The State Council approved and issued on deepening management reform of central government science and technology plan of science and technology policy, the government will no longer be directly involved in the management of scientific projects, the country set off a new wave of technological innovation. In this context, the introducing the third party to participate in government science and technology project management, will improve the utilization rate of the scientific research project funds, promote science and technology achievements. Hence it plays a important role in Chinese economy, the positive role in the social life becomes the best move. Compared with the western developed countries, China is late to start the third party government agencies to involve in scientific research project management, and the achievement is relatively small. This paper aims to study comparison of domestic and foreign third party organizations to participate in the management mode of government scientific research project, draws lessons from western developed countries in this aspect of the experience and effectiveness, provides effective experience for Chinese third party organizations to participate in government management of scientific research projects.
