- Abstract
There are a large number of the cascade reservoirs in small and medium-sized watersheds in China. Once a certain reservoir in the cascade reservoirs breaks due to catastrophic floods, strong earthquakes, or major engineering hazards, it may form a "domino effect", which will bring catastrophic consequences to the safety of the entire cascade reservoirs. This article used a combination of qualitative and quantitative analysis to calculate the probability and the consequences of the cascade reservoirs. Based on the risk matrix method, a risk assessment standard for the cascade reservoirs in small and medium-sized watersheds was proposed, providing a basis for risk assessment of cascade reservoirs. Taking the D, E, and H cascade reservoirs as an example, when the S River basin encountered floods exceeding the verification standard, the risk level of the cascade reservoirs was determined as Level II high risk based on the calculated probability and consequences of the dam break. Therefore, engineering and non-engineering measures were proposed to reduce the risk of the entire cascade reservoirs, ensuring the high-quality and safe operation of the cascade reservoirs in China.
