Comments on the debate over the U.S. government's tax policy favoring small businesses. Opponents' argument that higher taxes on income would not just hit the affluent because small business also pay taxes at personal income tax rates; Proposed incentives for small business under President Bill Clinton's budget bill; Qualification of small business people for Clinton's expanded Earned Income Tax Credit; Argument that there is no reason to suppose small business people deserve or require greater protection from taxation's disincentive effect that people who earn their money in any other way.
