Abstract

This article forecasts the troubles faced by the administration of United States President Bill Clinton. Many observers agree that his term is the grimmest start of any presidency in generations. Clinton's trouble is simply that he has begun to address America's problems in the only serious way: by asking the middle class to take a financial hit. The consensus theme about the cause of Clinton's troubles is slightly different, that he has emerged as too left-wing, a traditional tax-and-spend Democrat, not a moderate "New Democrat," as promised in the election campaign. However, this perception is inaccurate since the most left-wing item on Clinton's agenda is his stiff income tax increase on the affluent. This, along with the corporate tax increase, is almost three times the size of his original energy tax proposal.
