Abstract

The article discusses slump in economy as a result of recession and economic programs to balance it. If an annual rate of output of about three hundred and ninety billion dollars is achieved in the fourth quarter of the year, it would be sufficient to achieve full employment, by taking up excess unemployment, providing jobs for a growing labor force and absorbing further productivity gains. In a democracy, fortunately, the people determine the priorities of needs and the speed at which they are met freely. Nonetheless, it is useful to set forth some of the most pressing of these needs and to outline programs to meet them which are also consistent with restoring full employment. These programs are discussed in terms of their effect upon the conventional Federal Budget.
