This text brings together considerations of regulating land use and tax territory, understood as a basis for the Urban Law, within the legal system of a group of Latin American countries, Were studied the constitutions of different countries, and therefore, different socio- legal contexts, in Latin America , in order to compare the fashion action in the territorial state . The study spanned six sub-themes : scope, alternatives , tools , intervention in the land market, plans and real estate tax . The conclusions point in the sense of identifying some differences in the various legal systems. However there is no doubt that in the contemporary context , the relationship between State and Territory are before a new interpretive level . [ABSTRACT FROM AUTHOR]
