Abstract
- Evidence-based policy uses specific mechanisms that informs the policy process and suggest rational, strict and systematic approach. Agricultural policy in the Western Balkans is often formed on an ad hoc basis, rather than by evidence-based adaptation. There is a lack of awareness, understanding and involvement of stakeholders in the policy-making process. Based on literature review this paper elaborates on two important factors for farmers' involvement in the policy making process: capacity of the farmers' organizations and their level of education/information. Farmers' organisations don't have the sufficient strength and capacity, and therefore, have weak voice in raising their issues and concerns. Consequently, they are not seriously considered by policy and decision makers. In addition, farmers lack proper information and education needed to be actively engaged in the policy making process. This issue becomes especially critical when it comes to farmers' information on the EU. [ABSTRACT FROM AUTHOR]
