La Cooperación Española bajo la mirada del espejo crítico. Síntesis de las evaluaciones centralizadas del período 2013-2016.

Spanish Cooperation has already available a large number of evaluations. Their final purpose is to serve as an instrument of accountability and to contribute to evidence-based decision making. Our aim in this paper was to synthesize and highlight some of the key findings of the evaluations, managed by the Division of Evaluation and Knowledge Management (SGCID) from 2013 to 2016. These findings have been gathered around some topics: design, structure of the cooperation system, policy implementation, management for development results, and evaluation and knowledge management. Currently there is an open debate around the priorities of the 5lh Master Plan that are still to be decided, being a valuable opportunity to make decisions to improve quality and effectiveness of the Spanish Cooperation.
