The Turkish health system has undergone a radical change, called reform, with the Health Transformation Program (HTP) launched in 2003. With the HTP, the manner of rule in the delivery and organization of primary health care services has been redesigned and the Family Medicine System (FMS) has been introduced. Thanks to the FMS, it is planned to facilitate access to primary healthcare in Turkey and to increase the quality and efficiency in primary healthcare institutions. The purpose of this study is to evaluate the efficiency of the community health centers and family practice centers, one of the primary health care facilities, on a provincial basis before and after the FMS. According to the findings, the technical efficiency of family practice centers has increased after the FMS. However, it is concluded that the increase in technology is not high and therefore there is no significant improvement in total factor productivity. [ABSTRACT FROM AUTHOR]
