Abstract

Notwithstanding the fact that migration was an invariable element in the Ottoman soil, experienced due to various reasons, the particular density of war related migrations coincided with late periods. The expansionist policies of the Czar regime arising with the Treaty of Küçük Kaynarca in 1774, resulted in migrations concentrated from place to place until the first half of 19th Century as well as leading to the most destructive waves after the Crimea War and turning into a human tragedy with the 1993 War. That is to say, with the displacement of the people of Crimea and Caucasus and the beginning of the Ottoman State's loss of its grip on the Balkan Peninsula 3 million people were forced to move to Istanbul and Anatolia until 1910. On the one hand, faced with such a situation, the state tried to organise settlement, on the other hand it strived for overcoming economic and social problems caused by forced migration. One of these was the education, commitment to the state and the motherland, instruction and discipline of the migrant children. While allocating fertile lands to migrants for starting up a new life the Ottoman state did not ignore establishing schools in the settlements. The schools in İstanbul and rural areas were also made available for migrant children. Orphaned migrant children were also enrolled in schools compatible with their ages, their accommodation and clothes were provided. Therefore, the current study is formed around an overview of the education services provided for migrant children in the Ottoman State particularly between 1860 and 1900. [ABSTRACT FROM AUTHOR]
