This article examines the main public interests at stake with the rise of online platforms in the sharing economy and the gig economy. We do so by analyzing platforms in five sectors in the Netherlands: domestic cleaning (Helpling), taxi rides (UberPop), home restaurants (AirDnD), home sharing (Airbnb), and car sharing (SnappCar). The most salient public interests are a level playing field between platforms and industry incumbents, tax compliance, consumer protection, labor protection, and privacy protection. We develop four policy options (enforce, new regulation, deregulation, and toleration), and discuss the rationales for each option in safeguarding each public interest. We further stress that arguments supporting a particular policy option should take into account the sectoral context. We finally highlight the tension between the subsidiarity principle, which would call for local regulations as platforms mostly concern local transactions and innovation policies that aim to support innovation and a single digital market.

With this commentary, we share our reflections at the end of a five-year interdisciplinary research project (from 2016 to 2020) on cycling innovations in living labs across the Netherlands. The commentary is the product of a collective writing effort of the researchers. It combines reflections on both the content of our research project (cycling through the lens of innovations) from various disciplinary perspectives – including socio-technical transitions, mobilities, urban design, transport planning and history – and reflections on the transdisciplinary approach (living labs) underpinning our research. We hope that our reflections can benefit other researchers concerned with similar topics and approaches. Our research project, Smart Cycling Futures (SCF), began as a proposal within the Smart Urban Regions of the Future (SURF) program, funded by the Dutch Council for Academic Research (NWO). This call of €16.5 million was co-financed by the Dutch Ministries of Infrastructure & Environment and Internal Affairs. As one of the five winning consortia – the other consortia focused on self-driving cars, influencing travel behaviour, demand-oriented public transport, and small-scale experiments – our group of mobility-oriented researchers played an active role in shaping the evolving landscape of smart mobility innovation in the Netherlands.

Most transition studies are historical in nature and fail to arrive at prospective conclusions about future potential. In this paper we develop a new prospective transition framework, which revolves around the interplay between business models and socio-technical contexts. By looking at the dynamics of increasing returns, industry structure and the role of institutions, we analyze the upscaling potential of innovative bike sharing business models as introduced in Dutch cities over the past ten years (two-way station-based, one-way station-based, one-way free floating, and peer-to-peer sharing). We find that station-based business models are well institutionalized but harder to scale up, while the recent one-way free-floating model has the greatest scaling potential if institutional adaptations and geo-fencing technologies are successfully implemented. Peer-to-peer sharing is likely to remain a niche with special purpose bikes.

De Nederlandse regering ziet geothermie als een veelbelovende optie om ons land van duurzame warmte te voorzien en de afhankelijkheid van aardgas af te bouwen. Het belang van warmte in de energievoorziening is groot: ongeveer 38% van de primaire energieconsumptie bestaat uit de vraag naar warmte. In veel provincies en gemeenten worden de mogelijkheden voor deze technologieverkend. Bij geothermie, ook wel aardwarmte genoemd, wordt heet water uit de diepe ondergrond omhoog gepompt en via een warmtewisselaar gebruikt als warmtebron voor huizen en tuinbouwkassen, voor de industrie of als bron voor elektriciteitsproductie. In juli 2017 telde Nederland veertien geothermieprojecten met een diepte van twee à drie km, alle in de glastuinbouw.Green Deal Geothermie BrabantIn april 2016 sloten het ministerie van Economische Zaken, het ministerie van Infrastructuur en Milieu en 16 Brabantse partners de Green Deal Geothermie Brabant, met als doel versnelling van de ontwikkeling van geothermie in de provincie Noord-Brabant. De provincie is zich er terdege van bewust dat de ontwikkeling van geothermie alleen kans van slagen heeft als ze op voldoendemaatschappelijk draagvlak kan rekenen. De provincie wil hierover dan ook de dialoog aangaan met relevante maatschappelijke partijen. In dit verband heeft de provincie Noord-Brabant (i.h.b. het Cluster Natuur, Water en Milieu), het Rathenau Instituut verzocht een uitgebreide stakeholderanalyse over (ultra)diepe geothermie uit te voeren.Ultradiepe geothermieDe focus van dit onderzoek ligt op ultradiepe geothermie. Er bestaan hoge verwachtingen over deze vorm van geothermie, die nog nieuw is in Nederland. TNO spreekt van ultradiepe geothermie als de bron dieper is dan 4 km en een temperatuur boven de 120°C levert. Door de hoge temperatuur is deze warmtebron bruikbaar voor de industrie. De restwarmte kan vervolgensgebruikt worden door andere warmtevragers zoals glastuinbouw of woningen aangesloten op een warmtenet. De Rijksdienst voor Ondernemend Nederland (RVO) 3 noemt ultradiepe geothermie zelfs als enige realistische optie voor grootschalige verduurzaming van de warmtevoorziening van de Nederlandse industrie.Verkenning van kennis en opvattingen over ultradiepe geothermieHet doel van deze verkenning is om de mogelijkheid en wenselijkheid van een maatschappelijke dialoog over ultradiepe geothermie in kaart te brengen. Aan de hand van interviews laat deze studie zien wat de betrokkenen verstaan onder ultradiepe geothermie, wat hun opvattingen zijn over ultradiepe geothermie, welke vragen zij erover hebben en hoe zij aankijken tegen een maatschappelijke dialoog over ultradiepe geothermie. In het najaar van 2016 en het voorjaar van 2017 zijn gesprekken gevoerd met 17 betrokken partijen van binnen en buiten de Green Deal Geothermie Brabant. Daarnaast schetst het rapport op basis van een literatuurstudie de stand vanzaken op het gebied van (ultra)diepe geothermie: ervaringen met geothermie, kansen en risico’s van (ultra)diepe geothermie en bestaande regelgeving.
