Abstract

This study proposes new metrics for evaluating the resiliency index specific to the generation sector by considering the factors that affect the generation sector, such as location, capacity, number, and density of units and critical loads. These indexes can be useful for pre-crisis action (PCA). By calculating and considering these indexes before any installation or expansion of the generation sector, the destructive effects of extreme events can be greatly reduced. In fact, the main purpose of this study is not to increase the level of the resiliency of the generation sector, but to only propose new indexes for calculating the resiliency. For this study, firstly, the factors that impact the resiliency of generation will be discussed, secondly, for each index, the calculation formula will be presented. Then, resiliency is calculated in the generation sector as a composite resiliency index, which is a combination of all indexes. For validation of these indexes, a criterion such as loss of critical load factor is introduced and case studies are performed based on the IEEE six-bus and IEEE RTS-24-bus systems for different scenarios.
