Abstract
- During the past generation China and India have faced a set of common educational problems, which are magnified by their vast populations. These two nations have embarked on different strategies of economic and educational development. For past three decades India has followed a strategy of human resource development that has been incremental and accommodative, attempting to expand, extend and democratize education. During the same period China has engaged in large scale mobilizations that have involved, on different occasions, a drastic leveling of privileges of certain social groups and the promotion of interests of peasants and workers.
