Abstract

From the second half of the 18th century, the capitalist world domination of European evolved by getting rid of the Medieval darkness through the leadership of the reason causes various destructions for the traditional states outside of this geographical area. Salvation of the destructed states is thought to be found in following the Western modernity. The shortest way to reach the knowledge of modernity is possible with the help of the West. As one of these traditional states, the Ottomans attempted to modernize (primarily military) themselves with foreign experts and trainers brought from the Western countries. Such efforts cannot prevent the destruction of the Ottoman Empire but provides the foundation of the second generation university in terms of higher education. When it comes to the Republican era, the higher education, which was taken over from the Ottoman Empire, is reorganized as a carrier and a defender for the ideologies of the revolutions with the help of foreign academicians. Today, in Turkey the third generation university concept is discussed and it can be seen that the use of foreign lecturer of higher education has continued. In a historical perspective, the study reveals the cause of the need for using higher education foreign lecturers in Turkey and the aim of the study is to make a detailed analysis of the situation in this share of Ataturk University.
