Evolution of the Reconciliation Process, 1980-2015.

The article discusses the evolution of the reconciliation process as a technical component of the enactment of budget by the U.S. Congress in the period 1980-2015. Also examined are the provision of the Congressional Budget Act of 1974 on the reconciliation process, the procedure in developing legislation to comply with reconciliation instructions, and the special rules from the House of Representatives Rules Committee that govern the creation of reconciliation laws.
