Abstract

The Unemployment Insurance Program to Artisan Fishermen, better known as "Seguro Defeso", represents one of the most important artisan fishermen's socio environmental conquests in Brazil. The objective of this article is to assess the evolution and distribution of resources in the State of Pará. The data used were gathered from available publications and sites of the Brazilian Institute of Geography and Statistics (IBGE) and General Union Controllership (CGU), Labor and Employment Ministry (MTE) for 2009-2013. The results show a significant growth in recipients and funds since 2009. In the Northern and Northeastern region, the States that have benefitted most are Pará, followed by Maranhão, Bahia, Amazonas and Piauí. In the state of Pará, there is a concentration in benefit granting because 15 municipalities received 61,49% of the funds during the period under analysis. The program is fundamental to assure the fishermen's survival during the reproduction period, as well as the sustainability of fish supply. However, it is necessary to have a more effective monitoring, in order to prevent frauds during subsidy granting, thus assuring that it fulfills its role as an instrument of socio environmental policy for fishing and aquaculture in the State of Pará.
