Abstract
- The article offers information about the Washington Carbon Emissions Fee and Revenue Allocation Initiative (#1631) that may appear on the ballot in Washington as an Initiative to the People, a type of initiated state statute, on November 6, 2018. It reports that initiative would enact a carbon emissions fee beginning on January 1, 2020, of $15 per metric ton of carbon.
