PROCEDURAL APPROACHES TO FILLING GAPS IN THE ADMINISTRATIVE RECORD IN BID PROTESTS BEFORE THE U.S. COURT OF FEDERAL CLAIMS.

The article looks at the supplementation of the administrative record in bid protests at the U.S. Court of Federal Claims (COFC). Topics discussed include role of the Administrative Procedure Act (APA) standard of review to bid protests at the COFC, impact of the U.S. Administrative Dispute Resolution Act of 1996 (ADRA) on COFC decisions, and merits of the various methods of supplementing the administrative record used by COFC to explain its award decision.
