Factorisation of Albanians in the Balkans will happen only with stable state institutions, which should be built in Albania, Kosovo and other Albanian territories in Macedonia, Serbia and Montenegro. Factorisation of a nation can only happen with the construction of the values that give meaning to the rules and internal institutional function, building on the values of interdependence in cultivation of legal beneficial projects. Factorisation of Albanians in the Balkans would have a meaning, based on competition with real politics, with functional projects in education policy, social, economic, ecological, urban and spatial, institutional accountability etc. It is important the disclosure of historical facts for deportation of Albanians, also it is important to discover the facts, why this century migration pain is happening nowadays? Current migrations from Albania, Kosovo and other Albanian territories, is a traditional culture or a necessary of time. The building of the rule of law, will be obstruction of migrations. Based on the causes and consequences of recent migration (2013 - 2015), the state should be a protector of the interests of citizens for a better life, as a stable and democratic society.
