Abstract
- The article focuses on Imperial German strategic planning prior to the outbreak of World War I in 1914. The author discusses Germany's lack of an integrated national strategy before 1914, explores the military power of Prusso-German king-emperor Wilhelm II, and examines the German constitutions of 1867 and 1871 in regard to military planning and authoritarianism. The strategy known as the "Schlieffen plan" is also analyzed.
