Abstract

The article discusses problems with the French intelligence service's surveillance methods that were brought to attention after it was revealed that France stopped monitoring Islamist terrorists Saïd Kouachi and Chérif Kouachi prior to their attack on the offices of satirical newspaper "Charlie Hebdo." Topics addressed include a lack of consensus on how to balance counterterrorism surveillance measures with privacy concerns, as well as intelligence on Chérif Kouachi's time spent in Yemen.
