This paper aims to contribute to the debate on improving the capacity of place-based policies to trigger sustainable development strategies in marginal rural areas. Drawing on a critical review of the literature on rural development planning, with a focus on European and Italian policies and multi-actor and multi-level approaches in the design and implementation of place-based policies, the paper discusses a participatory action-research experience carried out by the authors, which concerns an Integrated Project for landscape regeneration and local development in Southern Salento, Italy. This is a rural area that adds to the typical features of a peripheral context those related to the so-called Olive Quick Decline Syndrome, a disaster connected to the Xylella epidemic, which transformed a huge part of the traditional landscape of olive groves into a ghostlike place, thus worsening local process of land abandonment and marginality. In this context of social, ecological and economic crisis, the Integrated Project adopted an evolutionary approach to resilience combined with a relational conception of territory-landscape. This was aimed to provide a transformative and empowering local agenda, challenging local actors (and researchers) to experiment with an evolutionary transition towards a more sustainable rural development. According to this perspective, the Integrated Project took the distance from mere consultation-based forms of participation to encompass the selective mobilisation of local actors engaged in collective transformative practices. Thus, it gives some methodological indications on how to develop multilevel governance arrangements to promote new knowledge and innovative ideas for a transformative development of places, which is still a poorly articulated issue in place-based documents and literature. A reflection on the findings of this experience may thus give interesting suggestions for future public policies supporting place-based development in marginal territories. [ABSTRACT FROM AUTHOR]

This study focuses on challenges linked to policy coordination between the first and second tiers of local government. In most European countries today, the two levels are treated as local governments on 'an equal footing', but increasing expectations on the regions to take on a more leading role vis-à-vis the municipalities imply a more vertical relation. The aim of this study is to, through interviews with 40 leading municipal and regional representatives, analyse how Swedish municipalities and regions manage coordination challenges in regional development policy. The result indicates that the idea of governance through policy coordination does not always work smoothly in this setting. What is perceived as an important problem from a regional perspective is not necessarily perceived as an important problem from a municipal perspective, and vice versa. The Europeanization of territorial governance is a recurring discussion among European planners. It concerns both the influence of the European Union on national planning systems and the contextual (re)framing of the broad supranational objectives, instruments and processes often recalled under the umbrella-term ‘EU territorial governance’. This contribution builds on the results of the ESPON COMPASS project to shed light on the matter. The impact of the different types of influences is explored systematically in 32 European countries, to reflect on similarities and differences and to sketch out a preliminary typology of the Europeanization of territorial governance. Research on territories which have long been subjected to nationalist violence has tended to focus on the most radical manifestations of these struggles and their electoral and institutional consequences. In certain configurations, the involvement of nationalist entrepreneurs in socio‐economic initiatives, environmental causes or women's mobilisations reveals a broadening of activism to a larger political scope. This broadening can contribute to diluting or, conversely, reinforcing purely nationalist demands while creating new opportunities for alliances with non‐nationalist mobilisations. The French Basque region illustrates such a discussion. Basque nationalist politics has not only taken the form of a political movement but has also constituted a culture of citizen opposition in which the nationalist demand is as much an end as support for other struggles, notably socio‐economic ones. The article adopts a socio‐historical approach by going back to the main arenas in which Basque nationalism was formed and the struggles that have shaped it. The territory is the structural pillar of the government and the country, and its stability and protection is the essential condition for development and survival. In recent years, Iran has faced many challenges in the biological and environmental resources, especially water resources, the roots of which should be sought in the Islamic Republic's macro strategies and territorial governance approach. The victory of the Islamic revolution caused a profound change in the political thought and territorial governance system in Iran. In the meantime, the discourse and policy of self-sufficiency became a part of the principles of Iran's governance system. The purpose of this research is to investigate and evaluate the policy and strategy of self-sufficiency and its impact on the quality of territorial governance and the state of environmental sustainability in Iran. During the period of the Islamic Revolution, territorial governance was implemented based on the strategy of self-sufficiency and with the aim of economic resilience, reducing vulnerability, and ensuring Iran's food security. The main question of the research is what effect the self-sufficiency strategy has had on territorial governance in Iran and what are its environmental and territorial consequences. This research was carried out by descriptive and analytical methods and document analysis, and the data needed for the research was obtained from Iran's upstream documents and laws, especially the five-year development plans of the Islamic Republic of Iran. The results of the research show that Iran's territorial governance has been influenced by the policy of self-sufficiency as a sustainable strategy of the Islamic Republic of Iran. In such a way the policy of self-sufficiency has become the basis for double pressure and threat to Iran's biological and water resources, and if it continues, it can threaten the social and economic life of many cities and villages in Iran. The spread of biodistricts (BDs) in Italy covers approximately 30% of the national territory. Their emergence is driven by specific local reasons and broader motivations, such as a favorable political climate and improved access to health and local food for all citizens. The rapid development of BDs has sparked significant interest from national and regional legislation, as well as from scientific and gray literature. However, there remain ongoing debates regarding the criteria for defining and identifying BD, the appropriate governance models to adopt, and the scope of their functions, particularly in relation to market and supply chain development. A three-round Delphi study was conducted to address these controversial issues and achieve expert consensus on the characteristics and potential direction for BDs as policy actors aligned with their mission. Beginning with a set of 12 open questions, the final round of the survey focused on the definition of BDs, their resilience in times of crisis, and their market strategies. According to the respondents, the specificity of BDs lies more in their functions than in their structural and organizational characteristics (such as the concentration of organic farming or the presence of a structured supply chain). Nevertheless, these structural elements must be pursued as objectives to enable meaningful territorial actions by leveraging local social capital. In this context, fostering interaction between producers and consumers and meeting local demand should be central to BD strategy. However, this does not preclude the possibility of entering national and international markets, especially when it supports the enhancement of local supply chains. Claims towards a paradigm shift in how societies are organised in space, formulated in the early stage of the COVID-19 pandemic, faded away. Nevertheless, the pandemic contributed to ongoing changes in how people settle, live and work, calling for a shift from traditional territorial governance models to softer approaches able to tackle non-standard geographies. This commentary reflects on trends boosted by the pandemic and discusses functional approaches introduced at the EU level. We argue that the post-pandemic recovery should be seen as a 'window of opportunity' to consolidate innovative territorial governance instruments into a more coherent framework for place-based action. This article explores the geography of accommodation for asylum seekers in the Auvergne-Rhône-Alpes region (France), and examines the role of shrinking areas in hosting these individuals. It assesses the distribution of accommodations available to asylum seekers under the French national Asylum and Integration scheme, drawing on a unique database from the Auvergne-Rhône-Alpes Regional Directorate for the Economy, Employment, Labour and Solidarity in 2023, supplemented by semi-structured interviews with reception center managers. The local-level analysis highlights key insights: first, from 2017 to 2022, asylum accommodation remains dispersed, though increasingly concentrated in urban areas compared to rural regions and small towns. Second, there is a noticeable trend toward territorial rebalancing, as accommodations shift from shrinking municipalities to more dynamic ones.

The paper analyses the governance models of six peri-urban green infrastructures (GIs) in Europe to reflect on GIs as critical loci to operationalize the sometimes naïve and rhetorical aim of sustainable development. In the study, the case of “Corona Verde”, the green belt around the City of Turin (Italy), is compared with other peri-urban GIs to discuss the potential of territorial governance for the construction of objective-led deliberative arenas as promoted by the UN 2030 Agenda for Sustainable Development. As a result, the hypothesis that peri-urban GIs are the most appropriate territorial systems to organise and manage a viable system of sustainability objectives is discussed and reframed. Although limited in scope and data, original traits of this study are the development of a territorial benchmarking comparing governance models rather than territories and the operationalisation of the governance for sustainability in terms of a continuous negotiation between the socio-ecological actors of a given territorial system.

The article offers a critique of the 'decentred state' and the working of the devolved Scottish Parliament in its legislative and political relations with the UK Parliament. It argues that analysis of relations between the devolved Scottish Parliament and the UK Parliament, requires examination of both the political culture and political narratives surrounding constitutional governance and the future of the domestic UK union. Both play a pivotal role in shaping interparliamentary relations in the devolved UK. The paper draws on empirical research from two projects that used both documentary analysis of parliamentary sources and interviews with 35 parliamentarians and officials as a Commons Academic Fellow 2016–2021 and Scottish Parliament Academic Fellow 2022–2023. Both the political narrative and culture of interparliamentary relations between the UK Parliament and Scottish Parliament have been impacted arguably even more by the outcome of the 2016 UK EU Referendum than by the 2014 Scottish Independence Referendum. This article suggests a contribution to the literature on territorial governance through the study of a local partnership or collaborative mode of action to support innovation, an innovation policy. Our fundamental question can therefore be formulated as follows: How can territorial governance contribute to fostering the dynamics of innovation? The methodology used for the theoretical analysis was descriptive, the research work was carried out on the Scopus platform database, obtaining specific information from 39 scientific productions, a more or less significant number for the subject addressed, which was subjected to a bibliometric study that allowed us to note that the growth in publications from 2018 to 2023 has had a significant increase, which allows us to deduce that this subject is becoming increasingly important and attractive to those concerned because of its importance in territorial development. In fact, we found that France leads the ranking with 6 scientific productions, and the scientific field that stands out most in the publications is that of management sciences and commerce. In the same perspective, visualization via figures and sectors was mobilized in order to obtain the study cartography of the theme of the territorial governance of innovation. Based on the in-depth theoretical analysis, the theories relating to the paradigms of this theme were analyzed, which enabled us to better understand that collaborative actions at the level of territorial governance (regions, industrial districts, etc.) favour innovation. According to this bibliometric analysis, we find that appropriate governance based on collaboration and partnership improves the dynamics of innovation activities, whereas private hierarchical governance generates conflicts between participants, which has a negative impact on the dynamics of innovation. Ljubljana was the first post-socialist city awarded with the title European Green Capital. The title awarded by the European Commission is given to a city that is achieving high environmental standards, is setting ambitious goals for further environmental improvement and sustainable development, and can act as a role model to inspire other cities and promote best practices to all other European cities. The article is based on a hypothesis that at the moment when Ljubljana applied for (and was awarded) the European Green Capital title, it had strong strategic spatial planning and successful territorial governance, as well as the interweaving of both. To prove the hypothesis, the timetable and characteristics of the strategic spatial planning and territorial governance in Ljubljana are presented in this article and critically evaluated. Critical evaluation and analyses are also assessed using a qualitative research method, i.e., semi-structured in-depth interviews among experts from four professional fields including spatial planning, urbanism, architecture, and management. The results confirmed the hypothesis: Ljubljana's sustainability-oriented strategic spatial plan prepared by a variety of stakeholders, experts, and citizens, as well as the effective governance system established by the mayor, a manager by profession, were two factors that coincided at a crucial moment. This was recognized by the European Commission and Ljubljana was awarded a prestigious title. Ljubljana can therefore serve as an excellent sustainable example for other post-socialist cities in terms of strategic spatial planning and governance. [ABSTRACT FROM AUTHOR]

Objective: Determine the capacities of producer organizations through the presence or absence of territorial governance mechanisms that distinguish the Localized Agrifood System (SIAL) in coffee production in the municipality of Cuetzalan del Progreso. Methodology: Qualitative research methods were applied, with semi-structured interviews as the primary technique, complemented by participant observation, documentary analysis, and fieldwork. Results: These indicate four categories of producer organization based on territorial governance, reflecting the maturity of relational systems among actors and their collective resistance capacity. Limitations: Lack of statistical, census, and cartographic information on coffee producers in the area. Conclusions: Four groups or types of producer organizations were identified within the coffee SIALs, each exhibiting varying levels of consolidation in their territorial governance processes. Consolidated producer organizations demonstrate greater resilience to climate variability and market prices and add more value to their production. In contrast, individual producers with smaller landholdings, who also work as day laborers or market other products, face higher levels of vulnerability. [ABSTRACT FROM AUTHOR]

Objective: Analyze the forms of territorial governance that are being built in the municipalities of Zapotitlán Salinas, Chila de la sal and Xicotlán at the Mixteca of Puebla, around the production of spring salt. Methodology: Review of the literature on the topic and field work between April 2022 and July 2023, carrying out 42 semi-structured interviews. Results: The recently created cooperatives as part of collective actions contribute to increasing levels of trust among producers. Limitations: Cooperatives and meetings of salt farmers to identify common problems and solutions have not yet managed to trigger local development around the use of salt. Conclusions: The distribution of resources and the organization for their use generates forms of territorial governance that oscillate between the inclusion or exclusion of salt producers. This article analyses the centrality of cooperativism in promoting sustainable territorial development, focusing on valorising territory-specific resources and promoting food and nutritional security through family-farmers’ agrifood-processing enterprises. In theoretical terms, it combines the Territorial Basket of Goods and Services approach and the concept of social construction of territorialized markets. The reference territory is the operating region of a financial cooperative in western Santa Catarina state, southern Brazil. For almost three decades this cooperative focuses its operations on six rural municipalities, with approximately 38,000 inhabitants. Various other forms of cooperation undertaken by farming families are promoted, highlighted by a forum of family farming social organizations. This is a sphere of territorial governance that demands various kinds of support from public bodies. The main methodological resources mobilized were an inventory of existing family-farmer enterprises in the territory, drawn from secondary sources, and interviews with territorial leaders and managers of a sample of these enterprises. Most of the processed products are sold through short routes, creating a dense and complex territorial market for quality agrifood products. We conclude that the process of building this territory reveals the collective creation of a complex and dense network of other social organizations, which work to create marketing channels that shape the territorial market. Territorial agri-food systems can be characterized as social innovations that challenge corporate food governance. These systems involve a diverse array of actors operating at the local level, with the shared objective of promoting locally sourced and environmentally sustainable products. To gain deeper insights into the interplay of social innovation and territorial governance, we investigated the case of Valposchiavo, Switzerland. In this unique setting, diverse actors have initiated an innovative approach to territorial development, emphasizing the revalorizing of local resources. To unravel the intricacies of the development process, we applied the territorial social innovation framework, specifically tailored for analyzing the role of social innovations within Valposchiavo’s territorial agri-food system. Our research incorporated existing interviews and supplemented them with problem-centred interviews conducted in the field. Results underscore that the development approach of 100% Valposchiavo constitutes a territorial social innovation. This innovation is evident in the formation of diverse local collaborations, establishing novel multi-actor settings within the territorial agri-food system, with an emphasis on collective values aligned with organic agriculture. Our study also identifies an innovative territorial governance approach aimed at obtaining certification as an organic region in the future. This signifies a proactive step towards creating a sustainable and certified organic framework to institutionalize territorial agri-food system. [ABSTRACT FROM AUTHOR]

The irrigation water requirements of different crops are becoming a pivotal driver for the governance strategies of water allocation and management. This paper estimates the impact of irrigation water requirements on economic value in terms of the yields and gross saleable production of 13 different crops cultivated in the Emilia-Romagna region (Italy) over the 2010–2020 period by exploiting a generalized propensity score matching approach. Results show that the overall irrigation water requirements affect crops' economic value. There is a causal effect of water irrigation on economic value: positive only for high levels of water irrigation in the case of yields, while it reverses and assumes a concave shape for gross saleable production. However, the effect is mediated by the irrigation water requirements of different crops. In water scarcity conditions, the allocation of water to arboreal crops, given the effect of water irrigation on gross saleable production, is also positive for small quantities of water. Based on the recognition of the challenges that have led to a paradigmatic shift in the logic of managing territorial development strategies and the theoretical assumptions generated around it, this study delved into the understanding of territorial governance in Latin American contexts by analyzing the intangible capitals present in local productive systems. The hypothesis was that a positive cohesion of these capitals in a governance scheme would allow for the activation of development processes in the system. After a critical and analytical investigation of the theoretical postulates and available experiences, it was concluded that governance, as a management model, is key to stabilizing intangible capitals in complex productive systems such as those in Latin America. The activation of synergistic capital in these systems is hindered by constant "short circuits," so strengthening these capitals through collaborative governance is essential to improve coordination and transparency in decision-making and thus generate territorial development processes.

To address the degradation of water quality in France, legislators established innovative mechanisms for autonomous water management in 1964, specifically the creation of agencies and basin committees, organized according to hydrographic basins. Over the subsequent fifty years, French legislation followed by European directives have cultivated a distinctive solidarity in environmental policies, operating across three dimensions : hydrographic, financial, and territorial. This article explores the uniqueness of this solidarity and its development, leveraging the evolution of regulations and analyzing the functioning of agencies and basin committees as their mandates expanded. The recent national acknowledgment of quantitative pressure on water resources, manifested in 2023 through the adoption of 53 measures aimed at resilient and coordinated water management, reaffirms the central role of agencies and basin committees in water governance. However, this recognition follows a decade characterized by diminishing financial and technical resources, alongside a delegation of flood and environmental management responsibilities to intercommunalities, often without regard for hydrographic considerations. This article highlights the inherent risks of undermining the current pillars of solidarity in water resource management and aquatic ecosystems, particularly as the impacts of climate change heighten the necessity of this solidarity.

Managing and controlling "land take" of agricultural and natural land for urbanisation is the target of European and national policies. Although this objective seems to be increasingly understood among the actors, the prioritisation of issues and the measures taken by governments to achieve it are very heterogeneous. The practices of local public and private actors do not necessarily follow the directions established at national level by the instruments. This paper examines the concrete forms, in France, of collective action in the field of spatial planning to limit land take, particularly in French cross-border areas that are experiencing strong urban growth. The survey is based on 60 semi-structured interviews with public actors involved in the spatial transformations of the cross-border regions around Geneva, Lille-Kortrijk-Tournai, Luxembourg and Strasbourg-Karlsruhe. The survey shows that collective action in spatial planning is very diverse in France, depending on the regions and municipalities concerned, even if the legal rules are the same. Local public actors play strategically with the rules and adapt them. Moreover, the organisation of collective action to limit land take is marked by interdependencies between regions, and in our case between neighbouring countries, which are often left unexamined in national planning policies and instruments. The paper addresses the relationship of planning systems and related processes of institutional change. It evaluates the persistence and change of the German planning system with a focus on recent impacts of Europeanisation. It shows that the ability to transform institutional patterns of spatial planning in Germany is rather limited. The German planning system has not undergone revolutionary shifts during the last five decades, but it is 'by-passed' by a new and mostly informal planning sphere recently. The latter is triggered by financial incentives bound to European structural funds and characterized by a strong focus on experimental spatial development. [ABSTRACT FROM AUTHOR]

The paper makes a contribution to European comparative research on spatial planning by providing an instrument-oriented methodological framework for forms of planning. Based on the main efforts to date, the main challenges of comparative research on European planning systems are identified. The author’s comparative four-dimensional model and related visual tool can be used to bridge different national languages of planning and compare various spatial forms of planning. With the tool, the nature of planning regimes, specific plans, and other planning-related activities can be identified in accordance with the dimensions of Motivation, Geography, Scope, and Instruments, making them comparable.

The United Nations explicitly recognise the central role of urbanization processes in global development trajectories in the Agenda 2030, mainly through one of its 17 Sustainable Development Goals, i.e. SDG11. This goal emphasises making human settlements more inclusive, safe, resilient, and sustainable. The progress achieved towards the targets that articulate this goal is constantly monitored through a system of indicators. However, this process is complex, especially for those targets that concern the quality of the policies intended to guide development phenomena. This is the case with SDG11.a, which aims to «Support positive economic, social and environmental links between urban, peri-urban and rural areas by strengthening national and regional development planning» and therefore regards territorial governance activities. In a recent contribution, the authors explored the contents and implications of SDG11.a and developed a system of procedural, instrumental, and financial indicators aimed at evaluating the quality of territorial governance. This paper operationalises some of these indicators concerning a real territorial context – the Metropolitan City of Turin – to reflect on their practicability and the added value they can provide in decision-making and monitoring. The work results show how any measurement of the quality of territorial governance remains inherently linked to the institutional characteristics of the context and the actual availability of data and information. This undoubtedly complicates the use of the indicators proposed in a comparative perspective; however, their application can promote critical reflections by public authorities and the development of more effective policies. Il ruolo centrale dei processi di urbanizzazione nelle traiettorie di sviluppo globale è esplicitamente riconosciuto dall’Agenda 2030 delle Nazioni Unite che, attraverso uno dei suoi 17 obiettivi per lo sviluppo sostenibile (SDG11), sottolinea la necessità di rendere gli insediamenti umani più inclusivi, sicuri, resilienti e sostenibili. I progressi raggiunti in relazione ai traguardi che articolano tale obiettivo sono costantemente monitorati attraverso un sistema di indicatori. Questo processo non è però semplice, soprattutto in relazione a quei traguardi che non riguardano tanto i fenomeni di sviluppo, quanto la qualità delle politiche deputate ad orientarli. È il caso del traguardo SDG11.a, che mira a «supportare i positivi legami economici, sociali e ambientali tra aree urbane, periurbane e rurali rafforzando la pianificazione dello sviluppo nazionale e regionale», e dunque concerne l’attività di governo del territorio. In un recente contributo, gli autori hanno esplorato i contenuti e le implicazioni del traguardo SDG11.a e sviluppato un sistema di indicatori – procedurali, strumentali e finanziari – finalizzato a valutare la qualità del governo del territorio in un determinato contesto. Il presente articolo operazionalizza alcuni di questi indicatori rispetto a un contesto territoriale reale – la Città Metropolitana di Torino – così da riflettere sulla loro praticabilità e sul valore aggiunto che essi possono fornire in sede di decisione e monitoraggio. Dai risultati del lavoro si evince come qualsiasi misura- zione della qualità del governo del territorio rimanga intrinsecamente legata alle caratteristiche istituzionali del contesto di riferimento e alla effettiva reperibilità di dati e informazioni. Se questo complica l’utilizzo degli indicatori proposti in ottica comparativa, la loro applicazione può però favorire lo sviluppo di riflessioni critiche da parte delle autorità pubbliche e la messa a punto di politiche più efficaci.

Five years after the signing of the Peace Agreement between the Government of Colombia and the FARC-EP (November 24, 2016), it is reasonable to carry out a pertinent reading with the participatory and territorial approach established in point 1 of said Final Agreement, the Comprehensive Rural Reform (RRI), whose transversal components are the Development Programs with a Territorial Approach (PDET), as “instruments of reconciliation in which all its actors work in the construction of the supreme good of peace, right and mandatory duty compliance ”, according to Decree Law 893 of 2017 (Presidency of the Republic, 2017); consolidating itself as legal and community mechanisms, vital for the full implementation of the agreement, since it articulates the different approaches of the Agreement such as: the participatory, territorial, ethnic, gender, reparative and differential approaches. Based on the aforementioned Decree Law, this article reviews the importance and purpose of the Development Programs with a Territorial Approach (PDET) for the construction of territorial peace in prioritized areas, as well as the tool for its operationalization, the Action Plans for Regional Transformation (PATR) with which the Development Programs with a Territorial Approach (PDET) materialize, specifying the potential of transforming citizen participation as a mechanism of collective construction to strengthen territorial governance, in the Colombian post-conflict stage. To resolve the central question formulated by the authors: ¿what has been the role and effectiveness of the Development Programs with a Territorial Approach (PDET)s and PATRs as mechanisms of citizen participation for collective construction and territorial governance in the Colombian post-conflict scenario? sociolegal, collecting relevant information in primary sources -for the Colombian government- and secondary in literature, regulations, doctrine and jurisprudence. It was concluded that it has not been possible to obtain the expected effectiveness of the citizen participation mechanisms, due to the swings, biases, intrigues and obstacles that the national government has prevented from fulfilling the commitments agreed in the Peace Agreement (especially the first), in the face of the given change -bias- of the Ministry for Stabilization and Consolidation, from where almost everything regarding the Development Programs with a Territorial Approach (PDET) was planned -together with the ATR-, but with a low level of real execution. From another angle, the high levels of violence, insecurity and permanent murder of social leaders and human rights defenders in cahoots with the impunity and indifference of the state apparatus, have decimated citizen participation and prevented the consolidation of communities in their goal of achieving a territorial governance that dignifies the quality of life of the population. Community-Based Tourism (TBC) consists of tourism management practices that aim to generate community leadership, enhance local culture and encourage actions that preserve the characteristic attributes of a place. Because of this, the TBC is aligned with the Sustainable Local Development (DLS) proposal. However, despite this articulation, the scope of the TBC principles has been hampered by the lack of interaction with other local actors. Thus, it is believed that this bottleneck could be solved by its insertion in the Territorial Governance (GT), which represents the collective management of the affairs of a territory. Based on this consideration, the present work aimed to understand how GT mechanisms can contribute to the achievement of TBC intentions associated with DLS. An integrative literature review was carried out, using the thematic content analysis technique for data interpretation. The results of the study indicated that the GT enhances the achievement of the TBC’s pretensions in relation to the DLS: Giving greater decision-making protagonism to the community actors who carry out the TBC; Allowing the TBC to emphasize, in deliberative spaces, its endogenous and sustainable objectives; and Making the TBC gain the support of other territorial actors to promote their intentions articulated to the DLS. In this way, this research advances in understanding the GT’s ability to boost TBC actions, which is a theoretical gap. Venice has a pluricentennial history of modifying the morphology of its lagoon and hydrographic basin. This uniqueness only partially relates to the cyclopean works that, since the early 17th century, led to the deviation of the mouths of all the main rivers from the lagoon (to prevent its filling) and the erection of dikes (to protect the littoral from erosion). The lagoon's most significant feature is the non-despotic, non-vexatious, public, bureaucratic, and conservationist water management system run by the Republic of Venice. The most tangible evidence of this unique system of water management is composed of a hundred humble markers that punctuate what used to be (and mainly still is) the conterminazione lagunare, the area under the control of the Magistrato alle Acque (the Venetian Magistracy for the Waterways). Comparing the borders of the lagoon today with the path traced by these defining markers allows for an appreciation of the enduring challenges that this complex environment faces and will continue to face. This globally relevant case study of Venice and its lagoon encourages timely reflection on the effects of climate change on cultural heritage. [ABSTRACT FROM AUTHOR]

Despite the extensive literature on Local Agro-food Systems (LAFS), which involves research on local food identity and organisational proximity, the environmental sustainability of these systems has rarely been addressed. This paper develops a new concept called Local Agroecological Food Systems (LAEFS), which focuses the research not only on local food identity, but also on agroecological principles. We aim to conduct a reflexive review of the literature on the conceptual factors attempting to describe the particular characteristics of LAEFS (distinguishing these from LAFS). We explore five axes of analysis: (a) to establish a compromise at the local level between agro-food sectoral specialisation on the one hand and greater cultivated biodiversity and a more diversified economic structure on the other; (b) to geographically and commercially shorten food channels to the fullest extent; (c) to construct new institutional formulae in the fields of logistics, distribution and public procurement for the scaling up of sustainable food; (d) to develop a participatory, bottom-up, multi-stakeholder and multi-level territorial governance; and (e) to reduce the metabolic profile of food systems by reorganising rural-urban linkages. One of the principal objectives of LAEFS should involve redesigning agricultural and food systems at a scale greater than that of the farm (territory or landscape). This requires both a major public policy push and sustainable territorial governance that incorporate an approach based on territory, food systems and agroecology. [ABSTRACT FROM AUTHOR]
