Abstract

The article focuses on the political and social conditions in the United States. As the U.S. House of Representatives was about to begin debating a modest campaign finance reform bill, former Enron Corp. CEO Kenneth Lay was taking the Fifth before the Senate commerce committee. The goal was to game the system, the reform bill in favor of Enron in regulatory agencies. The article also focuses on the campaign reform for elections for the post of Mayor in New York. This was the first full election under the 1998 reforms to New York City's public campaign finance law. The revised law provides four dollars of public funding for every dollar of private money for contributions up to $250, to candidates who accept spending limits.
