Abstract

This paper presents a theoretical and methodological proposal on the subject of government agenda, that is founded on three contributions: 1) The concept Agenda is pluralized, assuming that in this coexist, synchronously, three types of this: a Formal, a Supposed and a Real one; 2) The agenda vision is divided considering that there are, among politicians and academics, three possible perspectives: a bureaucratic, a political and a critical one (this includes a subdivision: bounded rationality or strategic analysis); and finally, 3) We propose a novel classification of ways in which an issue is incorporated into the agenda (to this part of the process is that we call starter) with an initial division between structural and voluntary, which will be turn composed of two possibilities: systemic inertia or determination to the first, and political strategy of official, or social influence for the second one.
