The article describes and analyzes the global strategy that the Latin American movement of community, popular and alternative radio deployed. From the nineties and during the first decade of this century, with the purpose of influencing international standards, regarding the right to freedom of expression and information, as a way to democratize communications in a context of increasing globalization. For that matter, it recovers the literature produced, fundamentally, by the Latin American networks ALER and AMARC ALC.
