POZIOM WSPARCIA ROLNICTWA I OBSZARÓW WIEJSKICH W ŚWIETLE WIELOLETNICH RAM FINANSOWYCH.

The paper characterizes the financial support instruments provided for the Common Agricultural Policy, in the context of the Multiannual Financial Framework. The study covered two financial perspectives (2007-2013 and 2014-2020), when the new Member States participated in the full programming period. Carried comparative analysis of the level of direct payments between the EU-15 and the NUE-12 showed the existence of significant differences for unprofitibility of the new Member-States. Research suggests the possibility of reaching of area payments in 2020 but full convergence will not be achieved. In the framework of the second pillar of the CAP there has been studied directions of expenditures through the prism of the priority axes. Former Member States preferred activities related to the improvement of the environment, while new Members payed attention to the improvement of the competitiveness of the agricultural sector.
