This objective of this paper is the characterization of actual situation of the performance evaluation for superior techniques at National Assembly of Angola, as outstanding the actual conceptualizations and principal tendencies about the assessment performance by competencies. There were utilized the observation and documental analysis methods, together the survey and interview. As results was obtained the actual characterization of these techniques in assessment performance, where in predominant the inexistence of entail between strategy, human resource management and their indicators.
