-making and fostering sustainable socioeconomic progress.

The relevance of the study is related to the need to assess the level of development of scientific knowledge and the degree of development of individual scientific problems in the field of agricultural economics. The purpose of this work is to study the dynamics of the number of publications in the field of agricultural economics in Russia and highlight their main topics. The main research method is content analysis within the bibliometric research. The results indicate great attention of scientists to various aspects of agricultural economics. However, from 2019 to 2023, the number of publications devoted to agricultural economics decreases. During the period under review, researchers pay the greatest attention to the following topics: “Accounting and analysis of economic activities”, “Financing and lending. Investments”. As the content analysis has shown, a significant number of publications are devoted to the problems of ensuring food security and sustainable development; innovative technologies, including digital ones; development of rural areas; issues related to government support and government regulation, productivity, competitiveness, small business, organic agriculture, investment, efficiency and agricultural management. At the same time, there is a relatively small number of publications devoted to pricing and labor resources, despite the relevance of these topics. In some years, there is a sharp increase in the number of publications on some topics. Thus, in 2019, the attention of researchers was as attracted by the topic of accounts payable and receivable, in 2020–2022 – programs for the development and support of agriculture, in 2020 and in 2023 – automation, in 2022 – import substitution. In 2021, there began to appear publications on the pandemic and unmanned technologies, and in 2023 – on artificial intelligence. Based on the calculation of the TF-IDF measure, it is concluded that there is greater similarity between the topics of publications in adjacent years than in non-adjacent ones. The results obtained can be used to plan the topics of research work.

The high relevance of the problem of digital finance necessitates deepening research in this area, in particular by carrying out a comprehensive analysis of the accumulated knowledge in it. The aim of the present research is to reveal the main trends and determinants of the evolution of scientific investigations in the field of digital finance by means of a bibliometric analysis of publications in the journals indexed by the Scopus scientometric database. This study was carried out in accordance with the traditional approach to bibliometric analysis and is aimed at the following objectives: determining the features of the scientific landscape in the field of digital finance by carrying out an evolutionary analysis of publication activity; identification of the main determinants for the development of research by mapping and clustering the existing array of publications using VOSviewer software. The time frame of the study was set as 2008 - 1st quarter of 2024. The results showed that the term «digital finance» is of an interdisciplinary nature. It is found that China is leading in the number of publications in this area, followed by the United States, Great Britain, and India by a notable margin. 8 clusters have been selected that characterise the key research areas. The results of the bibliometric analysis showed that the most significant development of research in the field of digital finance was in 2021-2023, with an emphasis on the development of fintech, banking services and cryptocurrencies. In 2023, it was found that the number of studies on the following issues increased: the Green Deal, COVID-19, ecosystem formation, and green energy. A primary goal of state scientific and technological policy is to increase the share of publications by Russian authors in scientific journals indexed in international databases. However, statistical analysis has shown that an increase publication activity among Russian authors has occurred against the backdrop of stagnation in the country's scientific and technological potential. Recommendations are provided for improving state scientific and technological policy, as well as for models of evaluating and stimulating the subjects of scientific and scientific-technical activity. Objective: Analysis of the evolution of methods of analysis of publication activity and citation and development of new analytical tools for their analysis: interdisciplinary coefficients, trend diagnostic chart, binary matrix clustering algorithm. Methods: The results of scientometric analysis of the occurrence of the term Activity Index using Google Books and Google Scholar, as well as SJR database were used as research materials. In addition to scientometric analysis, diagnostic and matrix analysis methods were used as research methods. Results: Based on the SJR database (1996-2019), interdisciplinarity coefficients for subject categories and subject area were constructed and calculated for the first 50 countries. The same database allowed the construction of a trend diagnostic chart in the coordinates Activity Index and Average Growth Rate for Documents in order to identify the leaders and outsiders, as well as catch-up countries and countries losing their publication potential. These charts are plotted for the top 20 countries and the top 20 subject categories. For these countries and subject categories, matrices for Activity Index (2019) and Attractivity Index (2017 - 2019) as well as binary matrices for Activity Index (50×20 dimension) before and after applying the clustering algorithm (2019) are constructed. Conclusion: The calculations performed with relative indices can be useful in planning research and scientific collaboration between countries, as they show the comparative advantages and weaknesses of country scientific systems, and also facilitate in finding partner countries for the implementation of joint scientific programs or projects that are mutually beneficial. In the future, it is advisable to build a trend diagnostic chart, when instead of calculating an increase in publication activity over the last three years, an increase in Activity Index values is considered. This paper examines in a mathematically simplified form the incentive system of publication activity adopted by Bulgarian universities. The methodology of the study is a mathematical analysis of a competitive game between multiple players. All proofs are made in the generalised case. It is shown that in this (and similar) mathematical form of the basic formula for calculating players’ rewards, there exists an optimal number of publications at which each player reaches his maximum profit. It is shown that if individual players do not cooperate but follow competitive behavior, they will realise their maximum profits in a Nash equilibrium. It is shown that in this equilibrium some players will prefer to have zero publication activity, which depends on the costs they incur for their publications. Easy done and cheap publications will be more competitive and more numerous. It has been shown that it is more profitable for players to cooperate and minimise the amount of publications rather than compete. Aim . Presentation of the results of the analysis of bibliometric data of Russian scientific journals, thematically covering Eurasian topics, which are available in the bibliographic database of the scientific electronic library eLIBRARY.RU.Tasks. Comparative analysis of the publication activity of journal authors. Analysis of the main thematic areas of research on economic, legal and political processes taking place in the Eurasian space. Identification of ways to solve strategic tasks of countering sanctions by “Western partners”. Methods. The calculations are based on the methods of scientometric analysis of bibliographic data to determine the volume of scientific publications in the field under study. Results . The data on the national share of scientific periodicals, their thematic structure and distribution depending on the status of the publication are presented (Russian Science Citation Index — RSCI, Higher Attestation Commission — HAC, international databases — MNBD). The trends of publication activity are revealed and the bibliometric data of the authors of scientific journals are analyzed.Conclusions . The conducted research is of interest to scientists in the field of regional studies, law, politics, world and national economy.

The research is devoted to the study of the effectiveness of public funding of innovative universities of the Russian Federation that participated in the 5-100 project and have the status of national research universities. Analysis of the spending of taxpayers’ money has always been one of the important elements of federal accounting and control of any state. The 5-100 project itself was an important milestone in the development of Russian universities and in increasing their competitiveness in the international market. Of course, like any significant project with significant funding, “5-100” in all the years of its existence caused a variety of emotions, from complete delight to complete rejection. One of the elements of negative rhetoric was the investment of federal funds for the development of the scientific research of universities. However, during numerous inspections, no significant violations were identified, and the results of the project were found to be satisfactory. At the same time, the authors of this article were interested in exploring the deeper layers of the 5-100 project the relationship between the territorial components and a number of important indicators, such as, for example, publication activity, income from scientific research and a number of others. Based on the analysis of statistical data, the heterogeneity of the ratio of RD results and the volume of budget financing of universities was revealed, and the influence of the territorial factor on the studied indicators was shown. Based on the analysis of eight indicators characterizing the publication activity of university employees and the volume of RD funding, the universities considered in the study are divided into three clusters without considering the territorial feature. The analysis made it possible, among other things, to identify the uneven distribution of budgetary funding for RD. The authors explain this effect by the territorial features of universities, when regional universities receive less funding compared to universities in the Central Federal District and the North-West Federal District. At the same time, not all universities of the Central Federal District and the North-West Federal District are distinguished by a high number of publications in domestic and foreign information and analytical systems of scientific citation. Yet, even with the distribution of funds, which could be more efficient, the significance of the 5-100 project for the development of the higher education system is still great and the current most important projects of the Ministry of Education and Science, such as Priority 2030, continue the best that was in project “5-100”.

The research paper presents the results of Russian articles analysis in the field of neurotechnology and artificial intelligence published from 1998 to 2023 in peer-reviewed journals indexed in the international scientific database Scopus. The methods of scientometric and bibliographic analysis with the construction of terminology maps and cartography were used for the analysis. The analysis allowed to identify the positive dynamics of publication activity in the field of neurotechnologies and artificial intelligence, the most active authors, key topics and areas of cooperation, as well as to form recommendations and describe the prospects for the development of this topic. The presented results can contribute to more effective planning of scientific research and partnerships for further development of the considered sphere and strengthening Russia’s position on the global scientific stage.

Introduction. In the last decades, due to the increased number of international research collaborations, the role of auxiliary institutions which contribute to the development of research publication competencies has increased. Competencies are required for writing, preparing, publishing, and promoting scientific articles. The formation of such competencies is carried out at different levels of higher education as part of the current Federal State Educational Standard (FSES), including prorammes of additional professional education, as well as initiatives of auxiliary university departments and non-university organisations.Aim. This article aims to analyse the resources available for the development of research publication competencies in Russia in terms of the opportunities offered by different participants of the educational process.Methodology and research methods. The study compared and analysed open access regulatory documentation, reviewed and systematised data from the websites of auxiliary university departments and non-university organisations, and used data from in-depth interviews.Results. The article describes the prerequisites for the formation of research publication competencies in higher education in Russia. An overview of effective practices to develop such competencies is given, taking into account the national context and available higher education programmes. The article provides an overview of the functionality of auxiliary university departments and non-university organisations, whose activities support publication activity. The role of academic writing teachers, consultants, translators, editors, and reviewers in the development of the competencies of the authors of scientific publications is determined. The importance of the closer interaction of all participants in the publication process is substantiated: authors, translators, and editors of texts; and teachers of scientific writing courses with editors and reviewers of scientific journals.Scientific novelty. The scientific novelty of this article refers to a detailed description of the resources for the development of research publication competencies and their compliance with the requirements of the Federal State Educational Standard, which have not been investigated in such correlation before.Practical significance. The results can be used to develop a set of measures to systematise approaches to developing research publication competencies.

Relevance. A significant increase in the number of publications devoted to bullying necessitates their evaluation and monitoring in order to structure the scientific literature. Bibliometric analysis, complementing the systematic one, makes it possible to cover large amounts of data over a long period of time, to identify trends and prospects for the development of the subject area. Review articles on bullying issues are based primarily on a systematic approach. Similar bibliometric studies are fragmentary and are devoted to specific aspects of bullying. This study provides an overall assessment of the evolution of bullying research over the past 20 years. Purpose: mapping publications of Russian and foreign scientists on the problems of bullying as a social phenomenon for the period from 2003 to 2022, presented in the eLIBRARY.RU and PubMed databases. Methods: systematic literature review, comparative analysis of publications by Russian and foreign bullying researchers, bibliometric analysis using analytical tools of Google Trends, Google Academy platforms, eLIBRARY.RU and PubMed, as well as the VOSviewer program. Results. Psychological, pedagogical, legal, sociological approaches to understanding bullying as a scientific category are analyzed. A comparative analysis of trends in the study of bullying problems in Russia and abroad was carried out. The universities, journals, authors, whose contribution to the study of bullying is the most significant were identified. The sectoral and subject structure of bullying research is analyzed. Based on the VOSviewer program, clusters of publications in the PubMed database were analyzed. Insufficiently studied and promising areas of bullying research are identified. Practical significance. The main results can be used in scientific activities in determining problem fields, vectors for the development of ideas about the phenomenon of bullying. For novice researchers, the findings can be a guide in choosing the most reputable scientists in the field and specialized journals.

A complex of interconnected strategic, technological, and organisational problems in the development of scientific periodicals in Russia has been identified. The necessity of delineating an independent direction for policy-making and management of the system of periodic scientific publications, as a unified object of management within the strategic documents defining the scientific and technological policy and in the structure of state governance of the scientific and technological sphere, has been substantiated. Measures are proposed and justified to harmonise the national network of scientific journals with the forefront of ongoing scientific research in the country; to strike a balance between global and national languages of science while maintaining the visibility of Russian publications and authors at a global level; to promote self-organisation within science and reinstate the leading role of editorial boards and collegial forms of work; to subordinate infrastructure, the editorial-publishing process, and peer review to editorial boards.

The article is devoted to the determination of the main trends in the development of scientific research in the sphere of startups using the methods of bibliometric and content analyses. In accordance with the set goal, the dynamics of publication activity and the structure of publications in the direction of «startup» in the scientometric databases Scopus and Web of Science were analyzed; the sectoral structure of publication activity on the startup topics is studied; the TOP-5 of scientific publications by the number of citations in the scientometric databases Scopus and Web of Science have been formed; the geographical structure of affiliations of scientists with high publication activity on the startups issues, including individual institutions, is analyzed. In order to identify trends and key areas of research in the sphere of startups, a bibliometric analysis of scientific publications presented in the Scopus and Web of Science was carried out using VOSviewer software, and the main clusters of research were identified, along with the dynamics of their development. According to the results of the study, the author determined the following: 1 – the number of publications on startup topics has been gaining increasing popularity since the 90s of the twentieth century; 2 – the startup topics are of interdisciplinary nature; 3 – 9 clusters of key areas of the startup research (innovation, lean startups, productivity, management, innovative business model, knowledge, growth, ecosystem, business incubator) are identified; 4 – the leaders in the number of publications in this area are the USA, China, Germany; 5 – in 2017–2018 the vast majority of publications were aimed at modeling startups, while in 2018-2020 – innovation and entrepreneurship, and recently there have been studies that are mainly related to the startup ecosystem; 6 – the close relationship between the keywords «Startup» and «Ecosystem» is substantiated, which can be considered a promising direction for the development of scientific research in this area.

The article considers issues of researchers’ work assessment of sectoral research institutes in the Russian Federation. The authors investigate the advantages and disadvantages of the existing system of scientometric indicators with relation to the researchers’ publication activity increase. Practical solutions are proposed to harmonize the internal and external motivation of the researchers’ work of the sectoral research institute in order to ensure the effectiveness of their scientific activities, the implementation of key indicators of the effectiveness of scientific work and to promote the economic and innovative effect of the institute activities. The authors proposed a conceptual system for stimulating the work of researchers through authorship in scientific publications and evaluated its effectiveness. The scientific novelty lies in the development of a system of incentives for authorship in scientific publications to employees of the Railway Research Institute. The practical significance of the study lies in the possibility of applying the incentive system in many sectors of the modern economy.

The article presents the results of the analysis of Russian scientific journals indexed in the international databases Web of Science Core Collection and Scopus, as well as in the List of the Higher Attestation Commission. The purpose of the work is to analyze the publication policy and experience of the development of national scientific platforms of the countries within the EAEU, SCO and BRICS, the analysis of journals indexed in the international scientometric databases and in the List of Higher Attestation Commission by the fields of science. In the study were used methods of analysis, generalization and grouping. Through an analysis, it was determined that the journal list of the Higher Attestation Commission contains mostly scientific periodicals publishing research on economic sciences, clinical medicine and jurisprudence. The relevant publications are of primary interest for evaluating scientific publications in case of forming a list of authoritative journals.

Publication activity in modern society is presented as a driving force of scientific and technological development and as an indicator of university management reporting. The article is devoted to the study of approaches to determining the monetary value of a scientific publication, taking into account different behavior’s motives of researchers and teachers in higher education as authors. The methodological basis of the study was formed by concepts of creating a public good and financial good, concepts of scientific productivity and academic remuneration, neoclassical and neoinstitutional economic theories, approaches to the implementation of state policy in the field of science and education in terms of stimulating scientific publications. Research methods: critical and comparative analysis, with the inclusion of three groups of methods: a) the study of direct and indirect authors’ motives and traps in the publication of scientific papers; b) asset evaluation methods; c) a combination of socio-economic campaigns for monetary evaluation of the results of scientific research. Asset valuation approaches have been adapted to assess the scientific publication’s value from the position of the author as a beneficiary. The theoretical and practical significance of the research lies in the contribution to the value dimension of scientific publications for their authors in the conditions of academic capitalism with potential opportunities to receive monetary income from the results of their research.

The problem of the study - the genesis of the problem of the crisis of professional identity of a teacher in the context of the formation of a new information and communication educational paradigm in the second half of the twentieth century - early twenty-first century. The analysis of the scientific and pedagogical literature of the second half of the twentieth century - the beginning of the twenty-first century demonstrates that the transition to a new paradigm of education was marked by the emergence of a crisis of professional identity, which is also emphasised by the ambiguity of definitions of the concept of professional identity. In the modern scientific and pedagogical discourse, a teacher is seen as a person with numerous roles. The scientific, theoretical and philosophical foundations for considering research activities and publication activity as key indicators of the level of professional identity of a teacher are identified and substantiated. An empirical study of the opinions of practicing teachers in Poland, Slovakia, Ukraine and Sweden on research and publication activity is carried out. The text is devoted to a consideration of the "information explosion" phenomenon. The exponential growth of publications is compared to the (similarly exponential) growth of population, especially in the countries where most of the publications are created. The increasing tertiary education gross enrolment ratio (naturally associated with involvement in the publication process) is also taken into account. The text comes to a conclusion that either the exponential growth of publications must decrease its base value in our future, or we are heading towards a time point where an increasing number of publications find no readers (if that point is not yet behind us).

The article presents comparative data concerning the types of the same publications between two of the world's leading scientific information systems – Web of Science and Scopus – and publishers. This paper shows significant differences in the typification of documents in a sample of the 3843 most actively cited works with Russian authorship of various types for the period 2010–2020. It shows that the type of publication is not an obvious criterion: the same work can be assigned different types depending on the source of information. The revealed discrepancies of information from various sources give grounds for a certain skepticism regarding the correctness of the formulation of tasks in the analysis of publication activity concerning the accounting of publications of only certain types. The results of this study suggest that if it is necessary to take into account only certain types of publications, information on the types of documents should be verified with the original information from publishers. Achieving financial security becomes one of the main tasks of the government, business management, investors and citizens. However, at the same time, the very comprehension of the essence of such security is ambiguous, as well as the mechanism for achieving it. The purpose of the article is to identify the trends and key areas of financial security research by conducting a bibliometric analysis of scientific publications that are indexed in the Scopus database. A thorough review of the evolution of financial security research was conducted from 1951 to March 2023. 2,515 publications indexed in the Scopus that contain the term "financial security" in their titles, abstracts and keywords were analyzed. The VOSviewer software was used to build network maps of the relationship between keywords, visualize the relationships between scholars from different countries, and build a network map of the relationship between keywords in chronological order. The results showed that since the beginning of the 90s of the 20th century, the number of publications on financial security has been increasing annually; the term "financial security" is used in the research of various fields of science; the majority of publications on financial security appeared between 2014 and 2020. The leadership of such research belongs to the USA, the United Kingdom and China. Visualization of the network map of common words based on bibliographic data allowed us to single out 11 clusters that characterize the key areas of financial security research. The following keywords were identified in each cluster: employment security, financial efficiency and stability, life safety, financial risks, social security, financial technologies, psychological state, economic security, family and personal security, financial literacy, and the covid19 pandemic. To assess the publication effectiveness of the Federal Scientific and Technical Program for the Development of Synchrotron and Neutron Research and Research Infrastructure for 2019–2027 (Program), its developers proposed the special search query in Web of Science Core Collection (WoS). The purpose of the study is to determine effective approaches to adaptation of the search query providing the most complete coverage of the Program topics publications and applicable to international and domestic databases. In publications from applications for participation in the Program, we identified keywords to validate the search query. We used keyword search in WoS, Scopus, core of Russian Index of Science Citation, identification of publications by using WoS and Scopus APIs, graph building in VOSviewer, Yet Another Keyword Extractor text mining method. On the basis of empirical data, a multistage algorithm was proposed to the formation of a specific scientific and technological field collection of publications in bibliometric databases.

The article presents the results of the first stage of functioning of Perm Polytechnic University as anational research university in conditions of state support. Priority directions and spheres of NRU activity have been marked out. The goals and perspectives of university development have been outlined. The university develops its activities based on the unity of educational, scientific and innovational processes, participates in formation of a global education and research space, provides training for a new generation specialists adapted to socio-cultural conditions of Russia and first-rate countries, contributes to the success of its graduates in competitive environments.

The article focuses on a topical problem of formation researcher’s communication skills. This problem is closely connected with the formation of scientific culture, academic writing,both in native language and in English. The authors adhere the position that this problem, especially referring to technical universities, can be solved by modeling the technology for academic skills formation, including academic reading, academic writing and also research speaking. The necessary step is creating at the university scientific environment that ensures scientific communication. This function can be delegated to a special sub-division such as thecentre for research communication development.

Objective: To study and evaluate the impact and/or connection between the financial motivation of the employees of the South Kazakhstan Medical Academy (SKMA) and their scientific and publication activities. Methods: An analysis of the publication activity of SKMA employees for the 2018-2020 period was carried out. Based on the “Regulations on reimbursement of expenses and payment of remuneration for the publication of research results in the scientific journals and proceedings” developed in the SKMA, data from the accounting department of the SKMA, which made payments annually and quarterly, from 2018 to 2020, were used and processed. Results: While in 2018 the number of publications in the Scopus and Web of Science databases was 21, thereafter in 2019 this number was increased by 12.5%, and in 2020 – by 40% (compared to 2018). In 2021, there was a decrease in the total number of articles by 14.3% compared to 2020. However, the number of articles in the Q1-Q2 Web of Science journals in 2021 almost doubled compared to 2020. For publications in 2018, an amount of 1,076,350 tenge was paid in the form of remuneration, which in 2019 and 2020 increased to 1,300,120 and 1,845,480 tenge respectively. Federal target program “Research and development in priority areas of development of the scientific and technological complex of Russia for 2014-2021” defines transport and space systems as a priority area of strategic importance for the country’s economy. The aim of the work is to study the state of research and development in the field of study and development of transport and space systems based on performance analysis, as well as to compare the effectiveness of scientific activities of educational organizations of higher education and scientific organizations in this area.Materials and methods. The information base of the study was statistical data and analytical information reflecting the state of research and development in the field of study and development of transport and space systems. The methodological base of the study is statistical methods of information analysis: analysis of variance, testing of statistical hypotheses, non-parametric criteria for comparing samples, analysis of time series, structural analysis.Results and discussion. The article reflects the results of the Institute for the Study of Science of the Russian Academy of Sciences monitoring the scientific potential of organizations conducting research and development in the priority area of scientific and technological development “Connectedness of the territory of the Russian Federation through the creation of intelligent transport and telecommunication systems, as well as the occupation and retention of leadership positions in the creation of international transport and logistics systems, the development and use of outer space and air space, the World Ocean, the Arctic and Antarctic”. This publication, in particular, analyzes the effectiveness of research and development in the priority area “Transport and space systems”.As a result of the analysis, conclusions were drawn about the main directions and trends of research and development in the field of studying and developing transport and space systems in Russia for the period 2015-2019. With the help of methods of dispersion analysis, nonparametric criteria, etc., a comparison was made of the effectiveness of scientific activity of educational organizations of higher education and scientific organizations.The analysis showed that international publishing analytical systems occupy a greater weight in the volume of publications compared to the Russian Science Citation Index (RSCI).Researchers of educational organizations of higher education have 5 times more publications than employees of scientific organizations, which can be explained by overestimated requirements for positions of faculty and the formation of “garbage” articles. In terms of citation, 2017 was the most successful year for Russian researchers in the field of transport and space systems. At the same time, the citation of researchers from educational organizations was 3-3.5 times higher in international publications and twice as high in RSCI publications. Scientific organizations in the field of scientific, design, technological works show much greater effectiveness and efficiency compared to educational institutions of higher education. For the period 2015-2019 a trend towards a decrease in the results of intellectual activity was revealed for all organizations under consideration.The analysis also showed the low performance of small innovative enterprises in this priority area for the period 2015-2019. In Russia, they have not received proper development. Dispersion analysis, testing of statistical hypotheses using nonparametric methods made it possible to compare the results of the activities of scientific organizations and organizations of higher education.Conclusions. Thus, one of the ways to increase the efficiency and effectiveness of science in Russia can be attributed to the revival of the system of research institutes, the activities of which would be aimed at meeting the specific scientific needs of the state.

Objective. The existing approach to assessing the publication activity of scientific, higher educational institutions and scientists (including through the Russian Scientific Citation Index) does not reflect the true effectiveness of their scientific activities. Key indicators for assessing publication activity - the citation index and the Hirsch index are formed on the basis of the data provided by the RSCI and cannot reliably establish the authorship of the publication, the contribution of each coauthor, and the methodology for accruing indicators of scientific activity requires serious adjustment and improvement. The existing methodology for assessing publication activity stimulates multiple coauthorship in publications, to which the co-authors are often not directly related, which distorts the science-metric indicators, stimulates immutation science and increases citation indicators due to unjustified self-citation. In this regard, the subject of the study is the state of scientifometry and the methods used to evaluate publication activity. The aim of the study is to develop a methodology for assessing the publication activity of authors and organizations. Method. As a method of research, system analysis, geometric modeling, and mathematical calculations are used. Result. As a result, a methodology for evaluating scientifometric indicators was developed, a methodology for calculating a new index of publication activity was developed, a geometric and mathematical model of the new index was presented. Conclusion. The developed index of publication activity makes it possible to more accurately take into account all indicators of the effectiveness of scientific activity: the credibility of the journal and the author, the total number of citations; co-authorship; publication activity of the last five years, etc.

The article aims to study the effectiveness of teachers’ research activities at pedagogical universities. This indicator is measured by scientific publications that promote scientific research results and the dissemination of scientific flows that affect productivity and effectiveness of scientific activities at universities. The main methods of research are the quantitative analysis of the characteristics of teachers’ publication activity at pedagogical universities, the analysis of bibliometric data and their classification, statistical and comparative analysis. Within the framework of the study, a literature review is presented. The article highlights the results of the of the teachers’ publication activity analysis over the past five years and trends in the development of publication activity. The authors have also provided an analysis of the quality and the level of journals in which authors affiliated with pedagogical universities are published. In addition, the shortage of peer-reviewed journals for educational research publication is revealed. The conclusions are made about the specifics of promoting research of pedagogical universities: orientation of university teachers to publish research results in peer-reviewed journals; formation of collaborations with the leading Russian and foreign scientists or research groups for joint research. The authors also propose measures to eliminate difficulties in the teachers’ publication activities: training in the basics of legal literacy for intellectual activity results protection and promotion, as well as the formation of a support system for scientific and pedagogical staff for publishing research results in peer-reviewed journals.

The article analyzes the main trends in the development of the scientific and pedagogical personnel training system in Russia and foreign countries. The main method of collecting empirical information is quantitative content analysis of the leading universities’ site content. The case selection is based on the QS (Quacquarelli Symonds World University Rankings – 2016 and 2020) – global university ranking (top 500). The selection of Russian universities has been carried out on the basis of the QS BRICS – 2016 and 2020 university ranking. Based on the results of the selection of the leading universities, 60 universities of North and Latin America, Russia, China, Europe, and Australia have been selected. The comparison criteria of higher education institutions are codified in the content analysis matrix. We compared the entry requirements, the content and organization of the doctoral studies, and the “exit” – the learning outcomes. The results of the research are the distinctive characteristics of the Russian teacher training doctoral programs and foreign doctoral programs EdD, EdLd, PhD in Education. It is revealed that foreign universities are characterized by an orientation to a variety of labor markets, differentiation of programs and career paths; studentoriented approach; flexible choice of learning formats; focus on the preparation of the author’s original research; close attention to the idea of the dissertation research, programs, scientific publications, dissertation text, multilevel assessment (program Manager, scientific consultant, elective teachers on the topic of the dissertation, the head of the postgraduate seminar, external experts); online learning; high quality of technical and informational environment. The characteristics of the Russian doctoral studies, which impede differentiation of the paths of dissertation preparation by doctoral students depending on the specifics of the scientific research area, limit the possibility of implementing the practical results of the dissertation and reduce the potential for professional growth of doctoral students.

The publication activity of Russian scientists in various fields in chemistry is analyzed. Data on the indexing of articles of Russian Empire chemists in Chemisches Zentralblatt and Chemical Abstracts indicate active development of Russian science at the end of the 19th century and its rapid recovery and competitive ability after the First and Second World Wars. The collapse of the USSR dealt a severe blow to the scientific potential of the country, which was among the top five in all areas of chemical science before 1990. Currently, Russian scientists hold the strongest positions in the field of organic, inorganic, and physical chemistry. The number of publications of Russian scientists in foreign journals exceeds 50% of the total number of papers, and one third of the research is carried out with international cooperation. As has been noted on numerous occasions, between 2012 and 2021, the pace of publications by Russian researchers rapidly increased; however, this growth was uneven in both quantitative and qualitative terms. Moreover, some research organizations had zero or even negative publication activity growth. To achieve a full understanding of the real development processes of the research sector requires analysis of the dynamics of dozens of indicators for hundreds of organizations. However, the question remains: how can these numerous data series be studied? To address this problem, this article proposes a method of classifying trends in time series based on a combination of three statistical tests of randomness against trend: the Cox-Stuart test, the inversion test of randomness, and the Mann–Kendall test. The method is used to classify a series of scientometric parameters that characterize various aspects of the publication activity of 701 leading Russian research organizations and universities, including a comprehensive publication score (an analogue of the official Composite Score for Publication Performance (CSPP)), the average quality level of publications, and the share of articles in conference proceedings. The differences trends of organizations of different types and performance categories are identified. To inform a response to recent critiques of physical and health education (PHE) research activity within Canadian universities, this research inquired into peer-reviewed PHE publications by Canadian-based authors between 2010 and 2015 via an analysis of published research method framed within a 'health' metaphor. The three-phase method involved: (a) identifying Canadian-authored English-language PHE journal articles via targeted database keyword searches designed in consultation with an academic librarian and the Physical and Health Education Canada Research Council executive; (b) categorizing the publications by extracting data related to author affiliation, journal name, research question, and funding acknowledgement; and (c) conducting basic descriptive statistics to report findings on publication topics, authorship characteristics, journal outlets, and funding rates and sources. Results were interpreted through the lens of common criteria within Canadian tenure, promotion, and performance reviews for 'healthy' research publication activity: quantity of publications, prestige of publication outlets, knowledge mobilization to national and international practitioners and academics, and (external) funding. Findings revealed relatively 'healthy' measures of publication quantity, prestigious external funding, and nationally-focused knowledge mobilization to stakeholders inside and outside of academia. However, findings also revealed limits in the proportion of research published in prestigious journals and journals easily accessible to international audiences, both of which could be interpreted or represented (and subsequently weaponized) by others as 'illness'. While it is neither our aim, nor place, to prescribe a way forward – as that is for the larger community of Canadian-based PHE scholars to consider together – it is our hope that this research provides the descriptive data and reflection needed to inform the beginnings of evidence-based discussion, action, and advocacy regarding PHE research publication activity in Canada.
