Abstract
- This article is divided into 04 parts: the first one presents empirical data and indicators on education and poverty in South America. Secondly, discusses the social movements and their in the region. Thirdly, the process of Mercosur institutionalization, the assessment of the new political geography of the region since 2003 and also the difficulties of implementing the social agenda of Mercosur, and finally, some conclusions.
