Abstract

The paper proposes a national infrastructure policy (NIP) for Canada, including establishing a national infrastructure bank to overcome the current dire financial and other difficulties in renewal of Canada's extensively deteriorated infrastructure, and for construction of new infrastructure to fulfill the society's new needs. After examining the deteriorated state of infrastructure in Canada, the USA, and the world, the current infrastructure deficits and the consequences of inaction, along with the views of community and political leaders to establish infrastructure priorities and the needed actions, an NIP is proposed for consideration by all parties involved with infrastructure. The associated financial needs to upgrade the infrastructure to an acceptable level are reviewed, along with the consequences of any delay in the needed repairs and renewal. [ABSTRACT FROM AUTHOR]
