Reports that the European Central Bank will leave its benchmark interest rate unchanged at 2 percent. Wide expectation of this decision; Refusal of the Central Bank to follow the Federal Reserve Board in increasing interest rates; Less of a risk of inflation among Europe's major economies, which are rebounding but with far less vigor than the United States; Shift toward higher rates in the United States, Britain, Switzerland, and Poland.
