Abstract
- Reports that France called for the immediate formation of a United Nations-backed security force to go to Haiti and stabilize the country, which is in the third week of a rebel uprising. Request for the resignation of President Jean-Bertrand Aristide; Ambiguity about whether Paris would support dispatching the force without first obtaining an agreement between the Haitian political opponents and the government; Reluctance of France to intervene in a hostile environment; Proposal which calls for establishing a politically neutral government; Response of the U.S. to the Haitian crisis.
