Cambodia, currently classified as a lower-middle-income developing country, aspires to reach upper-middle-income status by 2030. To achieve this ambitious goal, the Cambodian government has embraced an open market economic system and prioritized attracting foreign investments as well as encouraging final consumption expenditure (FCE) and stimulating the level of industries, including construction. This study aims to find out the influences of the fluctuations of foreign direct investment (FDI), FCE, and industry (including construction) (IIC) on gross domestic product (GDP) growth in Cambodia and to identify the key factors that can increase FDI, FCE, and IIC growth. The study employs descriptive and correlational analysis, mainly focusing on statistical analyses by constructing an econometric model. The results indicate that Cambodia’s GDP is directly and positively impacted by the FDI, FCE, and IIC, according to the analysis of the specification of the econometric model using a linear mathematical equation. The study concludes that the Cambodian government’s attention to strategic policies and initiatives in promoting FDI, FCE, and IIC, ultimately leading to a higher overall economic growth rate, is crucial. Factors such as political stability and governance, regulation and legal framework, infrastructure, human capital development, market access, publicprivate partnership, fiscal policy, and social protection should be at the forefront of the Cambodian GDP development roadmap.

Many events that have occurred at the political, economic and cultural levels have once again demonstrated that the welfare, development and security of the Turkic states are highly interdependent and overlap. Today, the importance of regional organizations in creating a common strategic vision is increasing. Such platforms are used to promote greater mutual support and solidarity. One of the platforms serving these goals is the Organization of Turkic States. The Turkic world needs to adapt to the realities that are emerging on the geopolitical plane to meet the needs at the regional level in the context of rapid changes throughout the world. In particular, this situation has become even more important due to the wars that have occurred recently. For this reason, the adaptive and transformational potential of the Turkic world, especially in the field of information and media, is becoming increasingly important every day. This is possible by monitoring and applying the latest trends in the field in question. Given the need to form media policy as a tool of "soft power" in modern politics, there is a need to analyze the information flow and determine adequate and timely approaches to solving a particular problem. In this context, the transformation of the information and media field into an ideological weapon through the use of common values, traditions and historical potential of the Turkic world serves the purpose of developing a vision based on an awareness of global dynamics. Analysis of modern socio-political reality reveals the need to ensure information security. In this regard, taking into account the role of the media in the transformation of state-political, sociocultural and other spheres of society, it is advisable to develop skills in managing society through media tools. The aim of this paper is to discuss the management aspect of artificial intelligence development policy by the national regulators of the 27 European Union (EU) member states. The solutions formulated by three of them—Germany, France (as a pioneers), and Poland—are analyzed in depth. The obtained results allow us to conclude that out of 27 EU countries, only one has not yet prepared its strategic project on artificial intelligence (AI) development, while among the existing policies one can find significant differences in the approach to the matter of strategic management. The research methods used are content analysis and comparative analysis of selected source documents. In the course of the deliberations presented, key legal acts concerning the areas of AI and modern technologies are cited. The presented work formulates a starting point for further research and directions of changes in the management of AI development policy. The attention of subsequent researchers should focus on the possibility of a detailed analysis of other documents published by EU member states, a comparison of policies of other countries across the world, and even an attempt to examine the global dimension of AI strategies. The article addresses the problem of creating law only following, rather than preceding, the emergence of technological changes, the lack of systemic regulation of AI tools and mechanisms, as well as the absence of integrated forms of international cooperation with a strategic and long-term dimension. One of the most successful defence pacts in history, Australia's alliance with America is becoming ever more central to our strategic policy. This is a bipartisan trend that has been supported by previous governments, including in the Morrison government's 2020 Defence Strategic Update, and is being implemented by the Albanese government, as confirmed in its 2023 Defence Strategic Review. At the same time, successive U.S. administrations have refocussed on the Indo-Pacific despite competing strategic priorities in other regions, including the Ukraine war. This has led to Australia and America pursuing a policy of deeper integration of their armed forces at the operational and strategic levels. This is most visible in northern Australia, whose value to Australian and allied defence planning is increasing for geopolitical reasons. Building on the Marine rotational force in Darwin announced in President Obama's pivot to Asia, U.S. force posture initiatives are upgrading northern Australian defence infrastructure and deploying additional forces for exercises and contingency planning at a time when Australia is also investing in its northern bases. While cutting-edge capabilities such as SSN-AUKUS submarines will boost Australia's strategic contribution to the alliance, its strength lies in the solid public support it enjoys. 19. Evaluating Australian drought policy from the perspective of good-practice strategic policymaking.

The sustainable management of Australia's natural resources has increasingly attracted policy interventions by the Australian government. Drought policy represents one sector where the Australian government is a signatory to sustainable use of natural resources, cognisant of the nexus between agricultural production practices and environmental condition. A strategic sustainability policy evaluation framework is applied to drought policy to analyse policy design and process relationships with a view to informing improvements in these policy facets. The analysis finds that at the national level, the nature of the policy problem is inadequately defined, giving rise to generic objectives and overly narrow policy instrument choices that are inconsistent with the complex nature of drought and resilience objectives. Policy instrument choice is focussed on farm financial viability, with simplistic correlations drawn between farm profitability and improved social and environmental wellbeing. The appetite for broader structural reforms to agricultural and rural community development are lacking politically and by industry, but necessary given emerging social, economic and environmental challenges to agriculture. Structural reforms will be inevitable if the complexities between production and sustainable natural resource management are to be reconciled. More systemic and nuanced understandings of resilience and drought risk are needed to deliver on the policy ambition of drought resilience. [ABSTRACT FROM AUTHOR]

20. A Roadmap with Strategic Policy toward Green Hydrogen Production: The Case of Iraq.

The study proposes a comprehensive framework to support the development of green hydrogen production, including the establishment of legal and regulatory frameworks, investment incentives, and public-private partnerships. Using official and public data from government agencies, the potential of renewable energy sources is studied, and some reasonable assumptions are made so that a full study and evaluation of hydrogen production in the country can be done. The information here proves beyond a doubt that renewable energy makes a big difference in making green hydrogen. This makes the country a leader in the field of making green hydrogen. Based on what it found, this research suggests a way for the country to have a green hydrogen economy by 2050. It is done in three steps: using green hydrogen as a fuel for industry, using green hydrogen in fuel cells, and selling hydrogen. On the other hand, the research found that making green hydrogen that can be used in Iraq and other developing countries is hard. Sorghum is an important food crop commodity in the midst of climate change conditions and the threat of a global food crisis. Sorghum, which has an adaptive advantage to all land conditions, is suitable for use as a food substitute for rice and wheat. The purpose of this study was to evaluate the economic value, farmers' perceptions, and specific strategies for developing sorghum in Central Java and Yogyakarta, Indonesia. The research was conducted in Wonogiri Regency, Central Java, and Gunungkidul Regency, Yogyakarta from September to November 2022. The research was carried out through the observation of 120 respondents with indicators of farming characteristics and farmers' perceptions of sorghum development, as well as focus group discussions (FGD) and depth interviews with indicators of internal and external factors for sorghum development. The analysis used is benefit cost (BC) to evaluate the economic value of sorghum farming, the Likert scale to determine farmers' perceptions of sorghum, and Strength Weak Opportunity Threat (SWOT) to determine specific strategies for developing sorghum. The results showed that sorghum farming is feasible to develop in Wonogiri Central Java and Gunungkidul Yogyakarta because it provides a profit value greater than production costs with a BCR value of >1. The perception of farmers in Central Java regarding the development of sorghum is included in the very good category with an average value of 3.31, and the perception of farmers in Yogyakarta is included in the good category with an average value of 2.55. The operational policy strategy for developing sorghum in Wonogiri Central Java and Gunungkidul Yogyakarta is an expansion strategy (S-O). [ABSTRACT FROM AUTHOR]

Strategic choices are critical and are essential to the future success of any organization. Strategic decisions made by the leaders are significant because they contribute to the implementation of the programs of the madrasah. This study examines school-based management strategies related to decision-making policy, decision-making model, participatory decision-making practice, and decision-making policy implementation. This study recruited 32 participants to participate in this study. Using record analysis, observation and interview data were obtained. The results show (1) that the principal needs a school-based approach that emphasizes aspects of spirituality and religion and maintains the importance of peace to enhance the performance of the madrasah, (2) that the principal frequently monitors teaching staff in their daily work, and (3) that the principal should make decisions on the basis of the mutual decision-making process. Participatory democracy is emphasized by the strategic decision-making process, such that all members of society have a say in what decisions are made and how they are enforced. Governments develop policies that set strategic directions on matters of national significance, referred to in this paper as strategic policies. Australia's Commonwealth Government develops and influences national environmental and sustainability policies despite having limited constitutional powers in the management of natural resources. The Commonwealth Government has, over the past three decades, developed strategic policies aimed at sustainably managing forests, water, soils and agricultural lands. The design and implementation arrangements of environmental policies that have endured is not well studied, and this paper addresses this knowledge gap in the context of a federal system. The National Forest Policy Statement, the National Water Initiative and the Natural Heritage Trust have endured centre-left Labor and centre-right Coalition Governments, and serve as case studies. These policies have required structural adjustments to industries to varying degrees to limit impacts on the environment, leading to contestations about policy objectives. The policy cycle serves as the primary heuristic for analysis and the research finds that policy objectives are constrained by the Commonwealth Government's limited constitutional powers on environmental matters. Its participation in strategic policies is driven through notions of resolving a crisis and the policies endure in a phase of indifference to the original policy objectives. [ABSTRACT FROM AUTHOR]

Financial inclusion is a key concern that has achieved much impulsion in the last two decades internationally. It has the scope of reporting of financial scheme and institutions to the underserved community in the economy. This study examined the effect of financial innovation on economic growth with the mediation of financial inclusion. To address the relationship researchers in this study have used measures from a dataset of low and lower middle income group economies over a sample period from 2010-2017. The results of this study shows that financial innovation creates opportunities for financially excluded segment of the society which results in financial inclusion that leads to economic growth of low and lower middle economies. Therefore, financial innovation is a way for creation of financial inclusion in low and lower middle economies.

This study established a model for developing a strategic policy for unmanned autonomous ships. The decision matrix was used to develop policy programs, and SWOT analysis was employed to summarize the proposed strategy. This study analyzed programs for the reform of the system of maritime education, the technological development of autonomous ships, and legislative amendments regarding autonomous ships and used a decision matrix to select the most prudent and essential program alternatives. However, insufficient information is currently available on the basis of which to develop and implement an optimal program by using the decision matrix method alone. Therefore, SWOT analysis, which can be used to analyze internal and external factors, was conducted to acquire a concrete strategy. This is the first study to discuss the development of a strategy for unmanned autonomous ships by combining the decision matrix and SWOT method. This study also provides examples for future research and policy development. The strategies proposed herein are developing semiconductor and information technology, hosting and participating in technology exchange meetings, acquiring autonomous technology, and developing autonomous monitoring and navigation technology. This study's finding have implications for policies on unmanned autonomous ships, represent a valuable reference for the development of such policies in Taiwan, and provide direction for decision-making on a global scale. Background: To investigate the impacts of the COVID-19 pandemic on the health workforce, we aimed to develop a framework that synergizes natural language processing (NLP) techniques and human-generated analysis to reduce, organize, classify, and analyze a vast volume of publicly available news articles to complement scientific literature and support strategic policy dialogue, advocacy, and decision-making., Objective: This study aimed to explore the possibility of systematically scanning intelligence from media that are usually not captured or best gathered through structured academic channels and inform on the impacts of the COVID-19 pandemic on the health workforce, contributing factors to the pervasiveness of the impacts, and policy responses, as depicted in publicly available news articles. Our focus was to investigate the impacts of the COVID-19 pandemic and, concurrently, assess the feasibility of gathering health workforce insights from open sources rapidly., Methods: We conducted an NLP-assisted media content analysis of open-source news coverage on the COVID-19 pandemic published between January 2020 and June 2022. A data set of 3,299,158 English news articles on the COVID-19 pandemic was extracted from the World Health Organization Epidemic Intelligence through Open Sources (EIOS) system. The data preparation phase included developing rules-based classification, fine-tuning an NLP summarization model, and further data processing. Following relevancy evaluation, a deductive-inductive approach was used for the analysis of the summarizations. This included data extraction, inductive coding, and theme grouping., Results: After processing and classifying the initial data set comprising 3,299,158 news articles and reports, a data set of 5131 articles with 3,007,693 words was devised. The NLP summarization model allowed for a reduction in the length of each article resulting in 496,209 words that facilitated agile analysis performed by humans. Media content analysis yielded results in 3 sections: areas of COVID-19 impacts and their pervasiveness, contributing factors to COVID-19-related impacts, and responses to the impacts. The results suggest that insufficient remuneration and compensation packages have been key disruptors for the health workforce during the COVID-19 pandemic, leading to industrial actions and mental health burdens. Shortages of personal protective equipment and occupational risks have increased infection and death risks, particularly at the pandemic's onset. Workload and staff shortages became a growing disruption as the pandemic progressed., Conclusions: This study demonstrates the capacity of artificial intelligence-assisted media content analysis applied to open-source news articles and reports concerning the health workforce. Adequate remuneration packages and personal protective equipment supplies should be prioritized as preventive measures to reduce the initial impact of future pandemics on the health workforce. Recently, there has been a growing controversy on strategic policy issues in coastal areas. Coastal regions have the most diverse, complex, and productive ecosystems due to demographic and economic pressure. This ecosystems are important for food security. On the other hand, coastal problems are national issues, not just state or local issues. This research aims to propose the priority dimension of a stakeholder role in a strategic policy to promote the coordination and sustainability of socioeconomic activities in coastal areas involving stakeholders as primary data, i.e. fishermen, merchants, private, and government using SUSTAIN indicators with AHP and Rap-Coastal methods. The result reveals that governance dimension was still the most priority and the most sustainable index to achieve policies; monitoring tools; human resources capacity building, implementation of good management practices; and public participation. Meanwhile, social well-being dimension was the most priority to achieve the economy through transportation; and attaining the goal of equity was the priority for government policy. There are three sensitive aspects of coastal sustainability management, including integrated program, identified parties actively informed and involved, and partnership between local governments and communities.

Recently, the COVID 19 pandemic has affected on our daily lives and society in many ways. Specifically, it has brought rapid changes in the working environment from office working to smart telecommuting. In addition, cloud computing technology and services not only provided ubiquitous access, but also led to a sharing of information, internal--external communication channels, telework, and innovative smart work for the business process. As a result, smart work services based on social cloud networking have spread to the public sector. However, existing academic research examining smart work merely remains to focus on the theoretical conceptualization or to deal with merely several examples of private views. Best practices of smart work services based on cloud computing technology in the public field rarely exists. Moreover, many studies have been differently measured the values of smart work for private and public sectors depending on organizational singularities. Therefore, the study aims to define new theoretical implications and to explore future business strategies and policy directions based on a technical working group's personal psychological subjectivity. In Quebec, as in most western countries, the past few decades have witnessed multiple and profound transformations in the public sector. In the current context of massive retirements and increasing mental health problems at work, public administrations face many challenges in terms of performance as well as attraction, retention, and mobilization of its human capital. To meet these challenges, several Quebec public organizations are developing a strategic quality of working life (QWL) policy. While research focuses mainly on the QWL of individuals, this study mobilizes a systemic approach to understand it at the organizational level. This exploratory research is based on the qualitative study of three cases of Quebec public organizations. Firstly, we identify and analyze the main axes of the QWL strategic policy of these public organizations according to the stakeholder theory (Freeman 1984; Freeman et al. 2010). Secondly, we contextualize these results with regard to the environment of these public organizations. The aim of this paper is to offer an empirically grounded conceptualization of the dialogical relationship between spatial planning and place branding in the context of regionalization. The analysis displays the discursive nature of such relationship by highlighting the intertwining of spatial planning with place branding as strategic actions devoted to, and included in, regional development processes. The analysis is based on two cases in Sweden. The first is linked to the emergence of the brand 'Stockholm, the Capital of Scandinavia', and the other is linked to the emergence of the brand 'Swedish Lapland'. By combining data collected longitudinally, these cases represent two contrasting examples of dialogical relationships that materialize through two distinct yet somehow similar strategic processes of regionalization. Based on the two cases, the paper presents and discusses an empirically driven, albeit conceptual, model that highlights the dialogical relationship of regionalization as regional strategic policy and points out its spatial and political evolutionary features. Does Australia have a 'strategic policy'? Australia's debate has seen an inflation of the use of the term 'strategic policy', often used synonymously with 'defence policy' and 'strategic guidance' to indicate a major policy or to simply describe Australia's strategic environment. However, far from pure semantics, the term 'strategic policy' has become dissociated from the specific understanding of the policy objectives attached to the use and the threat of the use of military force. Instead, contemporary usage of 'strategic policy' has come to reflect what Everett Carl Dolman called a 'favourable continuation of events', reducing strategy to a mere functional adjective. Moreover, a focus on 'policy' as meeting the objectives of a state, as opposed to 'politik', which encompasses policy, politics and the polity, has led to the restriction on choices and objectives for Canberra. In an increasingly contested Asia, the Australian debate should avoid the obfuscation that comes with a term such as 'strategic policy' as this can have negative implications for Australian force structure and planning. More broadly, the application of the term 'strategic policy' reflects the challenge of Australia as a medium-sized power developing an independent strategy in the context of its history, geography, politics and society. The UK data services landscape has evolved substantially over the past decade. New legal frameworks for accessing data have been implemented; new methods for accessing and combining data have emerged and advances in technology, tools and methods have continued to grow. The landscape has become more complex, with a growing number of infrastructures providing services to data owners and data users serving a variety of needs. Many of these changes have occurred in the years since the Economic and Social Research Council (ESRC) established the UK Data Service and other data service investments. The main questions that our data services face are: how can current infrastructures connect more closely to deliver unified services for researchers?; what is the foundation needed to support researchers in an ever changing legal/technology/policy landscape?; how can data services work to support societal changes, e.g. addressing inequality in data, working in an environmentally sustainable way? To respond to the increasing demands on social science data, ESRC has embarked on a strategic review called Future Data Services (FDS), to scope out how data services can deliver services to a broader, more diverse audience with an increasing need for interdisciplinarity. The rest of the world is also experiencing similar challenges; therefore this session should be of interest to a broad international audience. This panel will bring together experts for a discussion on the future of data services. ESRC will present its recommendations that have been developed through its work on FDS. We will invite the panelists and the audience to challenge us on what is required to respond to community needs in an ever-changing landscape. The panel will discuss the components that make up a ‘good’ data service and how data services could be utilised to deliver even greater public good.

Russia is the largest neighboring country of China. Between the two countries, the resources and industry are complemented, the political mutual trust is at a high level, and trade cooperation has a broad prospect. Choosing the best regions and the best industries to strengthen investment in Russia has a major strategic significance in promoting 'the Belt and Road Initiative' and China-Mongolia-Russia Economic Corridor Construction. However, the related researches are extremely limited. The investment environment is unclear, and the investment risk is unknown, which seriously restrict the investment in Russia and the trade cooperation with Russia. Our research team carried out scientific expedition, government visits and scientific research cooperation in Russia for several years, and obtained a great number of first-hand valuable data. According to the analysis on the data and Russian regional policies, this study constructed an investment environment evaluation model (ESI-PRA model), scientific assessed the investment environment for 83 subjects of federation in Russia, in terms of economic, social, infrastructure, policy, resource and accessibility, classified 4 types of investment regions, chose 3 investment priority regions, revealed the investment priority industries, demonstrated the main investment risks, and proposed the strategic policies. The research results provide direct scientific and technological support for strategic decisions, such as investment in Russia, bilateral economic and trade cooperation, and overseas layout of Chinese-funded enterprises. Moreover, it has an important practical and strategic significance for improving overseas geo-strategic interests of China and ensuring the construction of China-Mongolia-Russia Economic Corridor. It is shown that the original formulation of the policy evaluation problem fits neatly into this framework. Due to the limited and transportable characterizes of natural gas, sharing pipelines for natural gas with other nations can either bring peace and stability or create chaos. To avoid insoluble strategies, it is very explicit to decide scientifically for these kinds of global issues. To do so, a SWOT (Strengths, Weaknesses, Opportunities and Threats) – ANP (Analytic Network Process) integrated approach is presented to evaluate natural gas policies for Turkey in terms of East Mediterranean Region. In the first step, the appropriate strategies, SO (strengths-opportunities), ST (strengths-threats), WO (weaknesses-opportunities) and WT (weaknesses-threats) are determined via SWOT analysis including four criteria, 20 sub-criteria and seven strategies. Due to inability of SWOT analysis to prioritize the criteria and rank the strategies, ANP approach which also considers the dependency between criteria is applied in the second step. Finally, the proposed SWOT-ANP approach is compared with other multi criteria decision making (MCDM) techniques to represent the effectiveness and applicability of the model.

Для определения конкурентоспособности и дальнейшего улучшения деятельности рыбоперерабатывающей организации в данной работе был использован SWOT-анализ. Результаты исследования дали возможность представить, как SWOT-анализ помогает устранить недостатки и сделать выбор перспективного развития на будущее для усиления конкурентоспособности организации. В статье приведен анализ информации о рыбоперерабатывающем предприятии. Вся информация сгруппирована и занесена в матрицу SWOT-анализа по четырем категориям: сильные и слабые стороны, возможности и угрозы. Были проанализированы значимость каждой сильной и слабой стороны, вероятность возникновения и сила влияния для каждой возможности и угрозы. Результатом исследования факторов микросреды рыбоперерабатывающей организации стало формирование матрицы стратегий. Выявлены четыре потенциально возможные стратегии (представленные ниже) предприятия, которые оно может выбрать. To determine the competitiveness and further improve the activities of the fish processing organization, a SWOT analysis was used in this work. The result of the study made it possible to present how SWOT analysis helps to eliminate shortcomings and make a choice of promising development for the future to strengthen the competitiveness of the organization. The article provides an analysis of information about the fish processing enterprise. All information is grouped and entered into the SWOT analysis matrix in four categories: strengths and weaknesses; opportunities and threats. The significance of each strong and weak side, the probability of occurrence and the strength of influence for each opportunity and threat were analyzed. The result of the study of the factors of the microenvironment of the fish processing organization was the formation of a matrix of strategies. Four potential strategies (presented below) that the enterprise can choose are identified.

This paper develops a cluster-led strategic policy framework to assess the strategic positioning of key global logistics cities in Asia, most of which are affected by the ‘Belt and Road (B&R) Initiative.’ One of the key challenges that the B&R Initiative is facing is underdeveloped logistics infrastructure in Asia, not to mention road congestion, dilapidated infrastructure, incessant supply chain disruptions, and capacity constraint, which imposes significant economic costs. Global logistics cities are evaluated on logistics infrastructure capacity and service responsiveness. This involves selecting the key global logistics cities, identifying key indicators, standardising and indexing, mapping dimensions of global logistics cities, and developing the cluster-led strategic policy framework. The results indicate the prevalence of a multi-tier system wherein Shanghai and Hong Kong have attained the maturity of a global logistics city, whilst Manila, Jakarta, and Bangalore are making slow but steady progress in that direction. In contrast, Dhaka, Phnom Penh, and Ho Chi Minh City are showing potential but require further enhancement through significant investment in infrastructure and service delivery improvement. The cluster-led strategic policy framework formulates actions and strategies through which emergent logistics networks can be strategically aligned and functionally integrated with B&R-oriented global trading hubs and transport corridors..
