Abstract: The editorial is intended to serve as an introduction to a new series of Special Issues in the "IEE Transactions of Plasma Science." Beginning with this issue of selected contributed oral papers from the International Conference on Plasma Science (ICOPS) 2003. It was decided that candidates papers for the special issue would be limited to subset of all papers actually presented at ICOPS. nominations from oral contributed papers for the selection process for this Special Issue. The manuscripts represented in this Special Issue are drawn from all the disciplines of plasma science represented at ICOPS.
