- The article reports on the earthquake off the coast of Fukushima in Japan which caused a cooling system failure in a nuclear plant. Topics discussed include the disaster response of Tokyo Electric Power Co. (Tepco), construction of sea walls at Fukushima plants following the 2011 nuclear disaster, and the plan of the administration of Prime Minister Shinzo Abe to reopen plants that were closed in 2011.
