Abstract

The article reports the U.S. congress intent of promoting preferred investment activities against unfavorable market forces through tax preferences. Topics discussed include substance of tax-preferred behavior in terms of the entire investment transaction; use of the Internal Revenue Code as a policy instrument through the implementation of tax preferences; and prevention of abusive tax shelters.
