Discusses issues pertaining to the educational programs created by the U.S. Congress through the Higher Education Act, yet exist only on paper. Reason why supporters of the programs argue that the publicity of the programs generate will prompt the legislative body to provide needed funds sometime in the future; Reason why Titles I, VII and XI of the Higher Education Act are no longer needed.
