In order to promote the integration of industry and education policy system to better assist the development of integration of industry and education in Anhui Province, a two-dimensional analysis framework has been established based on the use of policy tools and the perspective of resource supply. Regarding the policy documents that encourage enterprises to participate in vocational education, the coding analysis of policy units can find that there is an imbalance in the frequency and focus of the use of policy tools in the process of policy implementation, and the differences in the supply of resources between the government and vocational schools. The suggestions for this are as follows: adjust and control the internal structure of supply-based policy tools, increase and adjust the use of demand-based policy tools, increase the use of environmental policy tools, and adjust resource supply according to the development direction of vocational education.
