The Pacific Financial Technical Assistance Center (PFTAC) produced ‘A Public Financial Management Roadmap for Forum Island Countries’ (“The Roadmap”) in 2009 (PFTAC 2010). This document was adopted at the Forum Economic Ministers’ Meeting (FEMM) of the Pacific Island Forum as an agreed approach to Public Financial Management (PFM) reform in Forum Island Countries. The document established the need for regular Public Expenditure and Financial Accountability (PEFA) assessments and the development of PFM reform plans for Pacific countries based on PEFA assessments and other inputs. Based on international experience, the document concluded that PFM reforms in Pacific countries should, among other things: i) reflect country priorities; ii) take account of country constraints, including capacity constraints; and iii) have strong country ownership and take political dimensions into account.Five years on from the adoption of the Roadmap, this report examines experiences of PFM reform in two Pacific island countries in order to inform future improvements.This report does not assess current PFM systems in case study countries. Rather, it provides an analysis of previous experiences with PFM reforms, focusing on the research period 2010-2014. PFM problems identified in this report may have since been resolved. The recommendations of the Roadmap reflect that capacity constraints are a defining feature of government in Pacific island countries.There is a growing consensus regarding the importance of prioritization in Pacific PFM reform.Building on the recommendations of the Roadmap, this report draws on recent literature regarding ‘problem-driven approaches’ to further inform analysis of and recommendations for prioritization of PFM reforms. This report represents the conclusions of joint work between the World Bank, the New Zealand Ministry of Foreign Affairs and Trade, and the Australian Department of Foreign Affairs and Trade, and the Overseas Development Institute.

While better understanding of these forests is critical for our collective future, until quite recently efforts to measure and monitor them have been largely disconnected. Networking is essential to discover the answers to questions that transcend borders and the horizons of funding agencies. Here we show how a global community is responding to the challenges of tropical ecosystem research with diverse teams measuring forests tree-by-tree in thousands of long-term plots. We review the major scientific discoveries of this work and show how this process is changing tropical forest science. Our core approach involves linking long-term grassroots initiatives with standardized protocols and data management to generate robust scaled-up results. By connecting tropical researchers and elevating their status, our Social Research Network model recognises the key role of the data originator in scientific discovery. Conceived in 1999 with RAINFOR (South America), our permanent plot networks have been adapted to Africa (AfriTRON) and Southeast Asia (T-FORCES) and widely emulated worldwide. Now these multiple initiatives are integrated via ForestPlots.net cyber-infrastructure, linking colleagues from 54 countries across 24 plot networks. Collectively these are transforming understanding of tropical forests and their biospheric role. Together we have discovered how, where and why forest carbon and biodiversity are responding to climate change, and how they feedback on it. This long-term pan-tropical collaboration has revealed a large long-term carbon sink and its trends, as well as making clear which drivers are most important, which forest processes are affected, where they are changing, what the lags are, and the likely future responses of tropical forests as the climate continues to change. By leveraging a remarkably old technology, plot networks are sparking a very modern revolution in tropical forest science. In the future, humanity can benefit greatly by nurturing the grassroots communities now collectively capable of generating unique, long-term understanding of Earth's most precious forests. Resumen: Los bosques tropicales son los ecosistemas más diversos y productivos del mundo y entender su funcionamiento es crítico para nuestro futuro colectivo. Sin embargo, hasta hace muy poco, los esfuerzos para medirlos y monitorearlos han estado muy desconectados. Neste estudo nós mostramos como uma comunidade global está respondendo aos desafios da pesquisa de ecossistemas tropicais, com equipes diversas medindo florestas, árvore por árvore, em milhares de parcelas monitoradas à longo prazo. Nós revisamos as maiores descobertas científicas deste trabalho, e mostramos também como este processo está mudando a ciência de florestas tropicais. La mise en réseau est essentielle pour découvrir les réponses à des questions qui dépassent les frontières et les horizons des organismes de financement. SI; International audience; Boosting the productivity of smallholder farming systems continues to be a major need in Africa. Challenges relating to how to improve irrigation are multi‐factor and multisectoral, and they involve a broad range of actors who must interact to reach decisions collectively. We provide a systematic reflection on findings from the research project EAU4Food, which adopted a transdisciplinary approach to irrigation for food security research in five case studies in Ethiopia, Mali, Mozambique, South Africa and Tunisia. The EAU4Food experiences emphasize that actual innovation at irrigated smallholder farm level remains limited without sufficient improvement of the enabling environment and taking note of the wider political economy environment. Most project partners felt at the end of the project that the transdisciplinary approach has indeed enriched the research process by providing different and multiple insights from actors outside the academic field. Local capacity to facilitate transdisciplinary research and engagement with practitioners was developed and could support the continuation and scaling up of the approach. Future projects may benefit from a longer time frame to allow for deeper exchange of lessons learned among different stakeholders and a dedicated effort to analyse possible improvements of the enabling environment from the beginning of the research process. © 2020 The Authors. Mobile phones and other ubiquitous technologies are generating vast amounts of high-resolution location data. This data has been shown to have a great potential for the public good, e.g. to monitor human migration during crises or to predict the spread of epidemic diseases. Location data is, however, considered one of the most sensitive types of data, and a large body of research has shown the limits of traditional data anonymization methods for big data. Privacy concerns have so far strongly limited the use of location data collected by telcos, especially in developing countries.In this paper, we introduce OPAL (for OPen ALgorithms), an open-source, scalable, and privacy-preserving platform for location data. At its core, OPAL relies on an open algorithm to extract key aggregated statistics from location data for a wide range of potential use cases. We first discuss how we designed the OPAL platform, building a modular and resilient framework for efficient location analytics. We then describe the layered mechanisms we have put in place to protect privacy and discuss the example of a population density algorithm. We finally evaluate the scalability and extensibility of the platform and discuss related work.The code will be open-sourced on GitHub upon publication.

This report provides the papers and proceedings of the first International Research Conference on Carbon Pricing held from February 14-15, 2019 in New Delhi, India. With the goal of strengthening the carbon pricing knowledge base and fostering an improved understanding of the evolving challenges to its successful application, the Carbon Pricing Leadership Coalition convened researchers, practitioners, and interested stakeholders for the CPLC Research Conference.

The breadcrumbs we leave behind when using our mobile phones—who somebody calls, for how long, and from where—contain unprecedented insights about us and our societies. Researchers have compared the recent availability of large-scale behavioral datasets, such as the ones generated by mobile phones, to the invention of the microscope, giving rise to the new field of computational social science.

This paper introduces a framework for studying the optimal dynamic allocation of foreign aid among multiple recipients. We pose the problem as one of weighted global welfare maximization. A donor in the North chooses an optimal path for international transfers, anticipating that consumption and investment decisions will be made by optimizing households in the South, and accounting for limits in the extent to which recipients can effectively absorb aid. We present quantitative results on optimal aid policy by applying our approach to a neoclassical growth model, where the scope for aid-funded growth is determined by the recipients' distance from steady-state.

Metadata only record This paper reports the results of a literature review and postal survey focused on the many relatively recent claims of increasing violent conflict between herders and farmers in semi-arid Africa. These claims are being used to prompt new policy and development interventions that could have profound implication on social and economic relations and natural resource use in semi-arid areas. However, the review revealed that few of these claims are supported by compelling evidence, and even the historical analyses which were reviewed fail to provide the rigorous time-series data necessary to confirm the hypothesis that violent farmer-herder conflict is generally increasing in semi-arid Africa. This lack of convincing evidence that violent conflict is increasing should engender a more circumspect approach on the part of policy makers and development professionals alike.

International audience; Although ART is increasingly accessible and eases some stresses, it creates other challenges including the importance of food security to enhance ART-effectiveness. This paper explores the role livelihood strategies play in achieving food security and maintaining nutritional status among ART patients in Kenya and Zambia. Ongoing quantitative studies exploring adherence to ART in Mombasa, Kenya (n=118) and in Lusaka, Zambia (n= 375) were used to identify the relationship between BMI and adherence; an additional set of in-depth interviews with people on ART (n=32) and members of their livelihood networks (n=64) were undertaken. Existing frameworks and scales for measuring food security and a positive deviance approach was used to analyse data. Findings show the majority of people on ART in Zambia are food insecure; similarly most respondents in both countries report missing meals. Snacking is important for dietary intake, especially in Kenya. Most food is purchased in both countries. Having assets is key for achieving livelihood security in both Kenya and Zambia. Food supplementation is critical to survival and for developing social capital since most is shared amongst family members and others. Whilst family and friends are key to an individual's livelihood network, often more significant for daily survival is proximity to people and the ability to act immediately, characteristics most often found amongst neighbours and tenants. In both countries findings show that with ART health has rebounded but livelihoods lag. Similarly, in both countries respondents with high adherence and high BMI are more self-reliant, have multiple income sources and assets; those with low adherence and low BMI have more tenuous livelihoods and were less likely to have farms/gardens. Food supplementation is, therefore, not a long-term solution. Building on existing livelihood strategies represents an alternative for programme managers and policy makers as do other strategies including supporting skills and asset accumulation.

Average real UK household income has almost doubled over the past forty years. With four decades of micro-data on household incomes, and relatively simple decomposition methods, we document the contribution to this growth in the mean net household income of working-age households from different income sources, and break down further changes in employment income by household member and into separate participation, hours and hourly wage effects. We also perform such analyses for the mean income of the richest working-age households, and among a group defined by having a low household income but a strong connection to the labour market.

International audience; The food crisis in Southern Africa that stems from the crop failures of the 2001-2002 crop season has, not surprisingly, prompted much reflection on the causes of the problem and policy responses. Several official donors and NGOs have set in motion reviews, including, for example the EU and CARE International. Academics have started formal research, including a review of relief efforts by Georgetown University. In the region, overall reviews have been initiated by networks such as Food, Agriculture and Natural Resources, Policy Analysis Network (FANRPAN) and Southern African Regional Poverty Network (SARPN).

International audience; En este trabajo se estudia la visión humanitaria subyacente a la actividad pastoral del Instituto Misionero de la Consolata, una congregación católica activa en los departamentos de Caquetá y Putumayo, en Colombia. A partir de un trabajo etnográfico e histórico previo, se detallan las actividades de desarrollo y humanitarias únicas de los misioneros de la congregación, y su característico modus operandi. Lejos de estar interesados únicamente en la evangelización religiosa, los religiosos del IMC priorizaron la acción humanitaria y su función de desarrollo en la región, mediante la construcción de escuelas, el establecimiento de administraciones locales, el apoyo al desarrollo económico y la participación directa en las negociaciones de treguas, intercambios de prisioneros y devolución de cadáveres con los grupos armados. Los datos obtenidos en el marco de la investigación demuestran que el apoyo que pudieron obtener de la población y de las víctimas del conflicto se debía al abierto rechazo que los misioneros del IMC manifestaron frente a la noción de neutralidad en favor del compromiso con las personas marginadas y el apoyo de éstas.
