Specific protection goals (SPGs) comprise an explicit expression of the environmental components that need protection and the maximum impacts that can be tolerated. SPGs are set by risk managers and are typically based on protecting populations or functions. However, the measurable endpoints available to risk managers, at least for vertebrates, are typically laboratory tests. We demonstrate, using the example of eggshell thinning in skylarks, how simulation can be used to place laboratory endpoints in context of population-level effects as an aid to setting the SPGs. We develop explanatory scenarios investigating the impact of different assumptions of eggshell thinning on skylark population size, density and distribution in 10 Danish landscapes, chosen to represent the range of typical Danish agricultural conditions. Landscape and timing of application of the pesticide were found to be the most critical factors to consider in the impact assessment. Consequently, a regulatory scenario of monoculture spring barley with an early spray treatment eliciting the eggshell thinning effect was applied using concentrations eliciting effects of zero to 100% in steps of 5%. Setting the SPGs requires balancing scientific, social and political realities. However, the provision of clear and detailed options such as those from comprehensive simulation results can inform the decision process by improving transparency and by putting the more abstract testing data into the context of real-world impacts. SummaryAs a result of agricultural intensification, populations of farmland birds have been in steep decline for several decades. Reduction in food abundance has been mentioned as one factor behind these declines. Extensive farm management, such as use of organic methods, is expected to provide more food for birds. In this study we compared invertebrate prey abundance for birds during the breeding season between organic and conventional arable farms. We made comparisons for three different groups of birds: (1) birds feeding on soil-living invertebrates (earthworms), (2) birds feeding on ground-dwelling invertebrates and (3) birds feeding on aerial invertebrates. Invertebrate abundance was compared between organic and conventional farms, crop and non-crop habitats, and between crop and non-crop habitats under the same farm management. On organic sites, earthworm abundance was 2–4 times higher than on conventional sites, but no differences were found between crop types. Total abundance of ground-dwelling invertebrates did not differ between organic and conventional sites, but positive effects were found for several individual taxonomic groups, such as carabid beetles and spiders. On organic farms, invertebrate abundance was higher in carrots, cereals and onions compared to other crops; on conventional farms this was true for onions. When compared with most crops, ground-dwelling invertebrate abundance was low in uncropped field margins and on ditch banks. On organic farms, aerial invertebrate abundance was approximately 70% higher than on conventional farms. On cereal fields, aerial invertebrates were especially abundant.

1. Increasing concern over the environmental impact of agriculture in Europe has led to the introduction of agri-environment schemes. These schemes compensate farmers financially for any loss of income associated with measures that aim to benefit the environment or biodiversity. There are currently agri-environment schemes in 26 out of 44 European countries. 2. Agri-environment schemes vary markedly between countries even within the European Union. The main objectives include reducing nutrient and pesticide emissions, protecting biodiversity, restoring landscapes and preventing rural depopulation. In virtually all countries the uptake of schemes is highest in areas of extensive agriculture where biodiversity is still relatively high and lowest in intensively farmed areas where biodiversity is low. 3. Approximately e24.3 billion has been spent on agri-environment schemes in the European Union (EU) since 1994, an unknown proportion of it on schemes with biodiversity conservation aims. We carried out a comprehensive search for studies that test the effectiveness of agri-environment schemes in published papers or reports. Only 62 evaluation studies were found originating from just five EU countries and Switzerland (5). Indeed 76% of the studies were from the Netherlands and the United Kingdom, where until now only c. 6% of the EU agri-environmental budget has been spent. Other studies were from Germany (6), Ireland (3) and Portugal (1). 4. In the majority of studies, the research design was inadequate to assess reliably the effectiveness of the schemes. Thirty-one percent did not contain a statistical analysis. Where an experimental approach was used, designs were usually weak and biased towards giving a favourable result. The commonest experimental design (37% of the studies) was a comparison of biodiversity in agri-environment schemes and control areas. However, there is a risk of bias if either farmers or scheme co-ordinators select the sites for agri-environment schemes. In such cases the sites are likely to have a higher biodiversity at the outset compared to the controls. This problem may be addressed by collecting baseline data (34% of studies), comparing trends (32%) or changes (26%) in biodiversity between areas with and without schemes or by pairing scheme and control sites that experience similar environmental conditions (16%). 5. Overall, 54% of the examined species (groups) demonstrated increases and 6% decreases in species richness or abundance compared with controls. Seventeen percent showed increases for some species and decreases for other species, while 23% showed no change at all in response to agri-environment schemes. The response varied between taxa. Of 19 studies examining the response of birds that included a statistical analysis, four showed significant increases in species richness or abundance, two showed decreases and nine showed both increases and decreases. Comparative figures for 20 arthropod studies yielded 11 studies that showed an increase in species richness or abundance, no study showed a decrease and three showed both increases and decreases. Fourteen plant studies yielded six studies that showed increases in species richness or abundance, two showed decreases and no study showed both increases and decreases. 6. Synthesis and applications. The lack of robust evaluation studies does not allow a general judgement of the effectiveness of European agri-environment schemes. We suggest that in the future, ecological evaluations must become an integral part of any scheme, including the collection of baseline data, the random placement of scheme and control sites in areas with similar initial conditions, and sufficient replication. Results of these studies should be collected and disseminated more widely, in order to identify the approaches and prescriptions that best deliver biodiversity enhancement and value for money from community support.

FR2116; International audience; In front of land use changes, there has been a wide decline in biodiversity. In this study, we analysed the numerical response of two diurnal raptor species, the common buzzard and the Eurasian kestrel to different agricultural landscape contexts. We carried out a 3-year survey of the abundance of these two species in three agricultural landscape contexts that are known to form a gradient of land use intensity and hedgerow network fragmentation. We also considered the variation in prey abundance related to these land use changes. The two raptor species showed negative but differentiated response patterns to land use intensification and smallmammalabundance. The abundance of thecommonbuzzard decreased significantly with the reduction of hedgerows, woodlots and grasslands areas, as well as with the decrease in prey abundance at the landscape scale. The abundance of the Eurasian kestrel showed the same trend, but fall of abundance was less marked and not significant. This resulted in a reverse ratio of species density according to agricultural intensification and landscape openness. Specific feeding habits, nesting habitats and spatial partitioning in foraging areas could explain the difference in the numerical response observed for these two raptor species. Buzzards forage mainly on highly profitable prey areas and avoid highly fragmented woodland habitats for nesting. Kestrels seem less dependent on semi-natural habitats, are able to nest in more fragmented landscapes and are better adapted to exploit less abundant but more widespread small mammal prey species within the cultivated matrix. The study may help to evaluate carrying capacities of agricultural landscapes in accordance with ecological life traits of these two raptor species.

The impacts of agricultural land use are far-reaching and extend to areas outside production. This paper provides an overview of the ecological status of agricultural systems across the European Union in the light of recent policy changes. It builds on the previous review of 2001 devoted to the impacts of agricultural intensification in Western Europe. The focus countries are the UK, The Netherlands, Boreal and Baltic countries, Portugal, Hungary and Romania, representing a geographical spread across Europe, but additional reference is made to other countries. Despite many adjustments to agricultural policy, intensification of production in some regions and concurrent abandonment in others remain the major threat to the ecology of agro-ecosystems impairing the state of soil, water and air and reducing biological diversity in agricultural landscapes. The impacts also extend to surrounding terrestrial and aquatic systems through water and aerial contamination and development of agricultural infrastructures (e.g. dams and irrigation channels). Improvements are also documented regionally, such as successful support of farmland species, and improved condition of watercourses and landscapes. This was attributed to agricultural policy targeted at the environment, improved environmental legislation, and new market opportunities. Research into ecosystem services associated with agriculture may provide further pressure to develop policy that is targeted at their continuous provisioning, fostering motivation of land managers to continue to protect and enhance them.

Although arable landscapes have a long history, environmental problems have accelerated in recent decades. The effects of these changes are usually externalized, being greater for society as a whole than for the farms on which they operate, and incentives to correct them are therefore largely lacking. Arable landscapes are valued by society beyond the farming community, but increased mechanization and farm size, simplification of crop rotations, and loss of non-crop features, have led to a reduction in landscape diversity. Low intensity arable systems have evolved a characteristic and diverse fauna and flora, but development of high input, simplified arable systems has been associated with a decline in biodiversity. Arable intensification has resulted in loss of non-crop habitats and simplification of plant and animal communities within crops, with consequent disruption to food chains and declines in many farmland species. Abandonment of arable management has also led to the replacement of such wildlife with more common and widespread species. Soils have deteriorated as a result of erosion, compaction, loss of organic matter and contamination with pesticides, and in some areas, heavy metals. Impacts on water are closely related to those on soils as nutrient and pesticide pollution of water results from surface runoff and subsurface flow, often associated with soil particles, which themselves have economic and ecological impacts. Nitrates and some pesticides also enter groundwater following leaching from arable land. Greatest impacts are associated with simplified, high input arable systems. Intensification of arable farming has been associated with pollution of air by pesticides, NO2 and CO2, while the loss of soil organic matter has reduced the system's capacity for carbon sequestration. International trade contributes to global climate change through long distance transport of arable inputs and products. The EU Rural Development Regulation (1257/99) provides an opportunity to implement measures for alleviating ecological impacts of arable management through a combination of cross-compliance and agri-environment schemes. To alleviate the problems described in this paper, such measures should take account of opportunities for public/private partnerships and should integrate social, cultural, economic and ecological objectives for multifunctional land use.
