PPSUS/RS: um estudo sobre avaliação de impacto usando abordagem quase-experimental.

The objective of this study was to evaluate the impact of the PPSUS/RS program, edition 2013/2015, on the scientific and academic production of supported researchers and its importance as a focus of public policy. We compared the evolution of published articles and the training of masters and doctors in two groups: one who received support from the program (the treated group) and another, who sought support but was not selected (the control group) in the five-year periods 2008/12 and 2013/17. Using the difference-in-differences method, which allows the construction of counterfactuals for the treated group, it was possible to identify the impact of PPSUS / RS on the scientific and academic production of the researchers supported. By means of linear regression, the statistical significance of this impact was obtained. It is concluded that the program had a positive effect, on average, for published full papers and completed master's degrees guided by the researchers with low statistical significance.
