The Board of Regents does not license schools.

The paper presents a response to an article published in the November 13, 2003, issue of the Amsterdam News on the opinion page by James C. McIntosh, managing director, that refers to the author. In the article McIntosh states that when a group of parents with children enrolled in the Harlem International Community School (HICS) came to the author's office requesting assistance he took the matter to attorney general Eliot Spitzer. This matter centered on HICS and the founder and principal, Wally Simpson and the lack of certification and charter for HICS from the New York State Department of Education.
